16 Transmission Service Requests Control Area A Control Area B Available Transfer Capability = 100 MW FG #1 ATC is path specific. Paths are defined by a Point of Receipt (POR) and a Point of Delivery (POD). Each POR and POD is defined as a control area. ATC is calculated as the First Contingency Interface Transfer Capacity (FCITC). ATC is determined by the First Contingency Flowgate limit and the Transfer Distribution Factor The TDF is the proportion of a power transfer that will flow on the limiting element if the associated contingency occurs. ATC = AFC/TDF 16

18 ATC Calculation AFC If the AFC for this flowgate is determined to be 15 MW and a customer requests service on a path that has a TDF = 0.05, then for each MW of service requested, 0.05 MW of power will flow across the limiting element under the defined contingency condition. Assuming that this flowgate is the limiting flowgate for the requested path, then the ATC on that path is: Committed Capacity ATC = 15 MW / 0.05 ATC = 300 MW CBM TRM 18

20 AFC/ATC Background Each participant in the CMP process is assigned flowgate allocations based on historical usage. The ATC on a particular path is based on the allocation assigned to LG&E/KU and the amount of capacity available to be borrowed from other entities allocated capacity on the flowgate. 20

21 AFC Model Process TVA starts with the MMWG NERC models TVA develops 18 monthly, 35 daily, and 168 hourly models based on MMWG/VASTE models for the ITO TVA takes into account inputs and factors into the models: Transmission Outages Generation Outages Load Forecast Generator Block Dispatch Non-conforming Loads Load Profile Pump-Storage Profile Normally Open transmission Generator dispatch schedule Tagdump schedules Schedule profiles 21

22 ATC Calculation ITO receives model data from TVA including initial AFC values and distribution factors PAAC determines the most limiting value from the ASTFC and the flow based AFC. 29 SIS - Process Overview Customer submits request that requires a system impact study. ITO will tender SIS agreement within 30 days of completed application. Customer executes and returns the agreement within 15 days. Cont. 29

30 SIS - Process Overview (cont) ITO writes a study scope and provides it to an ad hoc study group and the customer. Ad hoc study group consists of the TO, the RC, and any affected third-party TO. Ad hoc group provides its comments on study scope. ITO implements the feedback provided by the ad hoc group and starts the engineering analysis. Cont. 30

31 SIS - Process Overview (cont) ITO identifies any system constraints caused by the requested service and provides a draft report to the ad hoc study group. The TO or affected third party TO will be responsible for developing a mitigation plan (including Redispatch options) to address any constrained transmission elements. The ITO will review the mitigation plan and will include it in the final SIS report. ITO will post the study report on the LG&E/KU OASIS site. 31

32 SIS - Report Disagreements ITO will include any areas of disagreement in final report Transmission Customer can request the TO file unexecuted TSA if: ITO and TO disagree on whether upgrades are needed Customer disagrees with SIS results ITO, TO and Customers can t agree on T s and C s of TSA If TO and ITO disagree on scope of additions or upgrades or customer does not accept the scope of upgrades, parties will attempt to resolve disagreement through Facilities Study. 32

44 TEP ITO Responsibilities Ensure that transmission planning on the TO's system is done on an independent, non-discriminatory basis Independently review, evaluate and approve TO s Planning Criteria Independently review, evaluate and approve TO s Base Case Model and Annual Plan as developed by the Transmission Owner Perform an Independent assessment of the Transmission System using the Planning Criteria and the Base Case Model. Does TO s Annual Plan complies with Planning Criteria? Are upgrade projects in the Annual Plan not necessary to meet the planning Criteria? 44

45 TEP ITO Responsibilities (cont) Hold a Transmission Planning Conference to gather input and consider the planning process and the TO s Annual Plan Provide TO with ITO s conclusions (including any outstanding issues) regarding the reliability assessment and evaluation of the Annual Plan Submit finalized Annual Plan to RC for regional coordination Perform final review and assessment of all plans after regional coordination. Post final Annual Plan on OASIS 45

54 Firm PTP Transmission Service Firm Point-to-Point service is sold in fixed daily, weekly, monthly, and yearly increments. Long-Term Firm Transmission Service: Firm service requested in yearly service increments. Short-Term Firm Transmission Service: Firm service requested in increments of less than one year. 54

55 Firm PTP Service Types Daily Firm Service: May be requested for up to 7 days starting at 00:00 on the first day of the service period and end at 24:00 on the last day of the service period. Weekly Firm Service: May be requested for up to 4 weeks starting at 00:00 on Sunday of the first week of the service period and end at 24:00 on Saturday of the last week of the service period. Monthly Firm Service: May be requested for up to 12 months starting at 00:00 on the first day of the first month of the service period and end at 24:00 on the last day of the last month of the service period. Yearly Firm Service: Must be reserved for a minimum of 1 year starting at 00:00 on the first day of the first month of the service period and end at 24:00 on the last day of the last month of the service period. There is no maximum allowed term for Yearly Firm service. 55

56 Non Firm PTP Transmission Service Non-Firm PTP Transmission Service is available in hourly, daily, weekly, and monthly increments. Prior to submitting a request for Non- Firm Point-to-Point service, eligible customers must execute a Transmission Service Agreement (TSA) for non-firm service 56

