1 Core Skills Executive Role Specific Continuing Professional Development Profile This document is neither prescriptive nor exhaustive but will help you to direct your CPD activities to maintain and enhance your competence in the following roles Assistant Chief Constable Deputy Chief Constable Metropolitan Police Commander Metropolitan Police Deputy Assistant Commissioner You should also maintain and enhance your competence in any other role you perform, for example Family Liaison Officer. 1. Role Summary Contribute to overall force direction and to the development of national best practice. Develop long term strategies for the force and lead on embedding and establishing these to deliver on national and Police and Crime Commissioner (PCC) priorities. Have responsibility for a portfolio in one or more forces. Exercise effective judgement to deal with new or changing circumstances whilst demonstrating Draft Version 0.2 OFFICIAL Page 1 of 5
2 influencing and negotiating skills. Implement effective operational strategies for managing complex critical incidents. Role Specific CPD The following list of activities has been created in consultation with subject matter experts, national policing leads and end users relevant to this role. This information is intended to be used to help you to identify and plan your own CPD. Professional Policing Maintain operational competence as a strategic Gold Commander As an Authorising officer, keep up to date with changing legislation in relation to Regulation of Investigatory powers Act 2000 Manage scrutiny placed on the force from different sources such as; the media, serious case review, Her Majesty s Inspectorate of Constabulary (HMIC) inspections and Independent Police Complaints Commission (IPCC) investigations Keep up to date with high profile policing issues such as: Public Protection, mental health, counter terrorism, serious and organised crime, major crime, civil contingencies and public order. Leadership and Ethics Lead by example in supporting the professionalisation of the police service for example, role modelling continuing professional development (CPD) Develop a culture of integrity and ethical decision making throughout the organisation whilst valuing diversity Reflect on your own leadership style and leadership ability Promote a culture which values evidence based policing and uses valid, reliable research to guide everyday policing practice and decision making Identify lessons learnt from cases involving people with mental health issues Reflect on your own emotional intelligence and personal resilience Business Skills and Strategic Partnerships Explain the political landscape and act with integrity and legitimacy to influence public sector policy at the local and national level Page 2 of 5 OFFICIAL Draft Version 0.3
3 Explore the financial challenge facing public services and the financial roles and responsibilities of an executive Guide and support the force through organisational change including; increased partnership working, collaboration, strategic alliances and force restructuring Explain their roles and responsibilities as the senior responsible officer and the governance required across organisations 3. CPD Activities In order to meet the role specific CPD listed above you may wish to consider using the following resources. This list is neither prescriptive nor exhaustive. You may also wish to consider learning provided by your force or self-directed learning. Authorised Professional Practice: National Decision Model Operations Engagement and Communications Professional Standards Covert Policing Critical Incident Management Civil Emergencies Risk Changes to legislation: Always refer to your own force intranet for up to date changes to legislation Investigatory Powers Bill The draft Investigatory Powers Bill will govern the use and oversight of investigatory powers by law enforcement and the security and intelligence agencies. It builds on the work of three comprehensive reviews undertaken over the past year. 4 Committee of Parliament (ISC), and a panel convened by the Royal United Services Institute (RUSI), between them made 198 recommendations. National Occupational Standards National Occupational Standards (NOS) are set by the sector skills council for policing, Skills for Justice, and describe the competencies related to performance in your role. They are included here because maintaining or enhancing skills or knowledge in one or more of these may assist you with your CPD. Not applicable 5.
