(TEDS) is pleased to present this proposal for the Sumter County Annual Traffic Count Program. TEDS has assembled a team to provide data collection, data reduction and report preparation while providing the best value to Sumter County. This best value is based upon qualified personnel, demonstrated staff and equipment availability, proposed materials and plans, reports from direct and indirect references, and our response and completeness of this written proposal with regards to the Scope of Services. TEDS is a licensed professional engineering firm owned and operated by Ms. Deanna F. Ferrell, MBA. As President of the company, Deanna oversees the daily operations of the company and has the ability to make financial commitments without seeking approval from others. TEDS specializes in providing data collection, data reduction, mapping and report preparation services. On a daily basis TEDS is responsible for conducting and/or utilizing short-term traffic surveys. TEDS knows and understands the importance of gathering data as a cooperative effort with the FDOT, local governments and metropolitan planning organizations (MPO). Most importantly, TEDS understands the importance of the quality and accuracy of the data. Data is the basis of most decisions made with respect to the transportation network. We commit to providing our customers with comprehensive solutions to transportation issues in a timely and consistent manner. The guiding principle of TEDS is very straight forward Doing the right thing!!! TEDS staff possesses knowledge and experience of traffic count data collections and data reductions, mapping and summary reports, and are never late with our deliverables. We currently have contracts with many other public sector organizations in the State of Florida; County/City/MPO entities included, to perform their traffic counts as well. We have read the Scope of Services and fully understand the services required by the County for their successful Annual Count Program. TEDS is financially stable and has the necessary resources, human and financial, to provide the services at the level required by the County. TEDS will provide the County with experienced professionals who demonstrate responsiveness, completeness, and accuracy thus providing the best value to the County. The TEDS team will be led by our Senior Vice President / Chief Engineer, Fred D. Ferrell, PE. Fred has over 30 years of experience, specifically in traffic engineering, and understands the importance of accurate and reliable traffic data. Fred has been involved in all aspects of traffic engineering over the past 30 years, however, his roots and those of TEDS are planted deeply in data collection activities. TEDS was originally established as a data collection firm and while evolving to a full service transportation engineering firm, accurate and reliable data is the cornerstone to the activities and services TEDS provides. TEDS data collection capabilities and resources are unmatched along with being supported by knowledgeable staff in GIS applications and other related activities. Fred will be supported by TEDS Vice President of Transportation Engineering, Chris J. Walsh, PE along with TEDS Vice President / Data Collection Manager P. Halley Ferrell. Chris has over 20 years of diverse transportation planning and traffic engineering experience and oversees staff completing traffic engineering studies and design tasks along with various transportation planning activities. Along with overseeing the various work assignments, Chris routinely completes many of the studies independently utilizing his wealth of knowledge in transportation planning and traffic engineering. Halley has over seven (7) years of data collection experience and completes / oversees the daily activities of TEDS data collection program. Committing the leadership staff of the firm to lead the TEDS team allows the Sumter County Project Manager the resources and confidence of having access to years of experience and knowledge not typically available. This experience eliminates all technical and institutional learning curves. TEDS team structure proposed on this project is consistent with current professional services contracts with the Florida Department of Transportation (FDOT), Lake County Engineering, Volusia County Traffic Engineering, River to Sea Transportation Planning Organization and other governmental agencies completing similar types of work. This overlap of similar type projects / contracts provides numerous efficiencies and advantages for Sumter County. This staff includes engineers and technicians with the education and experience necessary to provide high quality products desired and deserved by our clients. The TEDS staff possesses the knowledge of traffic engineering, transportation planning, data collection and GIS applications. TEDS staff have personally completed and / or coordinated numerous projects with local, state and federal government agencies. The following key leadership staff members are committed to Sumter County for this project: Fred D. Ferrell, PE Sr. Vice President / Project Manager Fred oversees all technical services completed as part of his daily activities at TEDS along with being directly involved in the day-to-day decisions made with engineering, planning and data collection. Fred has over 30 years of experience in transportation engineering and management. Fred s experience and respect gained in the industry while leading the FDOT District 5 Traffic Operations Office continues with TEDS. On a daily basis, TEDS is responsible for providing professional traffic engineering, operations, planning, data collection and design services to various local governments and FDOT. TEDS technical expertise is built around Fred s experience and work ethic, with staff available based