2 PUBLIC TRANSPORT LAWS D. D.Lgs Lgs. 422/1997 in low demand areas, in order to guarantee however the satisfaction of the mobility needs L.R. 22/1998 L.R. 1/2002 provide that Three years Services Program (PTS) has to selected the low demand services,
3 Region Municipality Agreement The agreement "For" the development mobility in the area of Milan, signed with the Regione Lombardia, engages the Municipality of Milan to: (art.2) proceed to the development of the tendering process of Public Transport Services; (art 2) adopt the Three Years Program of Public Transport Services; (art.5) realize alternative public transport systems. With this agreement the Regione Lombardia shall finance the projects of Alternative Transport System (car( car-sharing and DRT) in low or diffuse demand areas until the 50% of investment costs (vehicle and management system) in the limit of 1,9 million euro in three years.
4 The alternative LPT The target of the alternative services, and in particular of the Demand Responsive Transport (DRT), is to offer a quality service in low and/or spread demand areas
5 The alternative LPT The alternative LPT services in this areas can answer in more useful way to the mobility needs than the traditional public lines. This services are characterizes by: alternative operating system alternative entrasting method
6 The analisys stages Agenzia Mobilità e Ambiente, on Municipality of Milan assignment, realized an analysis in order to characterize: the type of alternative system the suited context to set up new LPT alternative services
7 The analisys stages Revealed Preference Quantitative surveying: telephone interview in 31 Municipality Characteristics of actual journey. Focus Group Qualitative surveying: 12 groups with 8 participants Motivation of modal split. Evaluation of new transport system. Stated Preference Qualitative surveying: to private and public customers Compatibility of alternativ public services with characteristic of each scenario
8 The Alternative LPT system Bus on Demand. Flexible service management. Small and confortable vehicles. Stops on demand. Timetable and routes on demand. Collettive Taxi Minibus with fixed routes and stops on demand Car pooling Sharing of private car by different people For example: co-workers with the same car or children from different families with the same destination, etc.
9 Result of the Analysis The sub-urban areas need: 1. Realization and/or improvement of the parkings areas near the main network (railway, tramway and metro). 2. Demand Responsive Transport Service with different organization for every hour bands. 3. Organize an advertising campaign in order to increase the castomer sensibily about the alternative public transport
