Federal Acquisition Regulations Part Total Set-Asides The primary objective of this Federal program is to absolutely localize spending by identifying small businesses from all purchasing locations ( city, county, state, region). In turn, lowering out of area freight charges, expediting product & service to government facilities, increasing local-small business revenue, and to offer reasonable payment terms for both government and small businesses. Did You Know? The Government Set-Aside Directory puts your businesses products and services at the fingertips of ALL applicable Federal purchasing departments in your state and region. The Guide is used in conjunction with the Small Purchase Program in which Federal acquisition regulations dictate that any federal expenditure under $100, must go to a small business. Over half the money spent by the Government last year was awarded to businesses OUTSIDE your state simply because Federal purchasing agents did not know what products or services your company could provide. The Small Purchase Program was raised from $25, to $100, Any Federal expenditure of $2,500 or less can be transacted over the telephone by credit card. The Government is being looked on as the hidden market for the 21st century. 4 Page 5 of 10 Federal Stock Codes How Federal Stock Codes Work: The Government assigns a number to every commodity they purchase and a letter to every service that is bought. Example 1: If you or I needed a computer, we would refer to the directory heading "Computers". The Government would refer to "Group 70, Automatic Data Processing Equipment and Supplies." Example 2: If you or I needed our computer repaired, we would refer to the directory heading "Computer Repair". The Government would refer to "Group J, Maintaining, Repairing or Rebuilding of Equipment." Note: Businesses across America have advertised in publications such as Yellow Pages with no results from government purchasing agents because of how they are trained to buy. If you don t find your classification right away, don t panic. Your classification specialist will help make sure that you are listed exactly where you belong. 7 Page 8 of 10 Company History Alpha Publishing, Inc. was originally established in 1989 in Tampa, FL and published telephone directories for Air Force and Navy bases in Florida. The Government Set-Aside Directory was developed by Alpha Publishing, Inc. along with several purchasing agents at MacDill Air Force Base in Tampa, FL. We successfully published our Directories in Florida and Virginia until 1992 when our Founder/President Thomas Setaro passed away. In 1996 Louise Setaro, Tom s wife, was made aware of the streamlined federal purchasing procedures (Paying with credit cards, less paperwork, no bidding under $2,500, etc) and re-opened API in Mission Statement It is our primary goal to help small businesses reap their fair share of the Federal funds set-aside for them, and to assist them through the process of registration and marketing to the Federal Government. It is also our goal to help Federal purchasing departments save tax dollars by doing business locally saving on out-of-state freight charges and per diem.