on the needs of the project. Fred believes TEDS staff is able to not only complete traffic engineering studies, but also are proficient in traffic engineering design and various data collection activities. These work activities illustrate TEDS ability to handle diverse assignments concurrently, while maintaining the schedules and quality deserved by the agencies. Chris J. Walsh, PE Vice President / Sr. Transportation Engineer Chris oversees all transportation planning and traffic engineering services completed as part of his daily activities at TEDS along with being directly involved in the day-to-day decisions made with the engineering and planning work being completed. Chris has over 20 years of diverse experience in transportation engineering and planning, currently leading TEDS efforts as part of the Lake County Transportation and Traffic Engineering contract, FDOT-5 Traffic Safety Contract and numerous local governmental agency contracts. Chris is responsible for all production work involving traffic operational studies, traffic signal plans, signing and pavement marking plans, lighting plans, maintenance of traffic plans, ITS plans, transportation planning activities (typically TIA development and / or review), GIS and other study and design activities as necessary. P. Halley Ferrell Vice President / Data Collection Manager Halley is responsible for coordination, completion and production efforts completed by TEDS on all data collection activities. Halley has been involved with overseeing, coordinating or completing over 10,000 traffic counts (automated and manual) since beginning with TEDS. With over seven (7) years of applicable data collection experience, Halley has completed counts as far south as Miami and north to Tallahassee, with the majority of his experience in Central Florida. Halley routinely completes the various data collection activities along with reducing field data to client specific formats, while overseeing TEDS staff of technicians.

In addition to the above noted specific traffic data collection equipment, TEDS maintains over forty computers within the company network along with numerous laptop and / or portable devices. Data is backed-up daily and weekly locally at TEDS office in DeBary along with remotely at two separate locations, including TEDS off-site warehouse. With TEDS staffing and resources in-hand and available, TEDS can and will meet or exceed the Sumter County Data Collection contract requirements of submitting 176 counts within the first quarter of the year and updating and delivering the Sumter County map books and traffic count display maps, as outlined in the scope of services.

12 B: Proposed Approach and Process

13 Page B-1 Sumter County Annual Traffic Count Program PROJECT APPROACH AND PROCESS TEDS approach and process to complete the tasks associated with the Sumter County annual traffic counts is similar to how TEDS currently completes the FDOT District 5 annual traffic counts along with the Volusia County annual traffic counts. Most importantly, the staff that will be assigned to complete this work has extensive data collection and GIS experience and understands the need for quality and timely submittals to the County. TEDS process in completing the various tasks of the annual traffic count program as follows: TASK 1 Traffic Count Data Collection and Data Reduction Prior to beginning any data collection activities, TEDS will certify that all equipment being used on the project is certified and collecting accurate data. This is an annual process that TEDS completes, along with random checks throughout the year to ensure our count equipment is performing accurately. TEDS staff will then plan out the deployment of our traffic count equipment and develop an overall schedule. This schedule will be delivered to the Sumter County Project Manager and will be updated weekly to ensure all parties are knowledgeable where field equipment is being deployed on the County road system. For all automated counts, TEDS will use ADR 1000 and IRD ACE traffic counters to record all volume and classification data. These devices record the time of each axle crossing the tubes and through the use of machine specific software provides reports that can be downloaded in 15-minute and hourly timeframes. When performing these automated counts and prior to leaving the equipment in the field in operation, TEDS technician will verify accurate operation while on-site by manually counting cars and confirming data on the LED displays. Along with placing the machines in operation at the specified location, TEDS technician will fill out a form detailing the location, tube configuration, GPS coordinates, time and date. This information is important as it allows office staff to check set-ups to ensure they coincide with the requirements of the equipment and the contract. The following are some the set-ups of the various types of traffic counts included in Task 1: Volume o All traffic counts will be completed as directional traffic counts and will be used to develop the ADT for each count station location. Two-lane roadways will be set using what TEDS refers to as a long / short tube arrangement, which allows counting of each location with one traffic counter and separate the traffic directionally. With roadways that have a median, again one counter will be used but instead of using a long / short tube arrangement, TEDS will use one tube per direction to cover all lanes / direction. Securing the traffic counters to sign posts, poles, trees, etc... with locks and chains is routine; however, if nothing is available to secure the traffic counters (particularly in medians), TEDS has screw-in devices that allow securing the traffic counters independently. The road tubes will be secured to the roadway with PK nails and road tape.

