A Network Approach To Park & Ride Applied to the Rotterdam The Hague Region 1 Seminar Leuven, April 2, 2012
Basis: Robust Road Networks Robust Road Network Study 2008 reliable accessibility of destinations offering route choices between A and B 2
Levels of Robustness 1. Robust links: minimizing congestion risks 2. Robust connections: offering alternative routes 3. Robust networks: distinguish between scale levels 4. Robust mobility system: interconnecting modes => P+R 3
Objective and scope How to interconnect car and public transport networks and so contributing to a robust mobility system Focus on optimisation of the public transport part of the trip network structure A vision, not a plan general approach for a metropolitan region applied to the Rotterdam - The Hague region starting point: a robust road network 4
New developments urge for a new view on Park & Ride Spatial developments and mobility patterns: urban sprawl grows across the motorway P+R on the motorway ring not effective anymore increased trip lengths, polycentric structures traditionally, P+R serves the city centre A shifting policy focus: From: public transport is good, private car is bad To: public transport is a way of transport from A to B, just like the private car and the bicycle 5
Strengths and weeknesses of existing P+R: a varied image Origin Side P+R generally well-functioning to be further developed Destination Side P+R several shortcomings detected Outgoing P+R dilemma: via central or suburban station? 6
Strengths and weeknesses of existing P+R: a varied image Origin Side P+R generally well-functioning to be further developed Destination Side P+R several shortcomings detected Outgoing P+R dilemma: via central or suburban station? 7
Destination Side P+R Example: Rotterdam Kralingse Zoom 8
Destination Side P+R: weeknesses 9 Location in the road network: too close to the city, often beyond congestion area often long car trip through metropolitan region needed (separate P+R locations for Rotterdam and The Hague) Unequal public transport accessibility of destinations: other destinations than the city centre often insufficiently served by public transport no unity in metropolitan public transport network: national railways, tram The Hague, metro Rotterdam for a proper choice, the P+R user has to go deeply into the public transport network structure in advance
General obstacles for using P+R Unfamiliarity with public transport which line goes to my destination, how long does it take, what is the price, how can I pay, how does it work? Improper image of public transport public transport is presented as a way to reduce congestion, parking problems and pollution not as a smart choice to go from A to B Ignorance of P+R what is P+R, where is a P+R, by which line is it served? are there still free places, what does it cost? is my car safe? 10
The design task: how to......offer good transfer opportunities fast and easy access by car high quality parking and transfer facilities from main incoming roads into metropolitan area starting point: Robust Road Network to metro quality public transport high frequencies easy-to-navigate network to the main metropolitan destinations 11
The design task 12
Area-specific starting points Robust Road Network Spatial structure, destinations Public transport reference network 13
General design dilemmas Four design dilemmas regarding P+R: 1. many or few P+R locations 2. existing or new public transport 3. many or few stops 4. many or few direct lines No blueprint thinking: Result depends on area size and morphology quality and network structure of existing public transport 14
in Rotterdam-The Hague metropolitan region One or two P+R-Plus locations per incoming direction Easy access from main incoming roads Each P+R-Plus location serves all main metropolitan destinations with metro quality P+R-Plus is a new element in addition to exisiting P+R supply Existing public transport network: mainly rail, only relatively small adaptations needed 15
Each P+R location serves all main metropolitan destinations No advance planning needed which P+R serves my destination No advance knowledge of public transport network required 16
Public transport with metro quality high frequencies (interval 10 minutes or less, also evenings) maximum of one transfer to main metropolitan destinations easy-to-navigate network, also for non-daily users, also on the way back clean, decent, safe, sufficient capacity fast, reliable, not too many stops 17
Current developments in the public transport network......in the Rotterdam-The Hague area, that fit in the P+R-Plus philosophy: increased scope of local metro and light rail networks integration of suburban railways in local metro and light rail networks better/more interchanges between train and metro/tram higher frequencies on suburban train lines 18
network design Metropolitan region Rotterdam The Hague 19
Example: Forepark Direct connections: Light Rail to The Hague City Centre Metro to Rotterdam City Centre, Rotterdam South tram to Delft-TU 20
Example: Gouda-West Suburban train to The Hague Central Suburban train to Rotterdam Central [to be connected with metro to City Centre] 21
Example: Barendrecht Suburban train to Rotterdam The Hague (all stations) Regional express to Rotterdam The Hague (limited stops) 22
Interventions needed New P+R locations e.g. Gouda-West, Forepark, Blankenburg, Rijnland New / better access roads e.g. Barendrecht, Benelux Improvements in public transport network structure, frequencies, information Clear, integrated communication concept Actions of different nature and complexity with many parties involved 23
Improvements needed in public transport network structure Join existing train, metro and light rail connections into one integrated metropolitan network Optimise line structure so that main destinations can be reached by one transfer at most Establish a robust and easy-to-navigate metro-like network 24
25
Applicability to other regions [1] Basis: analysis of general design dilemmas Choices that are not dependent on the region: limited number of P+R-Plus locations, directly linked to the main incoming roads into the region clear and simple public transport network, maximum interval of 10 minutes, one transfer at most 26
Applicability to other regions [2] Metro quality metro system: dependent of size of the region, level of urbanisation available public transport system Metro, light rail Bus rapid transit Dedicated bus 27
network design Metropolitan region Rotterdam The Hague 28
