Issue number: 5 Framework ID: FR02432 This framework includes: Level 2 Level 3 Date this framework is to be reviewed by: 28/02/2014 This framework is for use in: England Short description This Spectator Safety Framework is aimed at those individuals looking to enter the industry as a steward or a marshal for large scale sporting events. There is an increasing demand for occupationally competent stewards due to the popularity of professional sport throughout England including, Football, Rugby, Tennis, Horse Racing, Motor Racing, Cricket, as well as major indoor sports like Ice Hockey and Basketball to name a few. The need for an increased number of qualified stewards is due to several initiatives in the sector which will impact on the design and take up of this framework, including the 2012 Olympic and Paralympic Games, the 2014 Commonwealth Games and a number of planned world championships as well as the legacy of these events. The expectation is that the achievement of this framework will require a minimum duration of 12 months at both Intermediate and Advanced Apprenticeship level. Please note it is recommended that apprentices are contracted and employed for a minimum of 30 hours on publicly funded programmes.

8 Purpose of this framework Summary of the purpose of the framework Defining Apprenticeships An Apprenticeship is a job with an accompanying skills development programme designed by employers in the sector. It allows the apprentice to gain technical knowledge and real practical experience, along with functional and personal skills, required for their immediate job and future career. These are acquired through a mix of learning in the workplace, formal off the job training and the opportunity to practice and embed new skills in a real work context. This broader mix differentiates the Apprenticeship experience from training delivered to meet narrowly focused job needs. All apprentices commencing their Apprenticeship must have an Apprenticeship Agreement between the employer and the apprentice. This can be used to reinforce the understanding of the requirements of the Apprenticeship. On completion of the Apprenticeship the apprentice must be able to undertake the full range of duties, in the range of circumstances appropriate to the job, confidently and competently to the standard set by the industry. The Intermediate Level Apprenticeship in Spectator Safety framework is aimed at those individuals looking to enter the sector as a steward or a marshal for large scale sporting events. The Advanced Level Apprenticeship in Advanced Spectator Safety framework is aimed at those individuals looking to work in the sector as a senior steward or a marshal for large scale sporting events. Aims and objectives of this framework (England) Stewards are needed to ensure that the management of the ground can guarantee the health, safety and security of the spectators attending. There is an increasing demand for occupationally competent stewards due to the popularity of professional sport throughout England including, Football, Rugby, Tennis, Horse Racing, Motor Racing, Cricket, as well as major indoor sports like Ice Hockey and Basketball. The need for an increased number of qualified stewards is due to several initiatives in the sector which will impact on the design and take up of this framework, including the 2012 Olympic and Paralympic Games, the 2014 Commonwealth Games and a number of planned world championships as well as the legacy of these events.

9 The Sports Grounds Safety Authority asks local authorities to include a condition in safety certificates requiring stewards working at Premier and Football League grounds to have or be working towards obtaining a level 2 qualification. The FLA also recommends that supervisors should have or be working towards a level 3 qualification and safety officers should have or be working towards a level 4 qualification. The aim of this is to provide a structured development and progression framework which meets the needs of employers and will also widen recruitment opportunities within this profession of the sport and recreation industry. Although the demand is evident, the uptake so far has been very low. This framework will contribute towards: meeting the generic skills priorities for the sector which includes communication, team working, customer services and employability skills. addressing sector specific skills gaps in order to provide a quality service at sporting / spectator events bringing about a more diverse workforce which reflects the community it serves How will the framework achieve this? The generic skills priorities for the sector will be addressed by the delivery of this framework as the components: competence element, knowledge element, functional skills and first aid will all contribute to improving the future and existing workforce in the sector As Spectator Safety makes up a small part of sport and recreation there is no individual research data on this subsector. However with the increasingly high profile of sporting events in the near future and the importance of sporting events in our culture, there is an increasing demand for qualified and professional spectator stewards. SkillsActive will encourage employers to recognise the value of providing their workforce with the opportunity to gain qualifications through a full programme. This will equip their apprentices with not only all the essential generic skills but also the sector specific technical skills required for their job role. SkillsActive is conducting an individual research project to seek further information on the workforce profile, the barriers to entering, employment and progression.

