3 1. The African Development Bank Group Through its Concessional and Non-Concessional Windows, the Bank Group addresses the diverse needs of African Countries African Development Bank (ADB) Established in 1964 Membership: 53 RMCs + 25 N-RMCs Raises funds in the Capital Markets Lends to the African Higher income Countries Provides Assistance on the following terms: - Up to 20-year- maturity including 5-year-grace-eriod; - Market-based lending terms African Development Fund (ADF) Established in 1972 Financed by the Donors Countries Provides concessionary loans & grants to the poorest RMCs Provides Assitance on the following terms: - Up to 50 years maturity including 10-year-grace period; - Service charge of 75 basis points and commitment fee of 50 basis points starting 120 days after signature Nigeria Trust Fund (NTF) NTF ADB ADF Established in 1976 by the Federal Government of Nigeria All African countries are eligible Provides Assitance on the following terms: - Up to 25 years maturity including 5-year-grace period; - Interest rate of 2% to 4% and commitment fee of 75 basis points starting 120 days after signature Eligible to ADB funding (13 Countries) Eligible to ADF funding (38 Countries) Eligible to ADB & ADF funding (2 Countries)

4 2. - Bank Group Commitments in RMCs Approvals (including HIPC) and disbursements In 2009, 181 approvals for Bank Group compared to 133 approvals in 2008 Massive increase enabled Bank Group to effectively respond to the crisis

5 2. - Bank Group Commitments in RMCs Between 1967 and 2009, the Agricultural sector accounted for 14.2% ($US 11.3 billion) of the total $US 79.4 billions Bank Group s financing. The Framework for Bank Group Implementation of the Results Agenda Engagement under the Paris Declaration on Aid Effectiveness and Managing for Results (Aid is aligned to national priorities, Aid coordination, use of country systems, etc ) Directives of ADF Deputies on Results Measurement at Core of ADF Agenda. (Results measurement should be positioned at the very heart of the ADF-XI operational orientations, as articulated in the Bank s Medium-Term Strategy ). The Framework for Bank Group Implementation of the Results Agenda 3.1 Instruments of the Bank Group Assistance to RMCs The Result-Based Country Strategy Paper is aligned to the National Development Agenda and provides justification for use of Bank Group resources in RMCs; and The Bank Group assistance instruments under the RB-CSP include, loans, grants, budget support, SWAPs.

The Results Measurement Framework 4.1 National Results Measurement Framework (NRFM) The national priorities determine the National Results Measurement Framework (NRFM) which provide the priorities of the national statistical system that generate the national and core sector indicators (CSIs) for monitoring performance. National M&E system to track national and sector outcomes; Relies on effective data-base generated by the national statistical system;

Bank s Results Measurement Framework Interfaces with the National Results Measurement Framework considering that the priorities in the Bank s RB-CSP are aligned to the national development agenda or PRS; Relies on effective data generation by the national statistical system for project cycle as well as sector outcomes; Convergence between the Country and Bank Group Sources of Data, namely the national statistical system; This provides the justification for Bank Group assistance for statistical capacity support in RMCs;

Development of Core Sector Indicators The Bank Group has developped Core Sector Indicators as well as Guidelines for the use of such indicators for better monitoring of its projects and programmes. Example: For the Agriculture and Agro-industries Sector, we have: Outcome Indicators 1. Crop yield increase resulting from the project intervention (tons/ha) 2. Post-harvest loss reduction resulting from the project intervention (percentage) 3. Crop production increase resulting from the project intervention. Outputs Indicators 4. Land irrigated as a result of the project intervention (hectares) 5. Water mobilized for multi-purpose, including water for agriculture (cubic meters) 6. People trained in the agricultural sector resulting from the project intervention (number), of which are female (percentage)

13 4.6. Development of Core Sector Indicators Example 2: For the Water and Sanitation Sector, we have: Outcome Indicators 1. People with access to improved drinking water sources resulting from the project intervention (number), of which are female (percentage) 2. People with access to improved sanitation facilities resulting from the project intervention (number), of which are female (percentage). Outputs Indicators 3. Additional potable and non-potable (for irrigation) water production capacity at a community water point resulting from the project intervention (liters) 4. New piped household water connections resulting from the project intervention (number) 5. Additional or rehabilitated sewage treatment capacity resulting from the project intervention (liters) 6. New household sewer connections resulting from the project intervention (number) 7. New on-site sanitation measures (individual, grouped) resulting from the project intervention (number) 8. People educated through hygiene programs that are part of the project intervention (number), of which are female (percentage) 9. New collective bodies (committees, associations, groups) formed to manage the use of water responsibly that are resulting from the project intervention (number), of which include women as members (percentage)

The CStP as Diagnostic, operations and dialogue instrument for the implementation of the Results Agenda Firstly, it provided a framework for dialogue and collaboration between the ECON complex and Bank s operations and other departments on their statistical needs for activities in RMCs; Secondly, it updated the Bank s Data Platform (DP), to the extent possible, for providing the base-line data for the preparation, implementation and monitoring projects/programs in RMCs under the RB-CSP, and other Bank Group activities; Thirdly, it evaluated the national statistical system of RMCs and identified potential areas of assistance in the context of the Bank s assistance strategy and those of other donors; Fourthly, it initiated the process of dialogue between the Bank; and, the government and development partners for coordinating statistical development in RMCs; and, Fifthly, it provided the next step on programs of statistical capacity building to RMCs to facilitate the Results Measurement Framework for the implementation of the Bank s strategy.

