4 Implementation Plan Effective date of implementation: All mobile cranes registered with MOM on or after 1 August 2015 will have to be equipped with data loggers; and All existing mobile cranes registered before 1 August 2015, will be required to be retrofitted with data loggers by 1 August 2018.
5 Requirements Examples of types of mobile cranes required to be installed with DLs 601- Mobile Crane - Truck Mounted Variable Boom Length Type 602- Mobile Crane - Truck Mounted Fixed Boom Length Type 611- Mobile Crane - Crawler Mounted Variable Boom Length Type 612- Mobile Crane - Crawler Mounted Fixed Boom Length Type 621- Mobile Crane - Wheel Mounted (w/o prime mover) Variable Boom Length Type 622- Mobile Crane - Wheel Mounted (w/o prime mover) Fixed Boom Length Type 651- Mobile Tower Crane (Horizontal Boom) 652- Mobile Tower Crane (Luffing Boom) Note: 1. This classification refers to MOM s classification codes for lifting machines 2. Lifting machines under the above classification codes that does not require the installation of a load radius indicator (LRI) will be exempted from the data logger requirements The diagrams/figures are reproduce from Annex A of SS 536 : 2008 with the permission of SPRING Singapore. 6 Requirements 1. The data logger must be able to perform functions and record operational parameters specified in the following paragraphs. 2. Requirement on Data Logger Functions The table below summarises the functions that have to be performed by the data logger. S/N Specific Features of Data Loggers 1 Detect and record any override key activation for the cranes safety devices (i.e. over-derricking limiter, over-hoisting limiter and rated capacity limiter) 2 Detect and record overloading occurrences (i.e. when load reaches and exceeds 100% of the cranes rated capacity) 3 Equip with data security and anti-tampering feature 4 Download recorded data 5 Generates reports
7 Requirements 3. Requirement on Operational Parameters to be Recorded The table below summarises the operational parameters that must be recorded by the data logger. S/N Recorded Parameters by the Data Loggers 1 Date and Time 2 Crane configuration 3 Permitted load, actual load, percentage of usage of rated capacity (for main hook and auxiliary hook) 4 Radius of load 5 Slew angle (applicableto cranes with safe working load that varies according to its slewing angle) 6 Main boom angle, fly jib angle (if applicable) 7 Boom length,fly jib length (if applicable) 8 Sequence of extension (for telescopic cranes) 9 Status of limit switches 10 Status of override key activation (for over-derricking limiter, over-hoisting limiter and rated capacity limiter)
8 Requirements 4. Other requirements i. The data logger must be automatically switched on and operational whenever the mobile crane is in operation. ii. The data logger must be synchronised with the mobile crane as an integrated system without safety implications, undue limitations and or restrictions to the crane operation. iii. Data from the data logger shall be downloadable by interested parties, such as crane owners or occupiers, on a regular basis. The report generated shall be in a readable format that is easily comprehensible.
9 Co-Funding Scheme for Existing Mobile Cranes Funding Assistance to support existing fleet of MC WSH Council will launch a co-funding scheme which will cover 50% of the cost of installation up to $5,000 for each registered crane. The funding will be available from 3 August 2015 on a first-come-first serve basis and it will cease on the 31 July 2018 or when the funds have been fully disbursed.
10 Co-Funding Scheme for Existing Mobile Cranes Eligibility Criteria Mobile Crane is registered with MOM before 1 Aug 2015; Has more than 5 years of remaining lifespan; Installed with a Data Loggers listed on WSH Council website Listed as one of the following mobile crane types (601, 602, 611, 612, 621, 622, 651 and 652). Design safe working load (Maximum Capacity) Maximum allowable years of service from the year of manufacturing 50 tons and below 20 Above 50 Tons but not more than 100 Tons Tons and above 30
11 Co-Funding Manufactures Scheme role for Existing Mobile Cranes Crane Owner s role MOM Crane Owners Crane Manufacturer Authorised Examiner WSHC Crane manufacturers/ DL vendors can apply with MOM to conduct an assessment for the data loggers to be eligible for funding Engages crane manufacturer/ DL vendor to install eligible DL on the existing Mobile Cranes Manufacturer/ DL vendor proceeds to install DL on crane AE inspects crane to verify that DL installed is according to MOMs requirements Crane owners can make the fund application on WSHC website. If the application is in order, funds will be disbursed up to 50% or $5000 per crane whichever is lesser
12 Co-Funding Scheme for Existing Mobile Cranes Requirement for Approval (For Crane Manufacturers/ DL Vendors) 1. Crane Manufacturers/ DL vendors can make an application for the approval by submitting the below listed documents in a CD format to OSHD Documents to be submitted (in CD format): a A completed application form b Operational manual for the data logger c Sample report generated from the data logger 2. Upon receipt of the completed application, an inspector from OSHD may request for a demonstration of the functionality of thedataloggertobecarriedout. 3. Once the Ministry is satisfied with the assessment, a letter of successful application will be issued by the Department. The list of approved data loggers will be published on the WSH Councils website.
