2 INTRODUCTION Monitoring FLR projects o Developing a continuous process of collecting data to verify whether the objectives of a project are likely to be attained o Based on the expected results and outcomes of a project, identifying indicators to assess the extent to which they have been achieved o Relying on data that you can easily and regularly retrieve Indicators are at the core of the monitoring system, since they allow to measure the achievement of o Outputs products or short term achievements of an initiative o Outcomes medium term effects behavior change o Impacts long term changes increased well-being 2
3 CHOOSING WHAT TO MONITOR The main questions to be answered to support effective monitoring systems o How can I measure the achievement of results/objectives? o Which data do I need? o Who may be concerned? o When shall I retrieve the data? o Which scale is relevant? Stakeholders involvement in monitoring o Collaborative process to agree on what to monitor o Assessment of data availability from existing sources and indicators o Participatory monitoring communities involved measurements 3
4 BASIC CONCEPTS ON MONITORING INDICATORS [1] Indicators measure the achievement of o Outputs/results of FLR initiatives PERFORMANCE INDICATORS o Specific objectives of FLR initiatives OUTCOME INDICATORS o Overall objectives of FLR initiatives IMPACT INDICATORS OECD-DAC Glossary defines impact as positive and negative, primary and secondary long-term effects produced by a development intervention, directly or indirectly, intended or unintended 4
5 BASIC CONCEPTS ON MONITORING INDICATORS [2] Indicators are always an approximation, therefore it is important to choose the best approximation Each indicator should be described in detail, in terms of o Definition o Rationale o Metric o Source o Timing Indicators may have a baseline and a target o Baseline values are usually defined through a baseline study, aimed to assess the status-quo situation o Targets may be defined at the project level or at the national level 5

8 BASIC CONCEPTS ON MONITORING INDICATORS [4] When an indicator is finally defined, it is recommended to check its quality The quality of indicators can be checked through the SMART criteria; SMART indicators are o Specific: you can make a decision based on it o Measurable: it is possible to retrieve the data needed to calculate them o Achievable: they have a target value and this target may be attained; o Relevant: they answer the information needs o Time-phased: the target value evolves in time depending on the time needed to achieve the expected results 8
9 SOCIO-ECONOMIC INDICATORS FOR FLR INITIATIVES [1] Overall objectives of FLR initiatives o Restore natural ecosystems o Improve local people livelihoods A consolidated approach to investigate people livelihoods is the Sustainable Livelihoods Framework (SLF) o A tool to improve understanding of people resources and how they convert these into livelihood outcomes o At the core of the SLF are the five capitals (human, social, natural, physical, financial) o The center of the pentagon indicates zero access to the assets o The combination of the different levels of the assets defines the wealth of a household/community 9
10 SOCIO-ECONOMIC INDICATORS FOR FLR INITIATIVES [2] Income, credit, investments Networks, groups of interest, relationships of trust, reciprocity and exchange Skills, knowledge, ability to labour and good health PHYSICAL Basic infrastructures and producer goods needed to support livelihoods Natural resource stocks providing fundamental ecosystem services 10
11 SOCIO-ECONOMIC INDICATORS FOR FLR INITIATIVES [3] Following the SLF, the indicators may be conceived along five dimensions, one for each capital Food security and nutrition are relevant to the human capital, for instance if FLR activities affect species providing food Following the SDG monitoring framework, proposed indicators may be classified into three tiers: o Tier I: an established methodology exists and data are already widely available o Tier II: a methodology has been established but for which data are not easily available o Tier III: an internationally agreed methodology has not yet been developed 11
