1 A new Aldi food store for Buckshaw Village Aldi, the premium discount food retailer, with local developer Primrose Holdings, is proposing to develop land off Ordnance Road,. The site is currently vacant and neighbours industrial warehouses with the Tesco store a short distance to the south-west. The proposals include a new food store, a community centre for and a smaller commercial unit that is likely to be occupied by a drive-through coffee shop. A new Aldi food store in this location would serve the local community, providing a brand new custom-built store, designed to complement the existing offering in and Euxton, whilst providing more choice for local residents. There is currently no Aldi store in or Euxton, however there are stores in nearby Leyland and Chorley which are very popular with local residents. The proposal would generate new employment opportunities and provide investment by offering: A vibrant, modern new food store A new community centre in for use by local groups and organisations that will also relieve pressure on the existing centre at Unity Place Up to 50 new jobs (as well as those during construction) Convenient access, as well as free customer car parking; A multi-million pound investment in the local area The site is in an ideal location for the introduction of a new food store as it is close to main access routes into Buckshaw Village, nearby residential areas and local bus routes. Aerial view MORE CHOICE FOR As communities continue to feel the pinch, consumers are increasingly looking for better value brands to help make their money go further during difficult times. A new Aldi store in will therefore improve the range of shopping facilities available to local residents for. The introduction of a new Aldi store will bring considerable benefits, improving local shopping choice and enabling local residents in and the surrounding areas to purchase deeply discounted quality products. Aldi customers typically save between 30 and 40 per cent on their shopping without compromising on quality. Everyday items are available at low prices offering residents an alternative to traditional supermarkets.
2 The proposal Complementing the local area The proposed Aldi store will provide an alternative retail offer in, which will significantly improve local shopping choice - helping to keep spend local. Unlike other large retailers, Aldi has a unique offering and does not act as a one-stop shop. Aldi meets only a proportion of its customers convenience needs, meaning they will use other local shops to fulfil their shopping requirements. Proposed site plan The proposed community centre for will also benefit the local area by relieving the pressure on the existing centre at Unity Place. The community centre will not compete with Unity Place but instead provide additional facilities for local community groups and organisations to use. THE ALDI FOOD STORE Aldi, in partnership with Primrose Holdings, propose to develop land off Ordnance Road providing a new food store, community centre for and smaller commercial unit, most likely to be occupied by a drive through coffee shop. The proposed new Aldi food store will have a net sales area of approximately 1254 sqm and gross internal area of 1725 sqm with free car parking for customers and new landscaping. The proposed Aldi store will be a low level single-storey building which has been designed to sit comfortably within the site and would be in keeping with the surrounding commercial properties. The coffee shop and community centre would also be single-storey in height and, again, would use materials that would complement the adjacent Aldi store and other nearby commercial buildings. LOCAL EMPLOYMENT OPPORTUNITIES The proposals will create up to 50 new job opportunities, including managerial positions. Aldi aims to provide flexible jobs for local people and more employment opportunities will also be available through the construction of the development.
3 Design and landscaping design The aim of the development is to provide a high-quality and attractive discount food store, community centre and commercial unit. Aldi has carefully developed its proposals to ensure the scale of the buildings is in keeping with the local area so that they fit comfortably alongside current and future local developments. To achieve this, a modern design is proposed. The new food store will be single-storey in height, offering a contemporary style. The community centre and commercial unit will also be single-storey and use materials designed to complement the adjacent Aldi store and other nearby commercial buildings. The intention is to utilise a simple palette of local materials, including grey cladding panels to match the adjacent industrial units and red brick, terracotta panels and render to complement the local area. landscaping Aldi takes great pride in the style and design of its stores, with landscaping schemes a key part of creating an attractive and welcoming environment. Aldi has given careful consideration to the landscaping proposals to provide a visually appealing development. New landscaping is also proposed around the site boundary to enhance the appearance of the area, with a dedicated section of landscaping at the entrance of the site. This will include a mix of low level, hardy shrubs, providing year round cover. Proposed Aldi store
4 Highways and car parking Proposed elevations Access Vehicle and pedestrian access to the site would be provided off Ordnance Road. A new separate pedestrian link into the site would also be provided off Ordnance Road. The site provides a good level of access to local public transport services. Bus stops are located along Buckshaw Avenue and Village Way providing frequent services and located approximately 450m and 380m respectively, from the proposed store entrance. Buckshaw Parkway rail station is also within walking distance of the site. A Travel Plan will also be introduced at the store to encourage staff and customers (where appropriate) to travel by more sustainable modes than single occupancy car journeys. The good public transport and pedestrian links should reduce the need for private transport, lessening the traffic impact of the proposed store. Traffic The traffic impact of the proposed development will be fully assessed as part of the Transport Assessment which will be prepared as part of the planning application. This Assessment will look at the operation of the local highway network, including the junctions around the site, both with and without the proposed development in place to ensure that the development will not have a material impact on the operational performance of the network. Car parking An appropriate level of car parking will be provided to serve the new Aldi food store. The development includes 189 car parking spaces, including 11 dedicated disabled badge spaces and 14 parent and child spaces. The community centre and commercial unit will have their own dedicated car parking spaces. Covered cycle parking will be provided at the store as part of Aldi s commitment to provide for sustainable modes of travel. Deliveries An Aldi food store is a modest scale supermarket. Aldi stocks a carefully selected range of approximately 1,500 lines, compared to a typical supermarket such as Tesco, Asda or Sainsbury s, which stock in excess of 20,000 lines. As a result, an Aldi food store will generally require only 3-4 deliveries per day, which is supplemented by a daily milk delivery. Aldi operates a closely managed servicing arrangement for each of its stores. All manoeuvring takes place within the site and a unique delivery ramp arrangement removes the need for external activity and is very efficient.
5 Local issues Proposed elevations Being a good neighbour Aldi stores are often located close to local communities. As a result, Aldi has developed a number of neighbourhood friendly practices: Aldi aims for its store managers to be local, which allows them to react quickly and sympathetically to any local issues The unique delivery system used by Aldi enables products to be transferred directly from the vehicle straight into the store, without the need for external movement of goods. This reduces external activity and the potential for inconvenience to neighbours Unlike most supermarkets, which operate extended or 24hr opening periods, Aldi stores typically open between 8am and 10pm Monday-Saturday with opening hours on Sunday usually between 10am and 4pm Aldi is committed to being a responsible neighbour and will work closely with the local community to ensure that any disturbance is kept to a minimum through from construction to when the store is open SCHEME BENEFITS Improved shopping choice for residents in, offering high-quality deeply discounted produce Up to 50 new local jobs as well as additional jobs during construction and supply chain opportunities A multi-million-pound investment into the local area Convenient access for residents in, as well as free customer car parking The opportunity for linked trips between the proposed Aldi food store and other nearby local businesses