57 Non Firm PTP Service Types Fixed Hourly: The service may be requested for up to 24 hours starting at the beginning of a clock hour and stops at the end of a clock hour. Current Hour: The service starts within the current hour or within the next hour but requested less than 30 minutes prior to the start of the hour. Fixed Daily: The service may be requested for up to 7 days starting at 00:00 and stops exactly at 24:00 on the last day. Fixed Weekly: The service may be requested for up to 4 weeks starting at 00:00 on Sunday and stops at 24:00 on a subsequent Saturday. Fixed Monthly: The service may be requested for up to 12 months starting at 00:00 on the first day of the month and stops at 24:00 on the last day of the last month of service. 57

58 Non Firm PTP Service Timing Requirements Monthly service Must be submitted by 14:00 EST of the day prior to the start of service, but no earlier than 60 days prior to the start of service. Weekly Service Daily Service Hourly Service Must be submitted by 14:00 EST of the day prior to the start of service, but no earlier than 14 days prior to the start of service. Must be submitted by 14:00 EST of the day prior to the start of service, but no earlier than 48 hours prior to the start of service. No earlier than 12:00 EST the day before service is to commence* 58

59 Network Integration Transmission Service Network Integration Transmission Service is offered in accordance with Part III of the OATT. NITS is available after a load serving customer interconnected to the LGEE system submits an initial application and executes a Network Operating Agreement. NITS is available on a firm basis for delivery of capacity and energy from designated Network Resources to Network load and on a non-firm basis to deliver energy to Network Load from resources not designated as Network Resources. Customers must submit a valid request on the ITO OASIS as an initial application for NITS. 59

60 NITS Network Resources A new request for NITS from designated Network Resources must be submitted on the LG&E OASIS for each new resource. The capacity reserved should be the capacity being designated on the new Network Resource to serve the designated Network Load. Additional Network Resources may be designated to serve Network Load for a term of one day or greater. A written application, signed by both buyer and seller of the associated energy product, containing confirmation that the resource qualifies as a designated Network Resource must be received by the ITO prior to approval of the OASIS request. In order to qualify as a designated Network Resource, schedules from the resource cannot be interrupted for economic reasons. A customer may properly designate resources from system purchases not linked to a specific unit, provided the purchases cannot be interrupted for economic reasons. 60

61 NITS - Usage Firm transmission service must be used to deliver capacity and energy from a designated Network Resource located outside the LG&E system. The reservation number of the firm transmission service being used to facilitate the addition of such a designated Network Resource must be included in the comments of the OASIS request. This firm transmission service must have a term equal to or greater than the term of the Network Resource designation. A request for NITS from non-designated Network Resources must be submitted on the LG&E OASIS for each resource not designated to serve the customer s Network Load. NITS from non-designated Network Resources may be used on an hourly, daily, weekly, or monthly basis. 61

62 NITS - Usage (cont) Only the customer with the confirmed network service for the load, or a designated agent acting on its behalf, can request network service from nondesignated network resources for that load. The capacity reserved should be the maximum energy to be utilized to serve the designated network load in the specified service increment from the nondesignated network resource. Reciprocal NITS is provided for transactions with sinks and sources in the MISO and PJM areas on a reciprocal basis, as provided in Schedules 7 and 8 of the Tariff. 62

63 Scheduling ITO requirements for submission and processing of schedules are listed in sections 13.8 and 14.6 of the LG&E/KU OATT. Schedules for Firm transmission service must be submitted before 10:00 am EST on the day prior to the start of service. A late Firm Schedule will be allowed even if the unscheduled Firm has been sold on a Non-Firm basis. The Late Firm Schedule must be received at least 1 hour prior to start to displace Non-Firm. Schedules for Non-Firm transmission service must be submitted before 02:00 pm EST on the day prior to the start of service. Schedules submitted after 2:00 p.m. EST will be accommodated, if practicable. 63

64 Scheduling Tag Denial The ITO will deny a tag if: The required information (per the latest NERC E-Tag specification) is not provided, The referenced OASIS reservation is not confirmed and approved, The appropriate scheduling control areas are not listed in the correct order in the CA column on the tag, The Transmission Product Code(s) on the tag does not match the Reservation(s), The tag s Start/Stop times do not fall within the term of service of the reservation, The PSE on the Tag does not match the Reservation Customer, The scheduled capacity does not exceed the reserved capacity, less any other tags scheduled against the reservation, The POR & POD on the tag do not match POR/POD on the reservation, The tag is for zero MW, The source/sink on the tag does not match the source/sink on the reservation, or The tag is submitted late. 64

65 Scheduling Late Schedules Tags received less than 20 minutes prior to the start of the schedule will be denied. The ITO will approve a late schedule for Firm service, although the unscheduled firm transfer capability has already been sold on a Non-Firm basis, if the Late Firm Schedule is received at least 1 hour prior to start. If displacement of Non-Firm service is required, the ITO will notify the Reliability Coordinator (RC) who will implement the curtailment according to NERC TLR procedures. 65
