2 TRANSPORT EMERGENCY RESPONSE PLAN NUMBER: Generic INTRODUCTION This plan is designed to meet the requirements of ADG 7 TRANSPORTING OF DANGEROUS GOODS BY ROAD AND RAIL. It will be used to ensure the DGL acts in a manner consistent with the intent to protect public safety, property and the environment in the event of an accident involving the transportation of dangerous goods. It is company policy that all employees have a good understanding of the contents of this plan, know their role, responsibilities, and be aware of the other individuals involved and their roles. SCOPE OF PLAN DGL has facility located at all major capital cities.. Our activities include the storage transportation of Dangerous Goods in the following classes: 2, 3, 4, 5.1, 5.2, 6, 8, and 9 It is company policy that all chain of responsibility obligations are met by every party in the chain when handling, offering for transport and transporting Dangerous Good. In addition, it is the responsibility of the driver, to ensure transportation is done safely and legally. This means all safety equipment required on the vehicles is present and operational; the appropriate dangerous goods placards are displayed while transporting dangerous goods and suitable documentation is completed and accompanies the vehicle whether or not transportation takes place on public or controlled access roads. It is through the shipping documents, which includes our emergency telephone number, that this company may be alerted about an emergency if the driver is incapacitated. The geographical area of coverage for purposes of this emergency plan includes all routes in Australia Transportation may take place on the public roads: Transportation of goods is done 24 hours a day The type of problems which we may be required to respond to include: Motor vehicle accident requiring simple transfer of dangerous goods to an alternate vehicle designed for transporting dangerous goods, Motor vehicle accident with or without injuries, dangerous goods are leaking spilled on/ around the road Motor vehicle accident with fire and potential for fire/explosion, and finally in a worst case, Motor vehicle accident with a threat to Health or Waterways. Our actions, through advice to first responders on the scene or company personnel at the site should always be carried out keeping in mind safety of the public and personnel. Public road closures as a result of transportation accidents with dangerous goods are inconvenient, costly and potentially very hazardous. Our aim through timely and effective action is to reduce the risk to the public, property and environment from the hazards of the explosive products we consign and carry if there ever is an accident.
3 This can be done by: undertaking accident site safety survey to identify any site hazard and establish suitable working zones and personnel exclusion zones (hot zone) advising first responders on the true hazards of our dangerous goods transferring dangerous goods from non operating to operating vehicles recovering the dangerous goods (100% of carried inventory) by searching, locating, identifying damaged dangerous goods, analyzing damaged containers for safe transport, picking up, repackaging, safely transporting the materials, disposing or arranging for same to be done advising first responders on fire fighting options if necessary advising first responders on evacuation distances, assisting them to accomplish this and in extremely urgent situations acting to do so ourselves.
4 Transport Emergency Response Assistance Plan Duties DUTIES OFFICE PERSONNEL receives emergency calls in the office completes emergency report form to collect relevant information about the incident alerts HSEQ unit or alternate by phone about the accident for their action SITE Transport Manager TRANSPORT MANGER OR ALTERNATE is ultimate authority in charge and decision maker for overall operations alerts Managing Director Alerts ISS Solutions and to dispatch team and equipment to accident site if necessary Consults with Technical Advisors if necessary and provides telephone advice to those first on the scene regarding hazards and appropriate steps which should be taken at the accident site to preserve public safety (e.g. advises on evacuation distances if necessary) is contact for all government and media inquiries arranges for whatever additional assistance or equipment and materials are requested from the accident scene through the On-Scene Coordinator contacts dangerous goods supplier(s) in the event their assistance is needed completes written report of dangerous occurrence ON-SCENE COORDINATOR HESQ UNIT OR ALTERNATE is the company's authority in charge of all company actions at the scene responsible for alerting ISS Solutions and requesting equipment or materials needed to reduce hazards through site clean-up, etc. travels to the scene and acts as the contact point to work with all individuals and