4 Industrial growth in Tunisia Industry accounts for jobs, second only after services The mechanical and electrical industry (45%) and textiles (36%) are together responsible for 81% of industrial exports 80 % of the textiles produced are for export and generate jobs Up to 2011 the primary objective was to attract foreign investment to achieve an industrial growth of 6% per year until 2016 The strategy consisted essentially in providing cheap labor and production costs. It was oriented towards Europe due to the little distance and strong relations with Europe Page 4

6 Industrial Areas in Tunisia Since independence in 1956 and until 1973, planning and implementing of industrial zones were the responsibility of local communities In 1973, the Industrial Land Agency (AFI) was created to develop industrial zones In 2007 Tunisia enacted a law boosting private investment to develop industrial areas and granting tax and financial benefits A national commission was formed to create industrial land reserves to guide investors and reduce the time needed for selecting sites Page 6
7 Types of Industrial Areas In 2010 Tunisia had 158 industrial areas with a total area of 4400 ha or ac. including 83 zones implemented by AFI and the rest by regional councils, municipalities and private sector The average size of industrial areas is 32 ha (64 ac) and more than 50% of the areas are close to 10 ha (20 ac). This factor limits their attractiveness and leads to difficulties in management and maintenance Technoparks: which provide integrated areas for training, research and production in 8 specific sectors Other types of areas are being developed as e.g. logistic zones Page 7
8 Institutional setting Planning industrial zones is done within the five year development plans; it is discussed at the central level in collaboration with regions and key ministries such as planning, finances, industry, environment, equipment and agriculture The development of industrial areas is provided by AFI, private sector and regions. It is largely financed by the government The management of industrial areas is provided by GMG which face a lack of financial and human resources This has led to a deterioration of infrastructure and to environmental problems A program to upgrade 75 industrial areas was launched but given the weak capacities of GMG and limitations of AFI, this program is encountering difficulties Page 8

Especially with: Lack of information (land owners, use of land, etc.) Speculation on land plots Rehabilitation of industrial areas Coordination between all actors involved Procedures for a improved planning of industrial areas which consider the requirements of industrials and favor sustainability? Implementation of a monitoring and follow up system for all industrial areas Page 9

11 Major impacts 18 associations for managing industrial areas (GMG) have been created (86 GMG), 28 GMG are functional (12 in Mars 2012) 15 directors have been recruited on a permanent basis by GMG A national association of GMG (ATGMG) has been created following activities to reinforce coordination between GMG Several committees have been formed on a regional level to follow up issues related to industrial areas Indicators for following up industrial areas have been approved recently by the steering committee of the project 226+ concrete activities have been realized and documented Page 11