14 Page B-2 Classification o Successfully collecting classification data on two-lane roadways is far different than collecting classification data on multi-lane roadways. The hardware installed and the methods employed vary similarly to volume counts as noted above. However, to clearly describe the set-ups, we will address the subject of vehicle classification by roadway type: Two-lane Roadways These roadways are definitely the easiest roadways to classify, since there are rarely traffic issues that affect the accuracy of the counts. Centerline encroachment or simultaneous crossings are the primary issues on two-lane roadways; however, the ADR and IRD internal software is capable of accurately classifying vehicles in both directions and therefore diminishing the impacts of these concerns. When collecting data on two-lane roadways, TEDS will: Install four (4) road tubes two for each direction of travel and set-up similar to the long / short tube arrangement noted above. The road tubes will be set precisely 8 apart (secured with PK nails and road tape) per direction to accurately classify the traffic counted; Record the traffic count location site information along with documenting the GPS coordinates, similar to the procedure used as noted for volume counts; Connect the traffic counter to the road tubes and specify the type traffic count setup. TEDS technician will then manually count a short period of time and compare the manually collected data to that of the automated traffic counter to ensure the traffic counter is counting accurately. Multi-lane Divided Highways with Medians Substantial effort is required to successfully collect classification data on multi-lane divided highways. This effort is necessary to allow collection of classification data per lane. Similar to two-lane roadways, long / short tube arrangements are used but deployed per direction. TEDS traffic counters have sufficient ports to use one (1) counter per location for a four-lane highway. However, if the roadway being counted is greater than four-lanes, additional counters and tubes are required to accurately collect classification data per lane. When collecting data on multi-lane divided highways with medians, TEDS will: Install four (4) road tubes (long / short arrangement) across both roadways (eight tubes total) precisely 8 apart per lane per direction (secured with PK nails and road tape); Record the traffic count location site information along with documenting the GPS coordinates, similar to the procedure used as noted for volume counts; Connect one traffic counter to each tube (TEDS ADR counters have 8-ports) and specify the type traffic count set-up. TEDS technician will then manually count a short period of time and compare the manually collected data to that of the automated traffic counter to ensure the traffic counter is counting accurately. Multi-Lane Roadways without Medians These sites are typically site specific, but on most occasions are counted similar to the multi-lane divided highways, except an additional counter is required since the counters must be placed on the outside shoulder vs. the median. Otherwise, the set-up is the same.

