2 Introduction This is a request for tender for Supply of a Dual View (radial & axial) ICP-OES instrument. All information provided by Mintek or the applicant, either verbally or in writing must be treated as confidential and may not be divulged to any person outside of those who need to know for the purposes of tendering for Supply of a Dual View (radial & axial) ICP-OES instrument. Mintek reserves the right, as its sole and absolute discretion, to award the tender to the applicant it considers best and shall not be under any obligation to furnish reasons for the exclusions of the remaining applicants or entertain any further representations. Background Mintek is a juristic person and operates as an autonomous research and development organisation that specializes in mineral processing, extractive metallurgy and related technologies. Bidders are hereby invited to submit tenders for the supply of a Dual View (radial & axial) ICP-OES instrument Programme Issue date: 04 July 2014 Closing date and time: 01 August h00 noon Company Pre-requisites for Tender The following are the minimum pre-requisites for any company wishing to tender for the Supply of a Dual View (radial & axial) ICP-OES instrument. The bidder must comply with all applicable legislation and regulations. Page 2 of 10

3 1. Company requirements in terms of tender A valid original Tax Clearance certificate. The tender should include the maximum service offering. The tender must include value added initiatives or services that the bidder is willing to offer. A valid Broad-Based BEE certificate. All costs associated with Supply of a Dual View (radial & axial) ICP-OES instrument must be included in the price. (All delivery costs, including import costs if applicable, installation, training and commissioning). Letter of good standing for work carried out on all Mintek s sites. 2. Requirement The requirement is for Supply of a Dual View (radial & axial) ICP-OES instrument, with the specification as listed below: Technical Specifications Unit Type - Bench-top ICP-OES Dual View (axial & radial) Sample Introduction System Gas Flow Controls RF Generator Detector - Standard size torch. - Auto-adjustable and flexible torch cassette for simplified optimization & maintenance. - Dual view of the plasma for effective measurement of low & high concentrations in the same method and same sample. - Glass cyclonic spray chamber - Sea-spray nebulizer with capacity to routinely handle high acid and alkali concentrations. - An integrated three-channel, computer controlled pump with variable speeds. - Argon gas flow with computer controlled solenoid valves for automatic regulation of gas flow. - Argon consumption not to exceed 20L/minute. - Shear gas Nitrogen: to remove plasma tail from optical path, minimize interferences and extend the dynamic range. - Shear gas consumption rate not to exceed 2L/minute. - Water cooled. - Generate robust, maintenance-free, matrix-tolerant plasma. - High performance, high accuracy & superior resolution. - Superb performance across entire wavelength range (16nm 782nm). General Guidelines It is anticipated that the successful bidder will provide analysis as required by Mintek and agreed upon between the bidder and Mintek, based on Mintek s existing requirements as well as the scope and extent agreed with the successful bidder. In general, the bidder must satisfy Mintek that: o The bidder upholds sound business and lawful business practices with honesty and integrity of paramount importance in its dealings with customers. o The bidder is not disqualified in terms of any provision contained in any South African legislation. The bidder is to supply 3 copies of the tender documentation. Prices must be tendered in South African Rand including VAT. In cases where the equipment is imported, the price offered must be fixed and firm. I.e. the bidder accepts the rate of exchange risk. Any omissions made by the bidder in terms of this will allow Mintek at its discretion to declare the tender invalid. Mintek does not bind itself to accept the lowest or any tender and reserves the right to accept a tender in whole or in part. The tender submission is to be completed in ink or typed and signed by a duly authorised signatory. The tenders must be posted in the tender box situated inside the security reception office at Mintek s main gate. No tender will be considered unless delivered to the address below by the closing date and time stipulated on page 1 of this document, in a sealed envelope. The sealed envelope must be marked as below: MINTEK 01/2014 Supply of a new Dual View (axial & radial) ICP-OES instrument 200 Malibongwe Drive Randburg Bidder Name: Closing Date: 01 August h00 noon The Tender Evaluation Committee shall evaluate all tenders received, of which a short list of suitably qualified bidders will be compiled, and may be requested to make formal presentations to the Tender Evaluation Committee. 5 Shortlisted bidders will be advised of the date for the presentations, if required. 4. Format of Tender Submission The following criteria, among others, will demonstrate the bidders ability to satisfy the Evaluation Committee s requirements: Cost structure As the extent of the contract is significant, bidders shall indicate the following: o Cost of products o Terms and conditions of supply (Payment terms, delivery etc.) Service delivery o Bidders shall provide within the proposal, a profile of their organisation, including, but not limited to the number of years in business, geographic profile, major clients, and any parent/subsidiary affiliation with other firms and/or network connections. o Bidders shall further indicate their formal working relationships with, or access to local government institutions. o If required, the Evaluation Committee may facilitate interaction with references made by the bidder. Specific criteria include: Location and accessibility Organisation profile Flexibility References Financial stability / Track record Bidders shall include the number of years of existing operations as well as their most recent audited annual financial statements. Black Economic Empowerment Bidders will be expected to submit a valid B-BBEE certificate.. Conflict of Interest Bidders will be expected to declare any financial and or other interest in any service provided by them that could compromise their independent judgement, prior to accepting such contract. 6. Special Requirements Prices offered in the tenders shall be valid for at least 90 days Each tender will be evaluated for general conformity to Minteks requirements and/or specification and assessment of the bidder s capability to render the product/service to Minteks satisfaction. 6 Bidders will bear all the costs associated with their responses and no costs or expenses incurred by or ascribed to the bidders response to this tender will be borne by Mintek. Mintek reserves the right to withdraw, amend or cancel this RFT, reject any or all tenders, obtain any information from any lawful source regarding business history and practices of the bidder, and to take such information into consideration in the evaluation process. Mintek reserves the right to award a contract for the provision of the products, to a bidder irrelevant of the cost structure variations between bidders and Mintek shall not be obliged to accept the lowest tender. Evaluation Criteria In evaluating proposals, the Evaluation Committee will consider all relevant factors including the matters dealt with under paragraph 4, as well as the criteria shown in the table on page 7-9 of this document. Please ensure that your proposal includes the sufficient information on all the sub-criteria shown in the table on page 7 9 of this document, as this will ensure that your proposal receives a fair evaluation. All technical fields which require a vendor comment should be listed in a separate and clearly marked reference document. The provisions of the Preferential Procurement Policy Framework Act (PPPFA), as amended on 8 June 2011 and the regulations thereto will be applied in terms of awarding points for the technical evaluation criteria, cost and the BEE status. It is anticipated that the total value will exceed R 1 million, therefore the 90/10 rule will be applied. Page 6 of 10
