1 KING COUNTY LIBRARY SYSTEM Job Description Title: Librarian Online Library Services Dept: Online Library Services Job Code Number: Reports to: Manager, Online Library Services Effective Date: Grade Number: 18, Represented FLSA Status: Exempt General Position Summary: Develops, plans and coordinates multiple online programs and services in the assigned areas of information delivery. Performs a variety of technical tasks related to the provision of patron interfacing online services, including the various Online Public Access Catalogs (OPAC), web-based and hosted sites, social media and other digital library services. Serves as a department liaison for cross-department services. Provides staff and patrons with in-depth technological and informational assistance. Represents KCLS within larger online community which can be local, national or international. Essential Duties/Major Responsibilities: Any of the following duties may be performed. These examples are not necessarily performed by all incumbents, however, and do not include all specific tasks an incumbent may be expected to perform. 1. Creates, develops and delivers relevant and timely online library services, programs and information. Ensures consistent message and brand. 2. Engages with the KCLS community and wider online community and special population groups through multiple delivery methods. Promotes the use of materials, services and programs to the community. Demonstrates continued relevance of public libraries to online population. 3. Identifies, understands and stays current with KCLS patron informational needs and interests. 4. Analyzes and evaluates the existing delivery methods and service needs through market research and surveys. Keeps usage statistics and creates reports. 5. Identifies future needs and trends for online services. Keeps informed of new relevant technology developments. Makes recommendations for new and enhanced services. 6. Provides vendor management. 7. Participates in community events and activities by providing information, making presentations, answering questions and discussing community needs for online services.
2 Page 2 8. Assists and educates staff and patrons in the use of library technology resources. Responds to and resolves patrons complaints and service requests. Interprets policies and procedures relevant to the assigned areas to patrons and staff. 9. Promotes, educates and supports Intellectual Freedom principles with patrons and staff. Resolves related concerns or redirects to appropriate source. 10. Collaborates with KCLS staff on projects and committees directly related to the assigned areas. Secondary Duties: 1. Assists with annual budget preparation. 2. Initiates, participates and collaborates in the library profession beyond KCLS. 3. Maintains professional expertise in order to provide relevant public service. 4. Perform other related duties as assigned. Communication: Incumbents have an ongoing, primary responsibility for all types of contacts that may be within the library structure, with the general public, or with other government and community organizations, agencies and entities, service vendors or similar organizations, both in individual and group settings. Formal presentations may be frequent. Incumbents will frequently author individual or coordinated combinations of formal presentations; patron-facing instructional materials, notifications and social media posts; staff-facing talking points; all-staff s; and intranet and website content. Keen communication and interpersonal skills are highly important to job responsibilities and skills must be highly refined for all mediums including but not limited to formal documentation, telephone, in-person, and social media. Initiative: Incumbents operate from established and well-known procedures under general supervision, and are responsible for problem solving with others within their own department. These positions have responsibility for creation, design, development, implementation, analysis, evaluation, problem solving and technical support of new programs and systems critical for Online Library Services. The requirement to generate original work is an important aspect of the classification. At least half of the work time is spent on creative or developmental endeavors requiring both original work and substantial refinement and improvement of previous practices. System-wide launches and training efforts involve team work and collaboration. Decisions are made both in a consensus format as well as independently, with non-routine decisions subject to review. Position conducts research and makes recommendations on the department s goals and strategy to remain relevant and maintain high service quality levels at all program areas.
3 Page 3 Accountability: The position is instrumental in recommending operational and strategic project plans for online services. Decisions made have a broad, far reaching and often immediate effect given the daily impact of online services on patrons and KCLS staff. The incumbent considers own work and work of others when formulating plans and must be able to forecast for near and long-term future. Work is generally directed by the manager and consistently monitored online by patrons. An error or delay in providing services may result in unfavorable public impressions regarding quality of service. Leadership: Position is responsible for leading staff throughout the organization as a subject matter expert and, as such, is responsible for role modeling and promoting organization values and vision to all staff and online patrons. DESIRED MINIMUM QUALIFICATIONS Education/Experience: Master of Library Information Science degree from an American Library Association accredited school of librarianship and Washington State certification as a Librarian. Two to three years of recent work experience (within last four years) working with web and online technology (e.g., content management systems, electronic resources management, virtual reference services, social networking, etc.) Minimum one year experience writing and/or developing online content. Evidence of training or study in some relevant functional areas may substitute for work experience. Necessary Knowledge, Ability and Skills: Considerable knowledge of current information technology trends impacting libraries such as: mobile interfaces, social media tools and analytics, ebooks, content management systems, instant messaging and texting, digital media, podcasting, blogs, post, tweets, etc. Working knowledge of standard public library resources in all formats, services, techniques, principles and practices. Working knowledge of best practices for presenting information online. Working knowledge of technology licensing schemes, digital rights management, media licensing and digital media formats. Considerable knowledge of spoken and written English and online communication skills Working knowledge of patron needs and interests. Working knowledge and support of the principles of intellectual freedom.
4 Page 4 Ability to: Effectively evaluate existing technologies and anticipate emerging technologies for online services. Effectively adapt in fast-changing technology environments, and a willingness to learn new skills and consider new and untested approaches. Develop and carry out effective training for staff and the public. Gather relevant data, analyze problems, situations and data, draw logical conclusions, evaluate alternatives, and present appropriate and clear reports, proposals and recommendations Clearly, succinctly, and effectively communicate ideas and thoughts both verbally and in writing with a diverse population and in different formats. Recognize and set priorities, and to plan, coordinate and organize own work. Use diplomacy and tact to establish and maintain relationships with customers, subordinates and peers. Operate with a minimum of supervision and work collaboratively in a team environment to find solutions to problems. Skill in: Writing and editing for different media and audience. Effective quantitative and analytical problem solving and data analysis. Math applicable to statistic and usability reports. Working effectively, with a teamwork orientation, in daily activities as well as addressing problems and unique situations. Using independent judgment and making good decisions when resolving problems relating to staff and patrons/public. Use of computer hardware and software including the Internet and electronic databases. Listening to, understanding and interpreting the concerns of system users. Establishing and maintaining good customer relations.
