6 Life Cycle Approach to Crane Safety WSH Regulatory Framework for Cranes To adopt a Life Cycle Approach to Crane Safety; from Import / Sale -> Installation -> Use and Operation -> Dismantling -> Storage Maintenance - > Disposal To review and enhance WSH Regulations governing Crane Safety regularly to ensure regime continue to remain robust and relevant to changing operating conditions. To make available various compliance assistance resources on Crane Safety such as Codes of Practices, Standards, Technical Advisories and Toolkits to help stakeholders implement the requirements and initiatives. 9 New WSH (OOC) Regulations Extension of Coverage Extension of coverage from Factories to all workplaces where any lifting operation involving the use of a Crane is carried out 2. Development and Implementation of Lifting Plan Lifting operations are high-risk activities that require thorough and prior planning. New Regulations require that a Responsible Person to establish and implement a Lifting Plan before any Lifting Operation. 3. Enhancement of Duties of Lifting Supervisors The enhanced duties includes: i. To supervise all lifting operations by a mobile or tower crane in accordance with the Lifting Plan ii. To brief all crane operators, riggers and signalman on the Lifting Plan 9

11 National Crane Safety Taskforce About the Taskforce Formed by MOM and WSHC in July 2009 to improve safety of crane operations Led by Mr. Tan Wee Seng, MD of Lend Lease Pte Ltd Comprised members from various stakeholder groups including govt, industry and suppliers Terms of Reference Provide industry leadership & work with the MOM and WSHC to make recommendations to improve the safety of crane operations; Provide industry inputs when developing the implementation plan for the recommendations; Garner buy-in & support from industry for effective implementation of the recommendations to reduce work-related fatality & injury rates involving crane incidents; and Represent as industry spokesperson at relevant engagement events. 11

13 National Crane Safety Taskforce Crane Safety Analysis and Recommendation Report 2009 (CSAR) Taskforce worked with WSHC and MOM to review 40 past crane incidents. Findings published in CSAR. Based on these findings, Taskforce made its recommendations and embarked on threepronged strategy to raise Crane Safety standards Strategy 1 Enhancing Competency and Capability Strategy 2 Enhancing Awareness of Key Issues Strategy 3 Strengthening Standards and Practices 13
14 Strategy 1 Building Competency & Capability New Initiatives Strategy 1 To build strong Capability and Competency of various individuals in value chain to better manage safe operation of Cranes at workplaces. WESCO Workshop To Enhance Safety of Crane Operations (WESCO) is mandatory requirement before renewing Crane Operator license Launched in Oct 2010 To date 57 classes conducted for over 1,100 Crane Operators About 70% has completed and passed Remaining 30% has opportunity to enhance their knowledge and retake the assessment Enhancing Training Curriculum for Lifting Team Lifting Supervisors New Lifting Supervisors Safety Course (LSSC) launched in Aug 2010 Conducted by 15 ATPs Over 1,590 has attended the LSSC Close to 70% has completed and passed Rigger & Signalman New Rigger and Signalman Course launched in May
15 Strategy 1 Building Competency & Capability Strategy 1 To build strong Capability and Competency of various individuals in value chain to better manage safe operation of Cranes at workplaces. New Initiatives Enhancing Capability and Competency of Approved Crane Contractors (ACC) 1. Development of Generic Training Curriculum for Approved Crane Contractors (ACC) for Tower Cranes. 2. Facilitation of attainment of bizsafe level 3 for all ACCs 95% July 11 15

To promote crane safety messages through the various platforms to heighten awareness of key issues. New Initiatives 1. Creation of industry-led Networks and Interest Group on Crane Safety Tower, Mobile and Lorry Loaders IG 2. Creation of Engagement Platforms on Crane Safety Forums, Seminars, Workshops and Dialogues 3. Dissemination of Crane safety messages, information and advisories 17
18 Strategy 3 Strengthening Standards & Practices New Initiatives Strategy 3 To review and enhance WSH Regulations governing Crane Safety regularly to ensure regime continue to remain robust and relevant to changing operating conditions. To make available various compliance assistance resources on Crane Safety such as Codes of Practices, Standards, Technical Advisories and Toolkits to help stakeholders implement the requirements and initiatives. CP on Safe Lifting Operations in the Workplace Contents The WSH Council has worked closely with the Taskforce to develop a new CP for Safe Lifting Operation at Workplaces. Developed to provide practical guidance and set best practices in conducting lifting operations safely. Highlights key factors to be considered in the planning and execution of lifting operations, and introduces the Lifting Plan as a requirement and systematic approach towards planning a safe lifting operation. WSHC and Taskforce will work on helping industry put Lifting Plans in place. The Safety Compliance Assistance Visits (SCAV) which was successfully done to promote Work at Height safety will be similarly deployed to help industry develop and implement lifting plans on-site. 18
19 RAISING CRANE SAFETY STANDARDS A COLLABORATIVE APPROACH Crane Safety Capability & Competency It is critical that stakeholders be equipped with the relevant skills and competencies to better comprehend, control and deal with Crane Safety risks. Building Partnerships To leverage on platforms such as the National Crane Safety Taskforces and the Industry Committees and Associations to encourage cross-fertilisation of ideas and coordination of efforts to improve Crane Safety.. Awareness To encourage businesses to adopt Crane Safety Best practices which can bring business benefits. Legislation & Standards Beyond capability building, we need to establish and maintain an effective regulatory framework for Crane Safety to implement the desired outcomes such that they remain relevant to industry trends. Strategic Enforcement Targeted interventions and enforcement actions developed to ensure that priority areas and critical gaps on Crane Safety are addressed. 19