15 Page B-3 Golf Carts o With over 50,000 golf carts in the Villages, assessing the overall use and volume of these vehicles is key in understanding the travel patterns of residents in Lake and / or Sumter County. When a golf cart path is separated from the travel way, it is important to set the traffic count equipment in a manner that will separate and quantify the golf carts from the remaining traffic, providing directional volume counts of the golf carts. ADR and IRD traffic counters accurately detect golf carts and record them similar to how other vehicles are recorded. Additionally, should the automated counters not accurately detect / quantify the golf carts due to the geometry or other issues, TEDS will deploy MioVision cameras and record the count location to determine the golf cart volumes. Should the automated counters not accurately detect / quantify the golf carts due to the geometry or other issues, TEDS will deploy MioVision cameras and record the count location to determine the golf cart volumes. Flipping of machines this term is used for the moving of the traffic count equipment in the middle of the week to allow two (2) counts per machine (at two different locations). ADR traffic counters have internal memory and therefore can store multiple counts before returning to the office to download. IRD traffic counters are downloaded in the field (either on laptop or separate IRD storage device) or brought back to the office to download data before resetting at new location. Regardless of the method used, TEDS routinely flips all traffic counters on Wednesdays to allow for two (2) counts / machine to be completed. At the end of the week, all data is downloaded and reduced into the format as specified in the scope of services. The data is reviewed by TEDS staff to determine if there are any obvious discrepancies and if found acceptable, will be provided to the Sumter County Project Manager weekly for review. Regardless of the type of traffic count being completed, safety is TEDS staff #1 priority. Great care is taken when working in the road. Additionally, TEDS takes extra steps when crossing sidewalks with roadway tubes. TEDS strives to never cross sidewalks, but in some cases it is unavoidable and during those instances the tubes are secured to the sidewalk and then covered with gorilla tape to prevent a tripping hazard. TASK 2 Mapping and Summary Report After all data is collected and approved by the Sumter County Project Manager, TEDS Vice President of Transportation Engineering will work with TEDS in-house GIS transportation analysts to update the maps and files for the County. After this effort is completed, TEDS will provide the Sumter County Project Manager with draft documents (count booklets / table summaries / 36 x 58 traffic count maps) for review prior to finalizing. Upon receiving approval of draft documents, TEDS will move the documents into final production for delivery no later than May 1 st.

31 FRED D. FERRELL, PE Sr. Vice President / Chief Engineer OVERVIEW: Mr. Fred D. Ferrell, PE is the Chief Engineer for Traffic Engineering Data Solutions, Inc. (TEDS) and has over 28 years of engineering experience developing and providing cost-effective solutions to client transportation needs. His professional experience includes transportation engineering and management with the Florida Department of Transportation (FDOT) District 5 along with the private sector. His transportation engineering experience includes expertise in access management, traffic operational studies, traffic engineering design, special events coordination and intelligent transportation system development and operations. His management experience includes oversight and direction of the Operations Department at FDOT, including the offices of Traffic Operations, Construction, Maintenance, Materials and Research, Traffic Safety and Occupational Safety/Emergency Management. The following are a general overview of areas of expertise Fred has been involved with or responsible for their successful implementation: TRAFFIC OPERATIONAL STUDIES: Prepared or been responsible for more than 2,500 traffic operational studies including spot-speed studies, mid-block pedestrian crossings, signal warrant analyses, intersection analyses, corridor analyses, highway lighting justification analyses and various safety studies for FDOT, Volusia County, Volusia TPO, and numerous cities in Central Florida. Fred has been called to lead unique projects that are challenging from not only the technical aspects, but also the institutional aspects. ACCESS MANAGEMENT: Fred was instrumental in implementation of the Access Management process within FDOT, participating in numerous statewide workshops and implementing / applying access management guidelines along the state highway system in FDOT District 5. Fred completed specific access management studies on state highways in Central Florida that compared before and after statistics of safety and traffic operations improvements. Additionally, Fred has completed access management studies of existing roadways and developed