Introduction of Guests and Board members Bob Trouski (WDI) & Angel Cook (NYS Dept of Labor) were introduced to the Board members. Approval of Previous Minutes Motion to approve Board of Director s Minutes dated 2/7/13 as corrected was made by Mark Alger and seconded by Larry Vetter. All agreed. 4 Board Committee Report/Discussion -Structure/Resource Committee Review PY12 Budget February 2013 Salary Expense 63.5% Fringe Expense 54.4% Operating Expenses 51.8% One Stop Expenses 65% Program Expenses 54.2% Total Budget Expenses 56.4% After some discussion, the Motion to approve PY12 Budget was moved by Mark Alger and seconded by Jason Sackett. All agreed. Customized Training Requests Hilliard Corporation 5S Training AM&T Training Dates: 3/4/13-3/8/13 for up to 7 WIA eligible employees for a total of up to 40/hrs. Cost of Training (Flat fee) $1, Estimated New Cost of Training (7/9x$1,077.44) $ Maximum 50% Reimbursement $ Hilliard Corporation 5S Training AM&T Training Dates: 3/18/13-3/22/13 for up to 6 WIA eligible employees for a total of up to 40/hrs. Cost of Training (Flat fee) $1, Estimated New Cost of Training (6/6x$1,352) $1, Maximum 50% Reimbursement $ The Arc of Steuben Implementing Lean (2) & Six Sigma for Non-Profits (1) Training Corning Community College Contract Dates: 3/14/13-7/2/13 for up to 3 WIA eligible employees for a total of up to 80/hrs. Lean: Cost of Training (Flat fee) $1, Estimated New Cost of Training (2/2x$1,000) $1, Maximum 50% Reimbursement $ Six Sigma: Cost of Training (Flat fee) $1, Estimated New Cost of Training (1/1x$1,095) $1, Maximum 50% Reimbursement $ Total Reimbursement $1, * Lean 3/14-4/25 for 28/hrs. for 2 employees & Six Sigma 4/23-7/2 for 80/hrs. for 1 emp. CareFirst Six Sigma for Non-Profits Corning Community College Training Dates: 4/23/13 7/2/13 for up to 2 WIA eligible employees for a total of up to 80/hrs. Cost of Training (Flat fee) $2, Estimated New Cost of Training (2/2x$2,190) $2, Maximum 50% Reimbursement $1, *Note If timing was an issue, contracts were prepared and signed by the business & OSOS data entry were conducted as usual with a note stating that staff was waiting for formal ratification from the CSS WFNY Board of Directors to execute the contract. Motion to support the approval made previously by the Structure/Resource Committee on the above listed Customized Trainings was made by Mark Alger and seconded by David Hill. 5 Eligible Training Provider Requests Keith Baumann explained the ETPL approval/denial process for new Board members. Motion to approve Structure Resource Committee approvals to the ETPL was made by Mark Alger and seconded by Kelsey Jones. All agreed. Nomination Committee Dan Porter confirmed that Carl Hilsdorf and George Miner are planning to retire from the Board and the Committee has initiated the approval of two new members Matt Shick, Alstom Transportation and Jill Koski, STEG. When these two new members are in place, the Board of Directors will be in compliance. Motion to proceed with the new member approval process was moved by Jim Griffin and seconded by Mark Alger. All agreed. Youth Council Jason Sackett announced that the Youth Operator RFP was released and proposals were received & opened on 4/2/13. An RFP Review committee will be convened with the purpose of filling the Youth Operator position by July 1. The Review committee s report will be presented at the June Board meeting. Directors Report Dan Porter updated everyone on the 2013 Regional Job Fair to be held on April 23 rd ; the Youth Event, April 19 th at Watson Homestead; Dan s intention to re-convene the Partner MOU meetings in the near future. Dan invited interested, current Board members to participate in these events. He also explained our progress with the Customer Bill of Rights. Member Training Update Dan Porter explained the required vetting protocol for all new Board members. Open Discussion Bob Trouskie discussed WDI funding, which differs from WIB funding, & how these monies may be a valuable resource to fill in some gaps. If any employer is currently in need, Bob may be able to help. Keith Baumann asked Joan Ballinger for her informal remarks regarding the future of community colleges. Adjournment Motion to adjourn was made by Mark Alger and seconded by Kelsey Jones.
