Development of the project The Leprosy Mission (Leprazending), Red een Kind (lead) and The Salvation Army (Leger des Heils) Date April 10, 2017 Aim of the project Addressing the following issues from the PerspActive agenda in DRC, South Kivu area: The vision of the ATK-initiative for the province of South Kivu is: By 2026, the rural population of South Kivu live healthy and are resilient through improved sustainable livelihood systems. The three strategies (main pathways of change) to reach this vision are: S1- Finance: to ensure effective microcredit systems linked to market development tools, and creation of alternative jobs based on involvement of the communities linked to other stakeholders; S2 - Agriculture: to ensure that the target group has the knowledge and the means to obtain a decent income from their improved sustainable agricultural production systems; S3 - Community: to ensure the required increased social cohesion and basic infrastructure that contributes to healthy autonomous people who can effectively carry out the other two strategies. In practice, linking these three strategies will be done by the Self Help Groups (SHG) approach. SHG permits a flexible execution, on the one hand to increase the number of activities based on the local needs, and on the other hand to empower already ongoing activities from other projects to avoid duplication of efforts. Mapping and linking of project activities by various organizations will support this. Depending on the opportunities emerging during the development of the proposition, links will be made to the youth booster program (applicable for all the pathways). What is the relevance of this project? (briefly describe why the project makes a contribution to the mission, vision and strategy of PerspActive) The project addresses four different areas from the PerspActive agenda in action (ecology, economy, employment and entrepreneurship) and as such contributes to the strategy of PerspActive. It is important to embed the project, with a strong local focus to the bigger context of DRC and Africa. Strategic connection and linking to strategic objectives (what is the link with the seven E s of PerspActive and a short first assessment what is needed from the other intervention area s to make this project effective). Economy : the project has a clear economic dimension. The challenge is to link the project to value chains and food security in an inclusive way. This element includes also the linking of the community to sustainable MFI systems. Ecology : very clear ecological dimension through the sustainable agriculture aspect.. Employment : the project in itself is focusing on the farmers and keep the farmers going and make their income from farming more substantial, creating opportunities to remain in the farming system. If linking the project to market tools and the MFI system, alternative jobs may be created. In this 1

2 regard linking the project to the youth booster program of PerspActive may strengthen the proposition. Education : this element is not strongly represented in the plan. Training is by nature an element is the resilience program, but is more oriented on empowerment and enabling environment. Empowerment : embedding the community in the broader context of DRC and Africa is a challenge and adjacent to this program mindset change broader context may be needed to create a sustainable base for the project. Enabling environment : this is part of the program and will be developed in the proposition to create an inclusive environment for marginalized groups. Entrepreneurship : will be developed within the S1 (finance) and S3 (Self Help groups). What are the main deliverables of the project? (describe as concrete as possible the expected main project deliverables, KPI s) Overall deliverables of the project by the end of 2026 : Households enjoy improved agricultural production and have increased access to alternative employment; Marginalized people (people affected by leprosy, disabled persons, etc.) are accepted by their communities; Marginalized people have access to employment both agricultural and alternative Beneficiary households have access to basic health care; Youth have an increased appreciation of agriculture and agricultural jobs; Improved social cohesion in the communities through the activities of co-operations and other collaborative groups; Farmers enjoy an improved economic situation through the ability to process agricultural products; Farmers have improved access to micro-credits and (agricultural) inputs; Beneficiaries enjoy a healthier environment through the use of fuel-efficient stoves Required daily work is equally distributed among males and females. At the end of the development stage the following issues have been addressed or are in place: 1. For each pathway a proposition with strong interlinks has been developed medio The value of each proposition will be at least The propositions use the developed pre proposition as a framework. 3. The proposition has created SMART KPI s for the deliverables mentioned in the overall deliverables by 2026 and put these KPI s in a timeframe. 4. The propositions mention the link with other PerspActive programs with special attention for Youth Booster. 5. Enabling environment: the project leader will ensure that the proposition is developed on inclusion principles to ensure participation of marginalized groups. 6. Consortia are created who will make the project happen. 7. The enabling environment is part of the interventions to make the environment inclusive 8. At the end the development phase the theory of change links in the plan the different elements to each other and within the project the pathways are clear 9. Funding is available by getting the three proposition translated in approved proposals. What are the main successive elements of the project (what will the project do to realise the deliverables)? (describe project framework and provide a brief elaboration of the project plan) 1. In the development phase creating three propositions which addresses clearly the deliverables as mentioned above. Period: two months 2. The propositions make clear how the project will contribute to make the deliverables happen. 2

3 3. Funding is made available after the propositions have been finished and strong project applications can be written. First by filling the funding pipeline and secondly by securing funding for at least the first year of implementation. Period: the rest of Which resources are needed for a successful execution of the project? (framework description stating resources and people, proposal for team composition, knowledge, available facilities and necessary qualifications; the budget should not be included here) Phase one: first two months after the start 1. Team of seven people developing the project into a successful proposition. The qualifications of the members are: a. Project leader 0,2 fte for a period of two months b. Sustainable agriculture expert, 40 hours c. Resilience expert, with special focus on DRC, 40 hours d. MFI expert 40 hours e. Institutional fundraiser 40 hours f. Value chain expert 40 hours g. Financial expert 20 hours Resource persons: h. DRC expert: 5 hours 2. The three propositions are ready to approach different donors 3. Clear links to the youth booster of PerspActive. 4. Available time: one month for development, one month to write proposals and after getting funding eight years for implementing (implementing phase requires new assignment and new team) Phase two: securing funding and getting started (month 3 12) 1. Projectleader 0,2 fte 2. Institutional fundraiser: 100 hours Knowledge management (to answer the following questions related to knowledge management, the project leader is expected to consult the knowledge strategist) Is all necessary knowledge available in the PerspActive / consortium? Project plan Involvement external parties Two months after of the project leader Cash money: including travelling to DRC (if required) for the first two months. This money is available for the project leader and DRC resource person. In kind: as available capacity from the participating organisation in the project team. This need to made available in cash if the capacity is not available in the participating organisation. In that case seed money need to be (including VAT). Additional funding for approaching donors will be made available after the proposition is ready. At least for a period of eight years. the project leader includes the management information in the project plan template The team leader submits a project plan that has been approved by the Board of Directors no later than one month/week/day before the start of the project. The plan states the size and composition of the team, a description of the resources, the involvement of external parties, the method used, planning, report format and how reporting will take place, and KPIs for management information within the frameworks of the outcome agreed upon. If applicable, the plan also describes the fundraising that will take place within the project. For team member contract see annex.
