The written plan is a working document that will be reviewed and revised annually, or as needed. 4 Bemidji Area Schools Management Plan for Asbestos 02/ Purpose Bemidji Area Schools has established this Asbestos Management Plan to reduce employee asbestos exposure to the lowest feasible levels or below the PEL of 0.1 f/cc or excursion limit of 1.0 f/cc, whichever is lower. These goals will be accomplished through the use of engineering controls, effective work practices, and/or personal protective equipment. Occupational exposure to asbestos has been proven to be harmful to employees health. These adverse health effects are generally manifested as diseases of the respiratory system. The diseases associated with asbestos exposure include lung cancer, asbestosis, mesothelioma, and other cancers. The period of time between initial asbestos exposures and first apparent stages of an asbestos related disease ranges from 15 to 30 years. Many former asbestos workers have been stricken with an asbestos related disease even after working in an asbestos-free environment for a long period of time. Therefore, maintaining asbestos exposure levels as low as feasibly possible will help avoid future asbestos related health problems and reduce the liability associated with the manufacture, application, and repair of products containing asbestos. References: 29 CFR General industry standard for occupational exposure to asbestos in industries covered by OSHA except construction and ship building. This standard was originally enacted in 1986 and revised effective October 11, This standard regulates activities in general industry that may result in occupational exposure to asbestos. Industrial uses of asbestos include insulation, fire resistant coatings, brakes, clutch facings, paper, paints, plastics, and fabrics. The manufacture, application, repair, and disturbance of these products may result in asbestos exposure. If a facility or building contains materials which may have an asbestos content greater than one percent, the owners and/or employers must comply with the requirements of the OSHA standards. Construction activities are not covered by this standard. 29 CFR regulates construction work involving asbestos. The Asbestos Hazard Emergency Response Act (AHERA) requires all school districts to conduct inspections in each school building to detect asbestos-containing building materials (ACBM). These inspections and additional information related to asbestos management are to be maintained in building-specific management plans. This plan is a living document that must be kept current and must be available for review by staff, parents, students, and the general public during normal business hours without cost or undue restrictions. 2.0 Responsibilities Bemidji Area Schools has put into place the following responsibilities in the administration of this plan. This includes responsibilities for the Bemidji Area Schools managers and supervisors, & building and grounds staff, and all district staff. 1. Appoint and train a Designated Person who will be the district s representative for asbestos related matters to insure that requirements are being implemented. Page 1 of 10

5 Bemidji Area Schools Management Plan for Asbestos 02/2017 Steve Spindler, Safety Manager, has successfully completed the Designated Person training. His training certificate is located in Appendix A. 2. Written notification of the availability of the management plan is provided to parents, guardians, and staff each school year. This notice should also identify the asbestos-related activities, to include inspections, re-inspections, response actions, etc., that are planned or in progress. Bemidji Area Schools provides staff, parents, and guardians with an annual asbestos notification see Appendix B. Copies of these notifications are kept on file with the Management Plan records indefinitely. 3. Provide two (2)-hour asbestos awareness training to new custodial and maintenance staff and an annual refresher (required by OSHA) thereafter. Those custodial and maintenance staff who require such trainings are those who work in buildings that have known or assumed ACBM. Bemidji Area Schools provides for custodial and maintenance staff training as required. Training records are maintained with the Health & Safety training records in the District Safety Office. Bemidji Area Schools has chosen to maintain a compliance of district required training and recordkeeping of the 2-hour asbestos awareness training by having all custodial and maintenance staff participate in this training as a group training this was done 08/15/2015. All annual refreshers will be done by SafeSchools online training. 4. Provide an initial "Operations and Maintenance (O&M)" 14-hour training to those custodial and/or maintenance persons who might disturb ACBM and an annual refresher (required by OSHA) thereafter. Bemidji Area Schools has chosen to contract out all asbestos work. Currently, no district employees have current O&M training. Conduct periodic surveillance (6 month inspections) on a consistent basis in all school buildings that contain confirmed or assumed ACBM. Bemidji Area Schools has contracted with IEA, Inc. to conduct the required periodic surveillances. Documentation of inspections is maintained with the management plan (as listed in #7) or as indicated. 5. Contract for triennial re-inspection (three-year inspections) with accredited building inspectors and management planners. Bemidji Area Schools has contracted with IEA, Inc. to conduct the required triennial reinspections. Documentation of inspections is maintained with the management plan (as listed in #7) or as indicated. 6. Maintain each copy of the management plan on a current, up-to-date basis. A master copy of all building inspections for the district is maintained in the district office. Each building will maintain a copy of their respective facility reports as denoted here: Page 2 of 10