future plans for median access control. TRAFFIC ENGINEERING DESIGN: Prepared and reviewed a significant number of traffic signal, signing / pavement marking (S&PM) and lighting plans in the Central Florida area on State, County and City roadways. Fred s experience includes the design of span wire and mast arm signals, pedestrian signals, S&PM plans for interstate projects, plans for a road-diet, LAP-funded projects, roadway and pedestrian lighting plans and design-build projects. Clients include FDOT, Central Florida Expressway Authority (CFX), Volusia County, Brevard County, Holly Hill, Port Orange, Melbourne, South Daytona, DeBary, Cape Canaveral, Satellite Beach, Daytona Beach Shores and Daytona Beach. ITS: Fred has been involved in planning, design, operation and maintenance of ITS systems in Central Florida since conception. WALSH, PE Vice President Transportation Engineering OVERVIEW: Mr. Chris Walsh is the Vice President of Transportation Engineering and Senior Project Manager for TEDS, with 22 years of diverse experience in both transportation planning and traffic engineering projects within Florida, including detailed operational assessments of roadways, intersections and interchanges, safety evaluations, and traffic operation design. He has served as project manager on a significant number of continuing contracts and has a proven ability to lead and integrate multiple disciplines, leading projects from the initial planning stages, developing real-world implementable solutions, and ultimately directing a team of design engineers during plans preparation. Chris provides public and private sector perspectives which have been beneficial to public clients when long range planning, operational needs and funding considerations are addressed. TRAFFIC OPERATIONAL STUDIES: Prepared more than 250 traffic operational studies including spot-speed studies, mid-block pedestrian crossings, signal warrant analyses, and roadway safety audits for such agencies as Orange County, Seminole County, Volusia County, Lake County, FDOT, along with numerous cities. Chris has been called to lead unique projects like the Volusia County Beach Safety Study, and was responsible for the Traffic Calming Program Handbook in the City of Ormond Beach. TRAFFIC ENGINEERING DESIGN: Prepared and reviewed a significant number of traffic signal and signing/pavement marking (S&PM) plans in the central Florida area. His experience includes the design of traditional signals, emergency signals, interchange signals, S&PM plans for interstate projects, plans for a road-diet, parking plans, LAP-funded projects, and design-build projects. Clients have included FDOT, Eastern Federal Lands (FHWA), Volusia County, Lake County, Daytona Beach, Port Orange, and Melbourne, along with a number of private developers. TRANSPORTATION PLANNING: From design traffic, to long-range evaluations, to interchange simulation, Chris has a demonstrated ability to effectively analyze future transportation needs on a wide-array of projects. Given his unique ability to quickly identify creative solutions that work, he is called upon for unique projects like the lane-reduction streetscape project in Daytona Beach Shores, and the US 41 projects in Sarasota where he utilized pedestrian-bicycle level-of-service assessments to evaluate the benefits between roundabout and signalized control. With his common-sense approach, vast volume forecasting expertise, modeling knowledge, and utilization of various tools like simulation, he has a proven ability to successfully take on highly-challenging transportation planning assignments. Coquina Cove, Phases 2-4 Port Orange, FL Produced traffic impact study for a proposed residential development in the City of Port Orange consisting of an apartment complex and single-family housing. Venetian Bay United Methodist Church/School Port Orange, FL Produced traffic impact study for a proposed church and school development in the City of Port Orange. US 441 (Orange Blossom Trail) Mid-Block Pedestrian Crosswalk Study- Orange County, FL Analyzed three existing mid-block pedestrian crosswalks located on heavily traveled US 441 (Orange Blossom Trail) in southern Orange County for FDOT District 5. Interstate 75 at State Road 40 Interchange- Ocala, FL Analysis of an existing congested tight urban diamond interchange with the intent to convert it to a teardrop roundabout interchange by 2020, and eventually a single point urban interchange (SPUI) in the longterm. Analysis determines if a teardrop roundabout is feasible and when conversion to a SPUI would be necessary. These studies, which typically include an assessment of existing conditions, traffic volumes and/or delay data, crash history, and field observations/qualitative assessment, include the detailed development of improvement concepts to ensure feasibility as well as a cost estimate of each improvement. Additionally, through data provided from such sources as the Highway Safety Manual and FHWA s CMF Clearinghouse, a benefit-cost analysis is conducted to determine if the proposed improvements qualify for safety funds.