organizations outside of the company at the scene ensures any further transport of dangerous goods from the accident site is done in a safe and legal manner TECHNICAL ADVISOR FOR DANGEROUS GOODS AND CLEAN-UP HESQ UNIT Advises of specific hazards and actions needed to safely reduce hazard to the public at the scene such as collection and repackaging of dangerous goods directs specific actions by other Technical Advisor or Emergency services during clean-up and continuously supervise them ensures that planning has been done to arrange for packaging materials and alternative transportation for dangerous goods involved in accident maintains inventory of packaging materials, safety equipment, dangerous goods placards and appropriate shipping documents for use in an emergency keeps emergency plan up to date, informs authorities of any significant changes, such as company name or activating telephone number, distributes copies of plan to employees
5 tests the telephone number and how emergency calls are processed occasionally informs employees of the contents of the plan to ensure all are aware of their roles and responsibilities and addresses emergency planning topics during regular safety meetings organises intermittent exercises (twice per year) to test the alerting system and desk-top exercises at safety meetings to discuss possible scenarios TECHNICAL ADVISOR MEMBER OF HESQ UNIT Supports Clean-up at the site if necessary or acts as alternate DRIVER(S) if load under his management or control at time of accident makes immediate verbal report to Police on 000, and in addition to advising Maria St office remains with vehicle, and if able, assists local emergency services until relieved by other company personnel under the direction of the Technical Advisor carries out clean-up actions at the site such as picking up dangerous goods, repackaging and packing for further transport
6 PLAN ACTIVATION AND RESOURCE MOBILIZATION.On-Scene Attendance Once an emergency call has been received, Transport Manager and Operations Manager have been briefed on the circumstances; Operations Manager will ensure a call has been made to the HESQ Unit and any others that may be appropriate. These people will assist in collecting the necessary safety and other appropriate equipment, such as additional packaging, safety marks (placards and labels), blank shipping documents, to ensure the dangerous goods can be safely recovered and repackaged; assemble at a place designated by Transport Manager; then proceed to the accident site. Transportation to the scene will be by company or alternative vehicle, arranged by the Transport Manager, Telephone Advice Should the incident be considered relatively minor and not requiring the attendance of company personnel,, whichever is the designated contact at the time of the emergency, will provide to the first responders on scene information in response to their concerns. When responding to telephone inquiries, it is vitally important to bear the safety of the public and those at the scene in mind. If in doubt, consult with other individuals from the suppliers of the dangerous goods. Communications If any company vehicle is dispatched, either a radio or mobile phone must go with the vehicle for use on the way to and at the scene. The On-Scene Coordinator will establish an hourly scheduled call to the Depot Coordinator, at the office or his home, to ensure accurate updates are provided regarding the situation at the scene. Note: This portion of the plan is for the information/data needed for the products for which the plan applies. These are generic in nature and can be enhanced by including the material safety data sheets for the dangerous goods carried. The data sheets are valuable by making available to those at the scene, including regulatory agencies or local emergency services such as the fire department, specific information on the product composition and related hazards.
7 EMERGENCY ACTIONS POTENTIAL HAZARDS FIRE OR EXPLOSION May explode and throw fragments, produce toxic smoke, if fire reaches more product HEALTH Fire may produce irritating, corrosive and / toxic gases. PUBLIC SAFETY Isolate spill or leak area immediately for at least 500 meters) in all directions Move people out of line of sight of the scene Keep unauthorized personnel away Stay upwind Ventilate closed spaces before entering PROTECTIVE CLOTHING Wear PPE as required in MSDS Structural firefighters' protective clothing will only provide limited protection EVACUATION Large Spill Consider initial evacuation for 500 meters in all directions Fire If Truck is involved in a fire and likelihood on explosion also initiate evacuation including emergency responders for 500 m in all directions. EMERGENCY RESPONSE FIRE. CARGO FIRES Stop all traffic and clear the area for at least 500 meters in all directions and let burn. Do not move cargo or vehicle if cargo has been exposed to heat.
