Position Identification: POLICE RECORDS CLERK AND A) Title: Police Records Clerk, Police Records Clerk - Lead B) Bargaining Unit: Police Officers Association C) Customary Work Hours: 8:00 a.m. until 5:00 p.m. D) Customary Work Days: Monday through Friday E) Reports To: Operations Support Manager F) Directs the Work of: None G) Educational and/or Experience Requirements: Any relevant combination of education and experience that would demonstrate the knowledge and skill outlined below is qualifying. A typical way of gaining the skills is: Police Records Clerk: High school diploma or equivalent to ensure the ability to read and write at a level required for successful job performance. One (1) year of recent full-time clerical experience preferably dealing with general public or related experience. Police Records Clerk - Lead: High school diploma or equivalent to ensure the ability to read and write at a level required for successful job performance. At least five (5) years of recent full-time experience as a Police Records Clerk or related law enforcement experience. H) Licenses and/or Certificates Required: At time of hire must possess a valid California C driver s license. II. III. FLSA Status: Non Exempt Position Summary: Police Records Clerk: Under general supervision, and in accordance with established procedures, the incumbent is expected to perform a variety of duties with only occasional
2 Page 2 of 7 instruction or assistance which includes varied and moderately difficult work relating to Police Department records and associated automated information systems. A Police Records Clerk must work productively even in the absence of supervision. Accuracy and attention to detail is essential, as work is normally reviewed only for over-all results. Incumbents have significant contact with the public and outside agencies, which requires strong personal interaction skills. Police Records Clerk - Lead: A Lead Police Records Clerk works without direct supervision, and in accordance with established procedures, is expected to perform a variety of duties with only occasional instruction or assistance. A Lead Police Records Clerk must work productively even in the absence of supervision. An employee in this job class provides lead direction to assigned support staff in the records division. Accuracy and attention to detail is essential, as work is normally reviewed only for over-all results. Incumbents have significant contact with the public and outside agencies, requiring strong personal interaction skills. Work hours can fluctuate based on departmental needs. IV. Essential Functions: Incumbents may be assigned to varying work schedules, weekend work and be called back to work as needed by the City. 1. Perform the technical aspects of collecting, collating, retention and control of various documents and reports held by the Department. 2. Enter, inquire and retrieve information from the records management system, CLETS, NLETS, NCIC and other related databases. 3. Provide a variety of services to the public including receipt of monies owed to the City, answering complex questions. 4. Maintains statistical records required by the State and Federal government (i.e. traffic and crime reports). 5. Issue and monitor the status of various permits. 6. Register and track criminal offenders who are required to register in accordance with State law, and obtain DNA, photos and fingerprints. 7. Prepare correspondence, reports and various other materials from rough drafts, dictation or other sources. 8. Conduct record audits and verifications as required by Department guidelines and/or State law. 9. Provide LiveScan & inked fingerprinting services.
3 Page 3 of Teletypes and receives warrants and acts as a liaison between the courts and the Police Department. 11. Logs subpoenas and returns served subpoenas to the courts and District Attorney s office. 12. Coordination of various duties and reports for the Department and general public. 13. Facilitate business and residential alarm permit program. 14. Order Department office supplies. 15. Coordinate on-line report review process from citizens who are reporting nonviolent crimes. 16. Direct the Police Department s Citizen Academy which includes background checks for attendees, coordinating speakers, tracking attendance, gathering supplies and attending the Academy as a representative for the Police Department. 17. Enter property that is stored at the Police Department for allied agencies (i.e. Narcotics Enforcement Task Force, Gang Task Force, etc.). 18. Provide traffic functions including the child safety seat installation program, Neighborhood Safety Awareness and helmet fittings. 19. Coordinate out of state extraditions and in state transports with outside agencies. 20. Develops and maintains positive public relations with an emphasis on customer service. 21. Identify, view and sign-off vehicle correction citations. 22. Has the ability and willingness to work cooperatively in a team environment with other City employees in the course of daily work. 23. Responsible for carrying out the mission of the City and Department and adherence to the City s and Department s organizational values. Police Records Clerk - Lead additional duties to those listed above: 1. Assist those who have promised to appear. 2. Extraditions for out-of-state warrants. 3. Trains new and existing employees. 4. Coordination of various duties and reports for departmental and general public.
4 Page 4 of 7 5. Performs other duties and assumes other responsibilities as apparent or as delegated; committed to staff development and cooperative management practices. 6. Provides input on annual evaluation on Records Clerk. V. Job Related and Essential Qualifications: Note: The required level and scope of the following knowledge and skills relate to the level of the position as defined in the class characteristics. A. Knowledge of: Modern office procedures, practices and equipment. English usage, spelling, grammar and punctuation. Record keeping principals and procedures. Computer application including word processing and database or spreadsheet applications. Practical use of Public Records Act. Basic math. B. Skill at: Critical thinking and problem solving. Communicating clearly and concisely, both orally and in writing. Using initiative and sound independent judgment. Handling cash transactions and properly using cash register. Interacting with the public effectively and courteously. Preparing clear, concise and effective written materials. Researching and compiling information and preparing reports and recommendations. Performing clerical work of a moderate difficulty. Typing at a rate sufficient to perform duties of the position. Maintaining complex records management and records retention system.

Identify with Department and City goals and objectives and understand City priorities and needs. Operate a variety of office equipment including a personal computer and calculator. Enter, collate and verify data in a records management system. Prepare routine correspondence, reports and various other materials from rough drafts, dictation or other sources. Make arithmetical and basic statistical computations. Learn the laws of the State of California relating to criminal procedures. Interact with the public effectively and courteously. Use standard office equipment. Meet physical, mental and environmental demands on the job. Recognize, prioritize and accomplish needed tasks. Operate motor vehicle. Police Records Clerk - Lead additional qualifications: A. Knowledge of: Coordinate record sealing. B. Skill at: Interpreting and applying laws and regulations. Coordinating multiple projects and meeting deadlines. Demonstrating continuing effectiveness in carrying out the knowledge, skills and requirements of the position. C. Ability to: Use sound inspection methods to examine workmanship and materials. Keep abreast of new and changing technology relevant to the position.

Use courtesy, tact and firmness in dealing with the public; evaluate alternative solutions and present recommendations. Use survey equipment and job-related software applications. VI. Physical Demands/Qualifications: 1. Requires the ability to sit for potentially long periods of time throughout the workday. 2. Manual dexterity and vision sufficient to operate computer systems for potentially long periods of time without experiencing abnormal hand, wrist, or eyestrain. 3. Hearing and speech to communicate in person and by telephone. 4. Requires ability to lift objects over 20 lbs. with assistance. Communicate information clearly and effectively on a number of different levels, both verbal and written. 2. Demonstrate a high level of integrity. 3. Possess a valid California Driver s license. 4. Be organized and capable of managing projects to schedule. Police Records Clerk - Lead additional qualifications: 1. Provide a positive example and mentor subordinate clerks. VIII. Environmental Conditions: 1. Working conditions in the office area are in a clean working space, well lit, and free from extreme temperatures and humidity. 2. Working conditions in the field are subject to variations in temperature, and may include wind, rain and other elements.
