2 ANNEX I 1. BACKGROUND TERMS OF REFERENCE The Government of Palestine (GoP) established different institutions to promote and attract investment. At the forefront of GoP s investment policy is the Palestinian Industrial Estate and Free Zone Authority (PIEFZA). Established in late nineties to promote and supervise investments in the industrial Estates and the free zones. PIEFZA serves as a One-Stop-Shop to companies planning to invest in the industrial estates and industrial free zones. Industrial estates and free zones are one of the main strategies that the GoP has used as a driving force to attract investments in order to revive and develop the Palestinian economy. It is also considered a key source for employment generation and technology transfer. The current industrial zones include: Gaza Industrial Estate, the Agro Industrial Park in Jericho, Bethlehem Industrial Estate and the Jenin Industrial Estate. In line with the above falls the flagship project for the Government of Japan the Jericho Agro- Industrial Park (JAIP). The idea for Jericho Agro Industrial Park (JAIP) started in 2006 as part of the core project of the Japanese government s initiative for the Corridor for Peace and Prosperity. JAIP is currently focused on Agri-businesses, with the ambition to build an industrial zone for food manufacturing, agricultural products and other cluster-related industries. The project aims at building a strong platform for a sustainable agro-industrial sector in the region, through fostering different agro-investments, and introducing differentiated services that investors in the neighborhood countries can also benefit from. Currently approaching the end of its first phase of implementation, the park will be built over three stages on a total of 1115 Dunums. As businesses have started to move into the available infrastructure, the need has emerged to build additional support for the JAIP concept, before moving into the second phase of implementation. The setup of the JAIP Forum is an integral part of this strategy, meant to imprint the JAIP as a national priority within the sustainable economic development agenda of Palestine, enabling the effective mobilization of all the institutions- public and private - needed to ensure that JAIP fulfills its objective of contributing to the development of a sustainable Palestinian industrial economy. Among its key activities, the Forum plays the role of: The promotion and marketing of the JAIP concept. The efficient implementation of the one stop shop. The effective mobilization of public services, private sector, and other stakeholders in support of JAIP growth and sustainability. The adequate provision of resources, utilities and services to the site, and availability of secure water &energy resources Page 2 of 12 Revised Apr. 2017

3 The identification of policy actions needed to address major constraints to private investment in JAIP strategic sectors. Specifically, the forum secretariat will Ensure smooth functioning and enhance the effectiveness of the forum Develop good working relations between the forum and government counterparts, public service sector and JAIP tenants to resolve issues of concern to JAIP. Ensure that the JAIP forum is fully representing the views and issues of JAIP through a dialogue between the forum and the government institutions and public service sector. Assist PIEFZA and public service sector institutions in coordinating responses and decision making in regard to issues raised at JAIP. 2. OBJECTIVES OF THE ASSIGNMENT The Senior Project Coordinator at PIEFZA shall perform the duties of creating and maintaining the JAIP Forum and its Secretariat mentioned above, aiming at achieving the following objectives: 1 Develop unique multi-stakeholder platform that will facilitate opportunities for cross-industry and cross-sector collaboration to jointly address key issues, share common pitfalls and best practices, and design innovative solutions that lead to full development and operation of JAIP 2 Provide vision and reflect international practical experience to materialize and be able to market the idea to the different local and international current and future stakeholders 3 Identify Project obstacles, progress, emerging issues and opportunities. 4 Monitor and manage technical and government concerned stakeholder issues and keep the forum members and related Institutes informed of potential or emerging issues and opportunities. 5 Develop and foster positive working relationships with donors, developer of JAIP (JAIPCo.), appropriate Government Departments and private sector to support operations of PIEFZA by helping to build sustainable relationships. 6 Establish an ongoing process for evaluating the progress, challenges, activities and programs related to JAIP and effectiveness of forum. 7 Consider the master plan for the region taking into consideration the physiological and biological aspects of the southern Jericho region, linkages with loading and bonded areas, Qasr El Yahoud, Qasr Hisham, Maghtas, as well as the Jordanian and Israeli sides towards a comprehensive integration of the development and the economy as envisaged by Japan s Corridor for Peace and Prosperity Initiative Page 3 of 12 Revised Apr. 2017

