5 National HIV/AIDS Strategy Updated to 2020 The updated National HIV/AIDS Strategy was released in July 2015 The vision of the strategy is The U.S. will become a place where new HIV infections are rare, and when they do occur, every person, regardless of age, gender, race/ethnicity, sexual orientation, gender identity, or socioeconomic circumstance, will have unfettered access to high quality, life-extending care, free from stigma and discrimination. There are four goals to achieve this vision Reducing new HIV infections Increasing access to care and improving health outcomes for people living with HIV Reducing HIV-related disparities and health inequities Achieving a more coordinated national response to the HIV epidemic 5
6 FOA Information Anticipated Funding Amount $500,000/ year Eligible Applicants Public and non-profit private entities, including faith-based and communitybased organizations Tribes and tribal organizations Schools and academic health science centers involved in addressing HIV-related issues on a national scope. 8 Purpose of TA Cooperative Agreement To provide technical assistance to RWHAP Part A Planning Councils/ TGA Planning Bodies that will enable them to enhance their abilities to successfully meet legislative requirements for planning. To strengthen their ability to engage and maintain people living with HIV (PLWH) representation in the planning process. To increase the involvement of HIV prevention, care, and treatment providers in the RWHAP Part A planning process. 8
9 Program Requirements Activities 1) Provide training and technical assistance to RWHAP Part A Planning Councils/Planning Bodies (PCs/PBs) prioritized by need nationally, regionally and by jurisdiction. The training and technical assistance should be based on the findings of the needs assessment and include but not be limited to: Prioritizing the 52 Planning Councils/Planning Bodies to identify regional training locations Identifying Planning Councils/Planning Bodies to serve as peer mentors and trainers to other Planning Councils/Planning Bodies. 9
10 Program Requirements Activities 2) Develop a virtual library of self- guided training tools which serve as references and resources for Planning Council/Planning Body member training. This virtual library should include, but not be limited to: Planning Council/Planning Body (PC/PB) orientation Training overview of RWHAP Part A legislative expectations and programmatic expectations (such as Payer of Last Resort, WICY, Priority Setting, Planning Council membership and reflectiveness, Early Identification of Individuals with HIV/AIDS (EIIHA), Quality Management, National Monitoring Standards, NHAS 2020, Integrated Planning) Planning Council/Planning Body (PC/PB) roles and responsibilities including role of program staff support Ryan White HIV/AIDS Programs
11 Program Requirements Activities (continued #2 Virtual Library) Data driven decision making (such as integrating needs assessment findings into prioritization and allocation decision making) Roberts Rules of Order Stakeholder and PLWH engagement including unaligned PLWH Understanding and reading budgets Changing health care landscapes, health insurance literacy Health disparities, social determinants of health Quality management, health indicator performance measurement, health indicators, and implementing and measuring improvement strategies. 11
12 Program Requirements Activities 3) Research and develop a series of potential new models and develop TA resources to use for TA and training, in such areas as needs assessment, continuum of care, representation and diversity, community engagement and priority setting/resource allocation. 12

15 Program Requirements Successful Applicants Successful applicants must have: A history of organizational capacity and expertise that demonstrates a minimum of three (3) years of experience and/or staff expertise in providing training and technical assistance to Ryan White HIV/AIDS Program Part A Planning Councils/Planning Bodies. 15

18 Introduction Describe how the proposed project responds to the program focus area and addresses the goals of providing TA to RWHAP PCs/PBs to support Part A planning activities. Discuss your understanding of State, county and city health department planning and RWHAP Part A PCs/PBs. Provide details that demonstrate your expertise in collaborating with service providers, stakeholders, and people living with HIV (PLWH). 18