8 TYRE OR VEHICLE FIRES Use plenty of water - FLOOD it! If water is not available, use CO 2, dry chemical or dirt. If possible, and WITHOUT RISK, use unmanned hose holders or monitor nozzles from maximum distance to prevent fire from spreading to cargo area. Pay special attention to tyre fires as re-ignition may occur. Stand by with extinguisher ready. SPILL OR LEAK ELIMINATE all ignition sources (no smoking, flares, sparks or flames in immediate area). All equipment used when handling the product must be grounded. Do not touch or walk through spilled material. DO NOT CLEAN-UP OR DISPOSE OF, EXCEPT UNDER SUPERVISION OF A SPECIALIST FIRST AID Move victim to fresh air. Call emergency medical care. Administer oxygen if breathing is difficult. Remove and isolate contaminated clothing and shoes. In case of contact with substance, immediately flush skin or eyes with running water for at least 20 minutes. Ensure that medical personnel are aware of the materials(s) involved, and take precautions to protect themselves. EVACUATION PROCEDURE Along public highways or within municipalities, advise the first emergency responders at the scene (police or fire) of the need to evacuate using the guidance in the Emergency Response Assistance Plan. It is the responsibility of municipal authorities to initiate such action but it is vitally important they understand the circumstances and take the appropriate evacuation actions if there is danger of fire or explosion. Employees at the scene should assist local emergency services to the best of their ability to accomplish this. However, if action is immediately required and there are no emergency services on scene, enlist the help of other motorists to prevent access into the hazard zone until such time as the fire department or police arrive. RECOVERY CONSIDERATIONS Protecting spilled products from rain and the elements should be considered if the product is water soluble, such as some toxic compositions and weather conditions dictate. This is primarily an environmental concern to avoid run off of the soluble poisons to waterways, drains etc. However, there may be situations where due to large spillage and fire, or explosion situations, after the event it would be reasonable to wet down the accident site to reduce the probability of any further explosions or sparking from static electricity prior to recovery.
9 Generic Emergency Response Assistance Plan Transport Emergency Response Data for Goods Consigned by DGL Instructions to Drivers Initial Action: Shut off ignition. Eliminate all sources of fire. Control any spillage or oil. NO SMOKING. Extinguish any small engine, tire, etc. fires. ONLY IF DEEMED SAFE TO DO SO. Keep all unauthorized personnel away from the area. If fire is involved, clear area for a minimum of 800 meters. Wait for qualified assistance to help in handling dangerous goods for repackaging purposes. Hazards: Fire and potential explosion Toxic Fumes Water Pollution Initial Action: Keep all unauthorized personnel away from the area. Shut off ignition. Eliminate all sources of fire. NO SMOKING! Control all fuel and oil spillage. Extinguish any small engine, tire, etc. fires (ONLY IF DEEMED SAFE TO DO SO). If there is fire and it is deemed safe; extinguish with foam or dry powder. Self-contained breathing apparatus should be used. If anyone becomes exposed to fumes from the fire fumes. Avoid exertion. If the fire is uncontrollable or deemed unsafe to combat, evacuate the area for 500 meters. If there is no fire, contain or control any leakage or run off by using spill kit carried in vehicle
10 Training and Exercises Training in emergency procedures will take place during the regular quarterly general safety meetings. All new employees will be required to read and sign off the attached record as an indication of having understood the contents of the emergency plan. On a yearly basis, each employee will be required to review the emergency plan and again sign off. The following topics will be included as agenda items during the safety meeting and the topics will be cycled through on a continuous basis over time to ensure a state of preparedness always exists: 1. General overview of contents of the plan; who is to do what when an emergency arises; sources of assistance within and outside company. 2. Desk-top exercises to discuss specific scenarios of accidents (hazard analysis) and how the company should handle them. 3. Use of company fire extinguisher and how to fight different types of fires.