15 5.1 Scope of Statistical Capacity Building Assistance in RMCs Extends to the national bureau of statistics (NBS); and statistical functions in line Ministries, Departments and Agencies (MDAs); Under the framework of National Strategy for the Development of Statistics (NSDS) following the Marrakesh Action Plan for Statistics and RRFS

16 5.2 Challenges of Statistical Capacity Support in RMCs Organizational inadequacies; Weak infrastructure; Shortages of Statistical Manpower; Human Resources Development and Training. How does the African Development Bank address those Challenges?

17 6. Bank Group current Instruments for statistical capacity assistance AfDB provides assistance for statistical capacity building to RMCs in the context of its regular institutional building support for economic management and monitoring and evaluation as part of its operations activities; The AfDB statistical support program was stepped up in 2004 with the launching of Phase I of its Statistical Institutional Building Program in RMCs. In this context the ICP-Africa support was provided to 51 African countries to strengthen their statistical capacity in economic and social statistics; In particular, the program focused on price and national accounts, training and preparation of the NSDS. Under the program, the capacity of Sub-regional organizations and Statistical Training Centers were strengthened to assist RMCs; The context of AfDB statistical support to RMCs was reinforced by the directives of the ADF Deputies that Result Measurement would be at the core of ADF_XI Agenda; In this regard, the engagements in the new Bank Group operational orientation emphases results-focused operations; and, the Bank s Phase II statistical capacity building (SCB) in RMCs during is being implemented with emphasis on agriculture and infrastructure.

Bank Group current Instruments for statistical capacity assistance Around US$ 40.0 million were earmarked for Phase II and the resources are exclusively used for funding activities aimed at improving statistics in RMCs, including enhancing the capacity of Sub Regional Organizations and Statistical Training Centers to assist a RMCs. Framework of Assistance 1.At Country level, through the NSDS Framework 2. At Regional level, SRO and countries must have the following activities at the minimum: CPI Database and Report ICP Database and Report National Accounts Database and Report Infrastructure Database and Report MDGs Report. 4 Components Continue current activities - (ICP, Price, NA, NSDS, MDGs) Improve Social, economic & poverty statistics Improve statistics on ADF-XI focal areas: Agriculture and rural development; Governance; infrastructure; Higher Education; Vital Statistics and gender; Environment and climate change Data development, archiving, and dissemination

New Instruments for sustainable assistance for statistical capacity development in RMC There are (i) a perceived need to extend the Banks support for statistical development to the statistical units in Line Ministries and Agencies taking into Account the size of the Bank s portfolio in the RMCs and (ii) the need to monitor them. The Management of the Bank has approved the designation of a percentage of the cost of each Bank project for M&E and Statistical Capacity Development in RMCs; Statistical Capacity Building (SCB) Program Phase III for the period The use of the General Budget Support; The Special Statistical Support Fund for Statistical training

20 7.1 Justification of Bank s New Instruments for sustainable assistance for statistical capacity development in RMC The Management of the Bank has approved the designation of a percentage of the cost of each Bank project, subject to a maximum ceiling, for M&E and Statistical Capacity Development in RMCs. This provision which will be reflected as project components, constitutes additional resources that could be available for statistical development in the national statistical system. This can be negotiated for outstanding ADF-XI projects and those to be financed under ADF-XIIl Initially the AfDB Boards approved a proposal to set aside at least 2% of each project cost for statistics & monitoring & evaluation works. But since the Bank is moving towards bigger projects for countries, and taking into account the low absorption capacity of some RMCs, this may prove to be impractical. Therefore, the proposal was revised down to simply ensuring that adequate resources are made available for statistics needed for M&E.. For example, the Bank Group has recently provided loans of $2 billion to a RMC. And insisting that 2% of this or $400 million be set aside for statistics on one project only would not be realistic. Guidelines are being developped to provide some clear direction on how to handle these issues.

The Way Forward Bank Group would step up its support for statistical institutional capacity in the national statistical systems of RMCs; Bank Group would allocate additional resources to support agricultural research and agricultural statistics consdering the growing needs to monitor results; This could be done through (i) the allocation of a percentage of the total cost of each project for M&E and Statistical Capacity Development in RMCs; (ii) The General Budget Support instrument; (iii) Statistical Capacity Building (SCB) Program Phase III for the period ; (iv) The Special Statistical Support Fund for Statistical training; Bank Group would enhance its support for the rehabilitation and improvement of statistical functions in NSOs, Line Ministries, Departments and Agencies (MDAs); and, in particular, integrate statistical Development as cross-cutting issue in its activities in all sectors. The The African Development Bank is is fully fully committed to to giving priority to to Statistical Capacity Building as as cross-cutting activity within Sectors in in its its financing in in its its current cycle of of assistance up up to to 2011 and and beyond. 21