10 Entry conditions for this framework There are no pre-defined entry requirements for this programme. It is good practice that apprentices are interviewed by both their employer and training provider and undergo a centre devised initial assessment, testing their literacy and numeracy skills as well as their attitude to the workplace and customers. Potential apprentices should have a can do attitude and be able to work both as part of a team or on their on. Being employed at spectator events will require candidates to be willing to work unsociable hours and have the ability to work in crowded and busy sporting venues and environments. Potential apprentices will also be expected to have communication skills and be able to adapt these to deal with a variety of people. There are no requirements for potential apprentices to hold any formal vocational qualification or any literacy and numeracy qualifications as they will be given the opportunity to gain all of these qualifications while on programme. It is not a mandatory outcome of this programme to achieve an ICT qualification, however both employers and apprentices are encouraged to undertake more than the minimum requirement set out by this framework.

Apprentices can also progress to the Advanced Level Apprenticeship in Advanced Spectator Safety or can go on to Further Education colleges to study related subjects and gain further qualifications. The delivery of this programme must be in settings free from prejudice and discrimination where all learners can contribute fully and freely and feel valued. Employers/providers must be able to demonstrate their selection, recruitment and employment practices are in line with the Equality Act 2010 and there are no overt or covert discriminatory practices in relation to any of the following protected characteristics: age; disability; gender reassignment; marriage and civil partnerships; pregnancy and maternity; race; religion or belief; sex; sexual orientation and socio-economic disadvantage. ISSUES, BARRIERS AND ACTIONS The spectator safety workforce is predominantly male although with open and prejudice free recruitment to the sector and to our programmes we are working to ensure a better gender balance. A possible barrier to the sector is the part time nature of being a marshal or a steward at spectator events. Being able to work only part time means that stewards would end up with a relatively low income. To overcome this barrier, we are working with the entertainment sector to ensure that qualified stewards are able to work at various music venues in order to supplement their part time role in sporting venues.

34 On and off the job guided learning (England) Total GLH for each pathway Legal Requirement The Specification of Apprenticeship Standards England (SASE) states that apprentices must complete a minimum of 280 Guided Learning Hours (GLH) per year when undertaking an Intermediate Level or an Advanced Level Apprenticeship. A minimum of 100 GLH (or 30% of the total GLH whichever is greater) must be completed each year of the programme away from the apprentices immediate area and pressure of work (off the job). Definition: ON THE JOB = Learning which encourages and enables the apprentice to demonstrate practical job-related skills and to practise and apply these skills in the context of the job. This type of learning will be delivered in the workplace and through practical experience of doing the job. OFF THE JOB = Learning which encourages and enables the apprentice to develop the technical skills of the job and to develop their knowledge of theoretical concepts across a range of contexts and the wider market. This type of guided learning will be delivered away from he immediate pressures of the job. It may be delivered in the workplace, in a college or training provider premises. Intermediate Level Apprenticeship in Spectator Safety The total guided learning hours for this framework will be set at 280 GLH as we recommend the programme to be completed within a minimum duration of 12 months. The 280 total GLH for this framework is made up of the components of this framework as follows: GLH associated with the competence element of the knowledge qualification( 19 GLH) GLH associated with the knowledge element of the combined qualification ( 66 GLH) additional 60GLH for venue induction, mentoring and briefing sessions GLH associated with the employee rights and responsibilities qualfiication(45 GLH) GLH associated with the transferrable skills qualifications (90 GLH - 45 GLH for English and 45 GLH for Mathematicsl) Advanced Level Apprenticeship in Advanced Spectator Safety The total guided learning hours for this framework is set at 320 GLH as we advise the framework to be completed within a minimum duration of 12 months.

