1 FLORIDA DEPARTMENT OF TRANSPORTATION ADDENDUM NO. 1 DATE: May 16, 2017 RE: BID/RFP #: BID/RFP TITLE: Intelligent Transportation Systems (ITS) Field Device Replacement in Broward County OPENING DATE: May 23, 2017 Notice is hereby given of the following changes to and answers to questions regarding the above-referenced BID/RFP: 1. Question: Whether companies from Outside USA can apply for this? (like,from India or Canada) Answer: Yes, although the majority of the work outlined in Exhibit A requires the vendor to be on site. See answers to questions 2 and Question: Whether we need to come over there for meetings? Answer: Yes, all meetings will be either at our Transportation Management Center or at the camera sites in the field. 3. Question: Can we perform the tasks (related to RFP) outside USA? Answer: No, the work requires the on-site installation of cameras and networking equipment. 4. Question: Can we submit the proposals via ? Answer: No, please review Special Condition 27 of the Invitation to Bid. 5. Question: Do we qualify to bid this project being qualified with FDOT with the work classes of Electrical Work, Intelligent Transportation Systems, and Computerized Traffic Control? Answer: They are qualified to bid on this project as long as they meet all of the qualifications in Section 9 of the Advertisement and meet the Liability Insurance requirements in Section Question:.In Exhibit C (Bid Sheet), sheet C-3 of 3, the last pay item states Transcoder Servers and Additional Equipment as Specified in Exhibit A, Section Page 1 of 2

2 4.6. When we go to Exhibit A (Scope of Services), section 4.6 pertains to the UPS requirements. We have also performed word searches of this document and cannot find the word Transcoder or Server. Can you provide more information on what is to be included in this particular pay item? Answer: The pay item (TRANSCODER SERVERS AND ADDITIONAL EQUIPMENT AS SPECIFIED IN EXHIBIT A, SECTION 4.6) had been removed from the Scope [prior to advertisement] but was still on the Bid Sheet. We removed it from the attached Bid Sheet. (See change, below) 7. CHANGE: Exhibit C, Bid Sheet is hereby deleted and replaced with the attached, revised Exhibit C, Bid Sheet. Bidders/Proposers must acknowledge receipt of this Addendum by completing and returning to the Procurement Office with their bid submission, by no later than the time and date of the bid/proposal opening. Failure to do so may subject the bidder/proposer to disqualification. 3 Bid Sheet Each Vendor shall submit to FDOT, along with its Bid Sheet a breakdown of the costs of work and such other information as to enable FDOT to easily evaluate the progress of work and the value thereof. It will be used to distribute the project costs in accordance with the Project Schedule, which will then become the basis for computing and/or verifying the Vendor's progress payments requests. The primary breakdown of costs is shown below. Further breakdown shall be at the Bidder s discretion and shall be specific to the project and its variety of tasks and disciplines. Pay Items Notes for Part A below: In addition to Pay item notes, Vendor shall follow Exhibit A (Scope of Services for all Pay Item Requirements IT INCLUDES THE COST OF ALL NECESSARY DEVICES REQUIRED FOR TRAFFIC CONTROL THROUGH WORK ZONES TO PERFORM MAINTENANCE OF TRAFFIC PER LATEST FDOT DESIGN STANDARD INDEX 600 SERIES FOR ALL PROJECT SITES INCLUDES THE COST OF FURNISHING AND INSTALLING A NEW CAMERA LOWERING DEVICE AND TESTING INCLUDES THE COST OF REMOVING OF THE EXISTING CAMERA LOWERING DEVICE INCLUDES THE COST OF FURNISHING AND INSTALLING SURGE PROTECTION DEVICES AND TWO CYBERLOCKS ON EACH CABINET. IT SHALL ALSO INCLUDE THE COST OF REINSTALLING COLLOCATED ITS DEVICES, GROUNDING SYSTEM AND EQUIPMENT THAT ARE NOT BEING REPLACED AS PART OF THIS PROJECT INCLUDES THE COST OF REMOVING FOR FIBER OPTIC PATCH PANELS, MANAGED FIELD ETHERNET SWITCHES, UNINTERRUPTABLE POWER SOURCES, POWER DISTRIBUTION UNITS, SURGE PROTECTION DEVICES AND CYBERLOCKS. IT SHALL ALSO INCLUDE THE COST OF REMOVAL OF COLLOCATED ITS DEVICES & EQUIPMENT THAT ARE NOT BEING REPLACED AS PART OF THIS PROJECT INCLUDES THE COST OF FURNISHING AND INSTALLING A MANAGED FIELD ETHERNET SWITCH AND TESTING INCLUDES THE COST OF POWER DISTRIBUTION UNIT, BATTERIES AND TESTING. All furnish only units in Part B shall be the same make and model as parts furnished and installed in Part A. C-1 of 4

6 MFMP Transaction Fee: All payment(s) to the vendor resulting from this competitive solicitation WILL be subject to the MFMP Transaction Fee in accordance with the referenced Form PUR 1000 General Contract Condition #14. However, all vendors should be aware, that effective July 1, 2016 through June 30, 2017, in accordance with House Bill 5003 Sec.73, the Transaction Fee will be seven-tenths of one percent (.70%) of the payment issued. The Transaction Fees imposed shall be based upon the date of issuance of the payment.
