2 Safety Non-Negotiables (SNN) Zinfra Group is committed to providing a safe workplace in line with our number one company value Health, Safety and the Environment. To bring this value to life, our strategy is to directly manage critical hazards through Safety Non-Negotiables (SNN s) and systematically manage other safety risks. All employees and vendors (whether suppliers, subcontractors or consultants) need to consistently apply the relevant controls stipulated on these SNN s across all Zinfra Group controlled sites. Any deviation from these SNN s will require a documented risk assessment with approval of the direct manager and HSEQ manager.
3 Definition Working in or near Traffic Work activity where vehicles, plant and pedestrians interact whilst travelling on a public or private roadway, or within static construction sites or depots.
4 Working in or near Traffic - examples Work that may involve working in or near vehicular traffic includes: Electricity servicing and maintenance works. Gas servicing and maintenance works. Depot operations. Construction sites. Trenching/excavation in or near road reserve.
5 Item 1: Must have and follow the Safe Work Method Statement Do you understand the hazards and risks with the work? The most significant risk of working in or near traffic is a Fatality. This may occur by: Being struck by a vehicle or mobile plant Collision between vehicles or plant Over the 10 year period from 2003 to 2012, 209 workers died as a result of being hit by moving objects including Trucks, semi-trailers, lorries, cars or mobile plant. (Source: Safe Work Australia, Work-related traumatic injury fatalities, Australia 2012.) What Safe Work Method Statements (SWMS) are relevant? Are all the controls in the SWMS in place? Is there anything unsafe that should be raised with your supervisor?
6 Item 2: Follow the relevant road authority permits A Traffic Management Plan must be approved by the relevant local authority and/or client by obtaining the relevant permits. Each State / Territory in Australia has different legislation concerning the type, use and placement of delineation devices therefore the State / Territory legislation must be consulted when developing a Traffic Management Plan.
7 Item 3: Only start work with a suitable Traffic Management Plan (TMP) in place A Traffic Management Plan (TMP) must be developed, implemented and maintained when working in or near public roadways. The TMP must be: Developed by a qualified and competent person Developed in accordance with AS and the local road authority requirements. Developed involving all relevant parties (e.g. Zinfra Group, local road authorities, client, constructors, emergency organisations and traffic control organisations etc.). Communicated to all personnel on site including any changes. Verified on site that it s suitable for the work environment. Fully implemented before commencing work.
8 Item 4: Only start work after traffic control devices are set up according to the TMP All traffic control devices (signage and barrier systems) must be fit for purpose and comply with the relevant Traffic Management Plan. Before setting-up or implementing a Traffic Management Plan (e.g. before erecting barriers, signage etc.), a pre-start site risk assessment must be conducted to idenfity and manage site specific risks. As part of the pre-start site risk assessment, if any additional hazards are identified (e.g., blind spots, parked vehicles etc.) the Traffic Management Plan must be adjusted accordingly.
9 Item 5: Only set up traffic control devices if you are appropriately trained and certified All traffic control devices must be installed by a qualified person and installed before work commences. Zinfra Group employees or subcontractors required to install and implement traffic management plans must have successfully completed a suitable Traffic Management course conducted by a Registered Training Organisation.
10 Item 6: Maintain communication between traffic controllers and work crews One of the main roles of the traffic controller is to communicate between themselves and the work crew. Communication methods must be established before commencing work. This may include visual contact, hand signals or other means such as two way radios.
11 Item 7: Set up clearance distances between construction plant or vehicles and traffic according to the posted speed limit and road type Clearance distances between construction plant or vehicles and traffic must be delineated by placing traffic control cones / bollards according to the posted speed limit and road type. The recommended maximum spacing of cones placed clear of the vehicle to allow side access is 600mm. This applies particularly to EWP s where the elbow of the EWP must remain 600mm inside the line of the cones.
12 Item 8: Watch for potential changes in visibility or blind spots and adjust the TMP accordingly The TMP must remain active for the duration of the work and be monitored for effectiveness throughout. This includes monitoring for potential changes in visibility such as blind spots created from parked vehicles. If such a change occurs, then the TMP must be amended and communicated to all personnel on site. As part of the pre-start site risk assessment, if any additional hazards are identified (e.g., blind spots, parked vehicles etc.) the Traffic Management Plan must be adjusted accordingly.
13 Item 9: Wear high visibility clothing with reflective stripes at all times All personnel working in or around traffic must wear high visibility clothing in line with AS This includes the requirements for wearing reflective material on the body and arms.
14 Item 10: Follow the Vehicle Movement Plan (VMP) A Vehicle Movement Plan (VMP) must be developed for: Static construction or operations sites Depots or compounds Facilities or site offices The VMP must be communicated to the relevant personnel on site. The VMP or site layout plan, should include: Pedestrian walkways and crossings Parking Loading bays Site Entry and Exit