4 3. OUTPUTS 1. The Senior Project Coordinator will submit the yearly and monthly activity plan for her/his term in compliance with TOR within a month from her/his appointment date. 2. The Senior Project Coordinator will submit the monthly and quarterly activity reports at the end of every month/quarter. 3. The Senior Project Coordinator will submit to PIEFZA management documents described below during the term of her/his appointed. 4. SPECIFIC TASKS OF THE TOR The Senior Project Coordinator (SPC) will work under the overall guidance and supervision of PIEFZA's CEO. He/she will represent PIEFZA in various activities in absence of CEO. The specific tasks to be carried out include: 1. Foster partnerships with national and local government, private sector, civil society, and bilateral and multilateral agencies to ensure visibility of the project and synergy with sectorial plans. 2. Develop and manage strategic partnerships with local and national government, civil society, private sector and others in and relevant to JAIP project. 3. Motivate and support JAIP-partners discussions. 4. Undertake analysis of JAIP's sector strengths, weaknesses, opportunities, and threats (SWOT). 5. Manage and coordinate quality meetings of the project stakeholders and committees ensuring accurate programme and data are provided for high level progress tracking and project adaptation. 6. Prepare for and coordinate investment facilitation activities for JAIP, including power point presentation for stakeholders, highlighting threats and weaknesses and outlining action plans. 7. Ensure the JAIP project responds effectively to emerging needs, challenges and PNA plans to ensure maximum impact. 8. Identify policy actions needed to address major constraints to private investment in JAIP strategic sectors. 9. Prepare progress quarterly reports for PIEFZA and ROJ in line with contractual requirements with support from the PIEFZA JAIP teams and JAIPCo., describing accomplishment, impediments and recommendations on how to address those impediments. 10. Ensure JAIP project teams (PIEFZA & JAIPCo.) are working closely together. 11. Working closely with the PIEFZA CEO and JAIPCo. D.G., develop strategic partnerships at national level to ensure contribution of JAIP to the Palestinian economy. Page 4 of 12 Revised Apr. 2017

5 12. Carry out field visits to ensure JAIP team is actively supported in delivering of their work. 13. Assess and develop quarterly capacity building action plans for JAIP teams to enhance performance and productivity and run training sessions for PIEFZA's JAIP team and JAIPCo. team members, if necessary, to help develop their roles effectively. 14. Oversee JAIP teams field management and engage CEO where required. 15. Follow-up activities in order to improve support and engagement with JAIP Forum. 16. Identify areas and innovative approaches that may be utilized and employed by PIEFZA's JAIP team and JAIPCo. for assisting tenants and promoting JAIP. 5. DELIVERABLES Description Submit yearly and monthly Activity Plans. The plans shall include milestones for each product Submit monthly activity progress reports Submit to PIEFZA management documents as described below Capacity development action plan for the intended JAIP Forum as well as follow-up activities in order to engage stakeholders with the Forum. Analysis of JAIP s sectorial strengths, weaknesses, opportunities, and threats (SWOT). Report on potential policy actions needed to address major constraints to private investment in JAIP strategic sectors. Communications Plan Capture entire stakeholders contact list with strategic information. This is a deliverable maintained throughout the life of project Submit quarterly reports for PIEFZA and ROJ describing accomplishments, impediments and recommendations on how to address those impediments. Delivery Time One month from appointment End month of appointment and at the end of every month afterword As specified below 45 days from appointment 90 days from appointment 120 days from appointment 150 days from appointment Quarterly 6. LOCATION OF DUTY STATION AND WORK SCHEDULE The successful candidate shall be based in the PIEFZA office in Ramallah with frequent travels to Jericho, and shall follow the working days, weekend and official off days applied by PIEFZA. 8. REQUIREMENTS FOR EXPERIENCE, QUALIFICATIONS AND COMPETENCIES I. Academic Qualifications: A successful candidate is required to have earned a bachelor's degree in Business Administration, Economics, Public-Private Partnerships, International Marketing and/or a related field in the areas of regional/international cooperation of similar projects/themes. A Master's degree is preferred. The Senior Project Coordinator needs strong English and Arabic written and oral communication skills. The Senior Project Coordinator needs to be able to stay organized while multi-tasking and work well in a fast-paced environment. II. Years of experience: The Senior Project Coordinator will be required to work with computers extensively and to be proficient with Microsoft Office programs. He/She needs to have at least 5 years of experience working in equivalent facilities, similar project management role. At least 5 years of experience in advocacy vis-à-vis governmental institutions. III. Competencies: An independent self-starter with the ability to work effectively both alone and with cross-functional teams. Demonstrate strong oral and written communication skills AND experience in public speaking preferred. Sound knowledge and understanding of the political dynamics in the region and in the State of Palestine in particular. Languages Fluency in English and Arabic is required Page 6 of 12 Revised Apr. 2017