35 The 320 total GLH for this framework is made up of the components of this framework as follows: GLH associated with the competence element of the combined qualification ( 41GLH) GLH associated with the knowledge element of the combined qualification ( 78 GLH) GLH associated with additional mentoring type activities (50 GLH) GLH associated with the Transferrable Skills qualifications (90 GLH - 45 GLH for English and 45 GLH for Mathematicsl) GLH associated with the employee rights and responsibilities qualification (61 GLH) Minimum off-the-job guided learning hours Intermediate Level Apprenticeship in Spectator Safety The total off the job GLH will be set at 201 GLH for this Intermediate Level Apprenticeship. This is made up of the following components of the framework: GLH associated with the knowledge element of the qualification (66 GLH) GLH associated with the transferrable skills (90 GLH) GLH associated with the employee rights and responsibilities qualification (45 GLH) Advanced Level Apprenticeship in Advanced Spectator Safety The total off the job guided learning hours are set at 229 GLH for this framework. GLH associated with the knowledge element of the combined qualification (78 GLH) transferrable skills (90 GLH) GLH associated with the employee rights and responsibilities qualification (61 GLH) How this requirement will be met This requirement will be met via debriefing sessions, supervision, team sessions, shift handovers and activities similar to the above listed where the learner / apprentice is away from the pressures of the workplace and / but are supported and mentored by fellow workers and management and completion of the knowledge qualification and Key Skills or Functional Skills assessment. The provider will be required to gather evidence of this achievement where it occurs outside of formal certification of a qualification. We propose that this will be evidenced through apprentices holding an Active Passport, which

36 is an online skills passport supported by leading employers and training providers. It allows learners to easily build and maintain a verified record of their skills, qualifications and achievements and keeps track of individuals progress and commitment to their career and professional development. Minimum on-the-job guided learning hours Intermediate Level Apprenticeship in Spectator Safety The total of job GLH for this framework is set at 79 GLH. GLH associated with the competence element of the combined qualification (19 GLH) GLH associated with additional competence hours on the job (60 GLH) Advanced Level Apprenticeship in Advanced Spectator Safety The on the job GLH for this framework is set at 91 GLH. GLH associated with the competence element of the combined qualification (41GLH) GLH associated with additional competence hours on the job (50 GLH) How this requirement will be met This requirement will be met by the apprentices delivering their daily job roles, gaining technical experience as well as the time they spent acquiring knowledge and skills to achieve the competence requirement set out by the programme / framework. For this framework the following will also be accounted as part of "on the job" GLH: venue induction (needed for each new venue apprentices are deployed to), fire training, first aid, deployment meetings, special training to look after the VIP section and corporate hospitality. The provider will be required to gather evidence of this achievement where it occurs outside of formal certification of a qualification. 38 Personal learning and thinking skills assessment and recognition (England) Summary of Personal Learning and Thinking Skills In the Active Leisure and Learning frameworks, Personal Learning and Thinking Skills will be delivered, demonstrated, assessed and evidenced as part of the mandatory units of the competence qualifications - in this framework in the Level 2 or Level 3 NVQ Certificate in Spectator Safety. The evidence for achievement of Personal Learning and Thinking Skills will be the achievement certificate of the Level 2 NVQ Certificate in Spectator Safety. Creative thinking Creative Thinking Learning Outcomes: Young people think creatively by generating and exploring ideas and making original connections.they try different ways to tackle a problem, working with others to find imaginative solutions and outcomes that are of value. Creative Thinking will be delivered, demonstrated, assessed and evidenced as part of the mandatory units of the competence qualification - the Level 2 or Level 3 Certificate in Spectator Safety. The mapping and signposting document to demonstrate where Creative Thinking appears in the competence qualification is available on request from SkillsActive. Independent enquiry Independent Enquiry Learning Outcomes: Young people process and evaluate information in their investigations, planning what to do and how to go about it.they take informed and well-reasoned decisions, recognising that others have different beliefs and attitudes. Effective Participation will be delivered, demonstrated, assessed and evidenced as part of the mandatory units of the competence qualification - the Level 2 or Level 3 NVQ Certificate in Spectator Safety. 41 Additional employer requirements While the achievement of additional employer requirements is not a mandatory requirement for certification of this programme, the sector and employers recognise the value and the need for these and completion of them will make the apprentice more employable, therefore It is also advised for all apprentices on the programme to achieve or hold a current Appointed Persons First Aid certificate (subject to industry changes). Please note that the additional employer requirement qualifications are not funded, the employer should contribute to the achievement of these. The following qualifications might also be used for this section of the framework: Any Level 2 Award in Understanding Stewarding at Spectator Events qualifications Apprentices may use Accreditation of Prior Achievement (APL) for this if it was achieved up to 6 months prior to the commencement of the Apprenticeship.
