3 1 Project Background 1.1 Background and rationale We need better businesses to create a better world. Top CEO s from all over the world declared that business leaders need to strike out in new directions to embrace more sustainable and inclusive economic models. The Oxfam Novib teams Innovation Star and Private Sector are looking for a project driver of a new concept in Oxfam to stimulate the future leaders of industry to realize more sustainable and inclusive economic models. She or he further develops the concept that enables businesses to increase their social impact through operationalizing the sustainable development goals (SDG s). The project driver will work with clients and stakeholders in Oxfam to launch the concept in 6 months time. He or he will work closely with our partner Better Future, a meaningful-learning organization, specialized in leadership and designing immersive journeys, We are looking for a self starter that will in a collaborative spirit develop this new concept within 6 months. 3 of 8

4 2 Project Definition 2.1 Objective and scope Oxfam Novib invites consultants and project leaders who recognize themselves in the above description and who can develop the following elements in a six months period to send her or his cv and proposal to Boris.alberda@oxfamnovib.nl We expect the project driver to start working with us as soon as possible. 2.2 Deliverables We treat this new concept as a start-up business. You ll be driving the development of this business with a support team around you. You ll develop and operationalize the model of this business and demonstrate its initial success or failure in 6 months time. 2.3 Preliminary Planning Objective Deliverables Time period [% payment] Proof there is interest in the concept DELIVERABLE 1 Find two leads who commit to become launching customers Business model DELIVERABLE 2 Develop and operationalize the full business model, including: Agile planning and reporting monthly with the sponsors Link SDG s to Oxfam Novib programs Determine SDG opportunities that fit the business strategy for first 2 customer s taking into account their industry / workfield and positioning Detailed design of the offering Onboarding stakeholders Support of client engagement Marketing and engagement materials like a slide deck and other means Execution of first case with launching customer First 2 months Last 4 months 33% 67% Invoices can be send each month. Final remuneration is based on submission of final deliverables as mentioned in the preliminary planning. 4 of 8

5 3 Purchase procedure 3.1 Procedure This procurement procedure is organised to contract a consultant as project driver. After careful consideration and pre-selection a selection of potential suppliers are asked to take part in the competitive negotiated procedure for the above mentioned contract. These potential suppliers are asked to make a quotation based in the administrative criteria, selection criteria and the award criteria mentioned below. These quotations are assessed on their compliance, quality and price. The contract will in principle be awarded to the organisation with the economically most advantageous quotation. This means that not only the price, but all award criteria will be taken into consideration. Oxfam Novib withholds the right to conduct interviews with one or more potential suppliers before an award decision is made. Purpose of the interview is to seek further clarification on the submitted quotations and learn more about the background and previous experiences of the potential suppliers and their teams. 3.2 Administrative criteria Deadlines Any questions, remarks or requests for clarification can be send to Boris.Alberda@oxfamnovib.nl before 24/08/2017, 23.59h. The (anonymised) questions will be answered to all applicants no later than 28/08/2017, 23.59h. Quotations should reach Oxfam Novib no later than 07/09/2017, 23.59h Contents of quotation The following should be included in applications: At least two relevant references assignment previously performed by the supplier that are comparable in content, time and money. A copy of the registration with the Chamber of Commerce CV( s) of the proposed consultant(s), proving relevant experience and/or diplomas. See also chapter 3.3, award criteria: [a], [b], [c], [d], [e], [f], [g], [etc]. Total price. Accompanied with a cost brake down in days or hours spend and the related fee. Quotations should be submitted by with the subject line [name contract] to: Boris.Alberda@oxfamnovib.nl 3.3 Award criteria The evaluation of the quotations will be based on the best value for money criterion covering quality (the evaluation methodology and the CV of the consultant) and price of the quotation. 5 of 8

6 3.3.1 Assessment of the CV s The assessment of the CV s will be based on appropriateness of the proposed consultants based on the following criteria. The best fitting CV for the assignment will be given the most points. The following competencies should be made clear In the CV s provided: Required a) Has a business perspective; preferable experience or background in a corporate environment, i.e. in CSR or consultancy, at least proven ability to level and inspire corporate clients. b) Ability to collaborate with experts in Oxfam on operationalising SDGS s for businesses; c) >3 year project management experience; d) Experience to lead a project on the development of a new concept / service for businesses that want to contribute meaningful to sustainable development; e) Good coordination skills; f) Good communication skills, including communication to stakeholders; g) Proven intrapeneur : able to lead on an innovative idea. Preferred experience with or knowledge of: h) Experience with setting up and developing new business concepts/ services either as an entrepreneur, within a larger organization or as independent adviser; i) Knowledge of the SDG s and how to operationalise them for an individual organization; j) Potential impact areas (positive or negative) in relation to the SDG s, like sourcing, employment, tax planning and corporate strategy; k) Businesses striving for sustainability and their challenges and dilemma s ; l) Business strategy and business modelling; m) Working in an international NGO and the broader field of international development; n) Leadership development Assessment of the Prices The maximum budget for this evaluation is 50,000.- (excluding VAT). The contractor will have to make provisions for covering all costs associated with the assignment. This includes, but is not limited to, the following: Fees for consultant(s) Travel within the Netherlands; Remuneration is based on submission of final deliverables as mentioned in chapter Selection and assessment The assessment of the quotations will start with an assessment of the administrative criteria, mentioned in chapter 3.2. These criteria are all Knock-out criteria. That means that if these criteria aren t met in your quotation, this quotation will be put aside and the award criteria of this quotation will not be assessed. 6 of 8

7 The quotations that meet the administrative criteria will be assessed against the award criteria. The award criteria are assessed according to the following distribution of points. Point CV s 60 out of 100 Price 40 out of 100 Interviews will be organised with the three suppliers with the highest scoring quotations. Purpose of the interview is to seek further clarification on the submitted quotations and learn more about the background and previous experiences of proposed consultants and their competencies. After the interviews the total points scored on the award criteria can be reassessed. 4 Disclaimers Oxfam Novib may require the supplier to clarify its quotation and/or provide supporting documentation. However the supplier may not modify its quotation after the deadline for submission of quotations mentioned in chapter 3.2.1, third bullet. Oxfam Novib reserves the right to stop the purchase procedure completely or partly, temporarily or permanently until the moment of contract signing. In these situations suppliers are not entitled to reimbursement of any costs or damages incurred in connection with this purchase procedure. Quotations should be valid for at least three months after the deadline for handing in quotations mentioned in chapter 3.2.1, third bullet. Oxfam Novib cannot be charged in any way for costs related to preparation and submission of a quotation. This can also include interviews and/or providing further information about the quotation. The risk of any costs and/or damages which may arise by not awarding this contract to a 7 of 8

8 supplier lay solely with the supplier. Oxfam Novib can not be held responsible for any such costs or damages. By submitting a quotation the Supplier agrees all the terms and conditions specified in this procedure and the provisions of the contract template. The quotation will not contain any reservation(s) to these terms and conditions. A quotation with one or more reservations can be excluded from the procedure. 8 of 8
