1 COURSE GOAL The availability of drugs and others essential supplies determine the success of any health program. Without a reliable supply of contraceptives, a family planning program cannot serve its customers; without appropriate drugs, a tuberculosis program cannot offer treatment. An effective AIDS treatment program requires an uninterrupted supply of antiretroviral drugs. To forecast, quantify, and procure any commodity requires the ability to effectively and efficiently allocate existing and future resources as well as manage the procurement process. The efficient management of health commodities is imperative in the current environment of increasing demand and limited resources. Therefore effective inventory management of health commodities determines to a greater extent the effective delivery of any health system. It has an impact on all functions of any health system including finance. To be effective health systems need to manage health commodities in a logical and consistent manner. ESAMI USAID DELIVER PROJECT will be offering its introductory course in Quantification and Procurement Planning. The goal 1
2 of this course is to increase participants knowledge and skills in using a data driven process to: Improve accuracy of forecasts Estimate funding requirements and identify funding sources to meet mid to long term needs Develop a procurement plan Understand the utility of software packages in quantification and procurement processes Evaluate and respond to environmental or policy constraints to forecasting and procurement planning AREAS OF LEARNING Participants will engage in a range of activities, including case study, demonstrations, and exercises which will provide participants with the opportunity to increase their knowledge and skills in the following topics: Utilization of data from an LMIS for quantification Forecasting methodologies Estimating program requirements 2
3 Procurement This course includes a practical application of quantification and procurement planning software tools. The exact content of the course will be adapted to address the needs of participants specific to the health programs with which they work. WHO SHOULD ATTEND Individuals, either in the public or private sector, who have completed a basic course in supply chain management. This course is particularly relevant for mid to senior level staff who are responsible for planning and implementing activities to strengthen the supply chain of family planning, AIDS prevention and treatment or other health commodity logistics systems at the national level, particularly in regard to forecasting, quantification, and procurement. These individuals can also play a role in influencing changes to the ways in which program commodities are managed. Their specific responsibilities may include: Preparing quantification and procurement plans 3
4 Ensuring data quality Monitoring product availability and taking action when supply imbalances exist Assisting partners in identifying financial resources Determining which products to obtain This course is also highly relevant for in-country managers from donor agencies that provide health commodities. The course will be conducted in English. FACILITATORS ESAMI consultants with excellent understanding of the local environment will team-up with USAID DELIVER PROJECT technical advisors in logistics and supply management to deliver the course. These facilitators not only have considerable knowledge of logistics theory, but also have first-hand experience assessing and designing country-specific logistics systems. DATES AND LOCATION 4