20 Needs Assessment This section should help the reviewer understand why Part A Planning Councils/Planning Bodies (PCs/PBs) need training and technical assistance. Describe your understanding of the need for, and delivery of, training and TA to PCs/PBs. Discuss your understanding and relevant work on NHAS 2020, the HIV Care Continuum, and HIV Integrated Planning. Detail documented experience showing expert understanding of Program Legislation for RWHAP Part A programmatic requirements and the work of PCs/PBs, by both internal and consulting staff. 20
21 Needs Assessment Provide an assessment of the challenges and strategies that may impact this training and TA work. Describe how, in conjunction with HRSA/HAB, you would assess best practices for PC/PB operations. Be sure to use and cite data, whenever possible, to support the information provided in this section. 21

23 Methodology Describe the process for recruiting and selecting recipients for training and TA. Special consideration should be given to geographic parity when selecting. Discuss the marketing, promotional and other techniques you will use to target areas of greatest need and to successfully engage PCs/PBs in proactive TA. Describe the multiple TA and training methods and techniques you will use to accomplish each activity. Include the development of effective tools and strategies for ongoing TA and training, outreach, collaboration, clear communication and information sharing/dissemination to encourage Part A recipients to continue to update and improve their programs. 23

Submit a work plan that corresponds with the work plan narrative and include each project activity, action step, intended target population, measureable outcome, target end dates and the person responsible. 27

30 Resolution of Challenges Discuss challenges that are likely to be encountered in designing and implementing the activities described in the needs assessment and work plan, and approaches that will be used to resolve such challenges. Describe challenges encountered in implementing similar work plans, and how these were resolved. 30

32 Evaluation and Technical Support Capacity Describe the plan for program performance evaluation that will contribute to continuous quality improvement (CQI). Describe the technical systems and processes that will support your performance management requirements through effective tracking of performance outcomes. Describe current experience, skills and knowledge, including for individuals on staff, materials published, and prior work of similar nature. Describe your plan for using the TARGET Center to promote materials/webinars. 32
33 Evaluation and Technical Support Capacity Describe the data collection strategy to collect, analyze and track data to measure process and impact/outcomes, including with different culture groups. Explain how the data will be used to inform program development and delivery of training and TA. Describe any potential obstacles for implementing program performance evaluation and how these obstacles will be addressed. 33

35 Organizational Information Provide your organization s current mission, structure, and scope of current activities. Include an organizational chart (attachment 5). Provide a history of organizational capacity and expertise that demonstrates a minimum of three (3) years of experience and/or staff expertise in providing training and TA to RWHAP Part A PCs/PBs. Describe the organizational level of experience and understanding of the current and future health care funding, and organizational environment in which RWHAP recipients operate. 35

Explain/substantiate organizational capacity and illustrate specific areas of organizational expertise. Focus your emphasis on experience related to: Working with PCs/PBs and key stakeholder organizations Providing TA and creating TA modules and materials Building self sustaining capacity to maximize participation of stakeholders and PLWH Supporting peer learning opportunities across RWHAP recipients and planning bodies. 36
37 Organizational Information Include any relevant letters of agreement or contract documents exhibiting partner commitment to the project (attachment 4) Describe how you will monitor and assess performance of methods and activities being completed by any partner organizations and how their efforts help to implement the activities in the overall work plan Describe collaborative efforts with partners, local recipients, other agencies and HAB program staff to accomplish proposed projects Describe past performance managing collaborative federal grants at the national level 37
38 Organizational Information Describe the estimated percentage of total agency budget that funding for this cooperative agreement would make up and note other sources of funding you receive. Describe the level of experience and number of years of experience in developing and disseminating informational materials and providing capacity building assistance to HIV related organizations and constituencies on a national level. Include biographical sketches for key personnel on project (attachment 3). 38
39 Budget/Budget Justification Total Project or Program Costs are the total allowable costs (inclusive of direct and indirect costs) incurred by the recipient to carry out the program activities. Submit costs that are reasonable and appropriate to the proposed work plan and scope of work. Submit a separate program-specific line item budget for each year of the proposed project period. This budget will be uploaded as an attachment to the application (attachment 7). Provide a budget justification that includes a detailed list of any contractual services through partnering organizations, including supported costs and defined deliverables. 39
