2 Course Content and Disclaimer Course Description This course will review MISO's outage study processes and the coordination opportunities with TOs and MPs. This course will explain the history of MISO's outage coordination procedures including, how decisions are made, conflicts are resolved and the benefits of transparency. This presentation is intended for those individuals seeking a thorough understanding of MISO s processes and the challenges. This course will include examples of the impacts to Market Operations. It is not intended to provide the mechanics of outage coordination or how-to procedures. Additional training on includes Level 200 and Level 300 CROW training. These courses include processes and mechanics of, reference to user guides, screen-shots, and specific examples where applicable. Frequently used terminology, along with reference-links to MISO documentation and contacts, is included in this presentation. 11 Description of Outage Operations Outages in the Next-Day Process 11 TSP is responsible for ensuring a reliable operating plan for each day TSP achieves this by: Confirming constraints and commitments from OC Identifying new plans based on changing system conditions

12 Description of Outage Operations Provide Information to Market Processes 12 TSP provides Day-Ahead and FRAC with constraints and generator requirements needed for reliability Day-Ahead/FRAC use these to ensure that their least-cost commitment does not adversely affect system reliability Instruct Day- Ahead/FRAC to commit generators required for voltage support or longlead units

13 Description of Outage Operations Outage Studies in Real Time 13 ROE coordinates study results with RC to ensure reliable operations in Real Time Final study based on real time conditions before equipment switched out If an outage is found to cause problems on the BES; the RC can delay, move, revoke, or cancel an outage in CROW

14 Outage Study Process Description of Outage Operations 14 Concurrent Outage Check (from CROW report) Check to determine conflicting outage schedules Historical Outage Summary Look at previous instances of facility outages and review previous mitigation plans Review notes for special study needs (e.g. voltage, stability, wind) Contingency Analysis Perform N-1 contingency analysis to identify voltage and thermal impacts Study multiple, plausible operating scenarios for each outage Based upon operational experience and unique to area of study Utilize EMS model to review contingency changes because of specific equipment in substation being out of service Perform EMS based study to corroborate study results

MISO needs a few pieces of data to understand which generator is on outage and the time duration: Generator name (Network model) Start and End time of outage Outage priority and Cause Code indicating reason for the outage to communicate to MISO operators nature of work Physical outage and associated market unit derate (if applicable) Generator outage information is kept confidential; available to the generator owner and transmission reliability personnel no MFEs Market Participant personnel authorized to submit an outage