7 Applying candidates may be required to undergo vetting by PIEFZA. Pending this condition, contractual arrangements between UNDP and the selected candidate are subject to a clear vetting from PIEFZA. 8 ANNEX II 1. Introduction INSTRUCTIONS TO APPLICANTS UNDP/PAPP seeks technical proposals from qualified individual consultants to provide expert legal analysis and advice, as outlined under the Terms of Reference. 2. Documents comprising the Technical and Financial Proposals Interested individual consultant must submit the following documents/information, which comprises the Technical& Financial Proposals: (i) Provide personal CV including all qualifications and past experience in similar projects; (ii) Submit at least two (2) up-to-date recommendation letters. (iii) Explain why you are the most suitable for the work; (iv) Provide a brief methodology and/or work-plan on how you will approach and conduct the work; and (v) Submit sample report/project document or relevant deliverables and (vi) Completed financial proposal form, found under Annex III 3. Evaluation Preliminary examination UNDP/PAPP will examine the Proposals to determine whether they are complete, and whether they are substantially responsive to the qualification and experience minimum requirements. A Proposal determined as not substantially responsive will be rejected by UNDP/PAPP and may not subsequently be made responsive by the Applicant by correction of the non-conformity. Detailed examination A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposals prior to any financial proposal being opened and compared/evaluated. The technical proposals are evaluated on the basis of its responsiveness to the Terms of Reference (TOR). Below please find the evaluation form for the technical proposals. The obtainable number of points specified for each evaluation criterion indicates the relative significance of weight of the item in the overall evaluation process. Page 8 of 12 Revised Apr. 2017

9 Evaluation Criteria Level of Expertise: Please select the relevant criteria. - Experience in large scale project management (five 10; six to seven 15; >7 years 20 points); - Experience in projects of comparable size, complexity and technical specialty (< two projects 2; two to four projects 6 > five projects 10 points); - Experience in Project Planning & Monitoring in Palestine and project management of comparable size ((three to five 2; six to seven 6; >7 years 20 points); Proposed Methodology: Allocated Points To what degree does the applicant understand the task? Have the important aspects of the task been addressed? Is the scope of task well defined and does it correspond to the TOR? Is the conceptual framework adopted appropriate for the task? (15 points) - Is the presentation of the work-plan clear and is the sequence of activities and the planning logical, realistic and promise efficient implementation to the project? (15points) Previous Work: 20 - Quality of sample reports (20 points) TOTAL 100 Applicants who attained the minimum technical score of 70% of the obtainable score of 100 points in the evaluation of the technical proposals will be interviewed to validate their profile and proposal. UNDP/PAPP will open and compare/evaluate the Financial Proposals received from applicants who successfully pass the interview. 4. Financial Proposal Lump Sum Approach The financial proposal shall specify a total lump sum amount. The total lump sum fee shall be all-inclusive and shall take into account various expenses incurred by the Consultant/Contractor during the contract Page 9 of 12 Revised Apr. 2017

10 period and shall form the amount of the resulted contract between the winning Consultant/Contractor and UNDP. No other entitlements will be considered after submission of financial proposals. The financial proposal shall include all envisaged travel (such as site visits to Industrial Parks in both West Bank and Gaza Strip). 5. Award of Individual Contract The procuring UNDP entity reserves the right to accept or reject any Proposal, and to annul the solicitation process and reject all Proposals at any time prior to award of contract, without incurring any liability to the affected applicant or any obligation to inform the affected applicant or applicants of the ground for the UNDP s action. The award of a contract shall be made to the individual consultant whose offer has been evaluated and determined as: a) Technically responsive/compliant/acceptable and which attained the minimum technical passing score of 70 points in the evaluation of the technical proposal, b) Offering the lowest price/cost, and c) Successfully passed the interview Note: Applicants may be subject to vetting and the issuance of the contract is pending the receipt of security clearances from the proper authorities Page 10 of 12 Revised Apr. 2017

11 Subject: PIEFZA Senior Project Coordinator ANNEX III FINANCIAL PROPOSAL FORM Your financial offer will be in USD and shall specify a total lump sum fee all-inclusive, and shall take into account various expenses incurred during the contract period and shall form the amount of the resulted contract between the winning Consultant/Contractor and UNDP. No other entitlements will be considered after submission of financial proposals. The financial proposal shall include a breakdown of this lump sum amount (number of anticipated working days, all envisaged travel (such as but not limited to all travel to join duty station/repatriation travel), per diems/daily allowances). Fee Breakdown should be attached under a separate sheet.