Notify short-term workers of the location of ACBM in school buildings in which they might work. Short term workers must sign a notification acknowledgement form see Appendix D. This information is provided to the contractors by the Designated Person and is maintained on file with the Management Plan records. 8. Affix and maintain asbestos caution labels adjacent to ACBM in routine maintenance areas. Bemidji Area Schools posts caution stickers in boiler rooms, tunnels, pipe chases, etc. to caution employees and contractors from disturbing the ACBM. All questions regarding Bemidji Area Schools asbestos management or other programs should be addressed to the Designated Person. His contact information is: Steve Spindler Safety Manager sspindler@bemidji.k12.mn.us The following are the responsibilities of individuals who may be involved in the administration of this plan, this includes the Bemidji Area Schools, managers and supervisors, & building and grounds staff. Health & Life Safety Coordinator: Overall responsibility for this management plan is the Health & Safety Manager having the certified training. Serve as a contact person for questions pertaining to the elements of this plan. Authorize the components of compliance following the practices and procedures laid out in this management plan. Review and approve updates to this management plan as necessary. Managers and Supervisors: Support Bemidji Area Schools with the implementation of this management plan as Page 3 of 10

7 Bemidji Area Schools Management Plan for Asbestos 02/2017 necessary. Perform training of guidelines to affected employees. Coordinate (or assign designee) for staff to participate in trainings. Building Custodial Staff and Maintenance Staff: Assist in the development and implementation of this management plan as assigned. Comply with the guidelines set forth by this management plan. Participates in training. Trainings must be documented. All Staff: Awareness of this management plan. Comply with the guidelines set forth by this management plan. Has awareness training. Trainings must be documented. 3.0 Determination of Employee Exposure Bemidji Area Schools will evaluate to determine the exposure levels of employees working with or around asbestos containing materials. This determination will be made by reviewing the asbestos management plan and/or sampling and analyzing potential ACM. If either of these determinations identify asbestos, then initial air sampling will be conducted to determine employee exposure levels. Use of Objective Data The use of previous bulk sampling data and/or manufacturer s material data will be used whenever applicable to demonstrate that employee exposures will not exceed the TWA-PEL and/or STEL under similar work conditions, processes, and other conditions; and personnel with at least the same amount of training and experience. Periodic Monitoring Where necessary, periodic monitoring will be conducted at least every six months to accurately represent employee exposure levels. Terminating Monitoring If the initial or periodic monitoring of employees statistically indicates that employee exposures are below the TWA-PEL and/or STEL, air monitoring can be discontinued. Additional Monitoring Whenever a change in personnel, equipment or work practices and procedures occurs, additional air monitoring of employee exposures must be performed. Notification of Monitoring Results The results of all employee exposure monitoring will be provided to employees within a maximum of 15 working days; however, every effort will be made to provide results as soon as possible. The notification will be made in writing individually or by posting in an appropriate work location. If exposure levels are above the TWA-PEL and/or STEL, the notification will also include the corrective action needed to reduce exposure to levels at or below the TWA-PEL and/or STEL. 3.0 Recordkeeping Bemidji Area Schools provides for accurate records that are maintained of all exposure monitoring conducted. These records are maintained for at least 30 years. The following objective data, for exempted operations, is maintained to support the decision to terminate exposure monitoring. Page 4 of 10

8 Bemidji Area Schools Management Plan for Asbestos 02/ Product qualifying for exemption. - Source of objective data. - Testing protocol, testing results, and/or analysis of the material or asbestos content. - Description of exempt operation and how data supports the exemption. - Other data relevant to the operations, materials, processing, or employee exposures. - Data supporting this exemption will be maintained as long as needed to support the exemption An accurate record of each employee subject to medical surveillance. Records are maintained for duration of employment plus 30 years. A record of training provided to affected employees is maintained for a period of one year beyond the last date of employment. Upon written request, all records required by 29 CFR are provided to the Department of Labor and Industry. Upon written request, all exposure records required by 29 CFR (m) (l) are provided for examination and copying to affected employees, former employees, and designated representatives. Records will be transferred to the Department of Labor and Industry if this facility ceases business operations. Page 5 of 10
