The new IHT Guidelines on Road Safet Audit Steve Proctor, TMS Consultanc
IHT Road Safet Audit Guidelines wh did we revise the guidelines? how should the Guidelines be used? what are the main recommendations? what makes a good Safet Auditor?
Wh did we revise the Guidelines?
Wh revise? need to update 1996 version issues with deliver of HD 19/03 on schemes on local roads clarif role and status of RSA and other audits challenge of MfS, Risk Assessment issues in development control, inc Qualit Audit and Safet Assessment continued concern on legal issues
Safet Audit questionnaire 60 UK local highwa authorities responded 100 tpes of schemes audited b local highwa authorties external 40 internal major hwa major dev traffic mment minor dev minor imp RSS maint
Safet Audit questionnaire 54% carr out RSA based on HD 19/03 14% close to HD 19/03 4 staff per authorit carring out RSAs 3 qualified according to HD 19/03 but what about those who didn t respond?
Safet Audit questionnaire issues raised not enough resources to audit all schemes not enough resources for night visits not enough qualified auditors lack of appropriate information for RSA
Safet Audit questionnaire issues raised RSA too late in planning process not enough resources for two person site visits issues with report format RSA too restrictive for innovative schemes not enough resources for Stage 4 RSAs
What about RSA and other audits? Safet Audit formal, independent assessment of road safet issues on behalf of all road users Safet Auditor role who can be hurt here and wh? and what can be done to reduce risk? highwa factors ke
What about RSA and other audits? Road User Audit consistenc, convenience, comfort, continuit Mobilit Audit accessibilit Qualit Audit process of which RSA is a part
What about other road safet studies? Collision investigations Collision reconstructions Risk Assessment Road Safet Assessment Road Safet Review
Challenge of MfS appropriate use of streets Shared Use behavioural change? residual issues?
Challenge of MfS visibilit forward SSD side road SSD WCC local data No. junctions DMRB MfS >1 pull out collision each ear Reaction 2 4 time pull out seconds collisions in 5 ears 3 Deceleration pull out 2.45m/s 2 collisions in g ears 1.5 seconds m/s g 2 SSD pull at out 50kph 70m 2845m collisions in 5 ears SSD at 65kph 1 pull out 105m 66m 225 collisions in 5 ears SSD at 85kph 160m 101m 2
Challenge of MfS Reduction in signage, road markings start from a position of having no signs excessive street furniture should be avoided
How should safet Auditors respond? address risk at source identif likel collision tpes assess likel speed of traffic related to road width and forward visibilit assess whether signage and markings are approp solutions to behavioural issues undertake local research
What about risk assessment? ,000 deaths 6,000,000 injuries 120,000,000,000 we can prevent some of this but we need to avoid being risk averse injur collisions reported to the police
What about risk assessment? need for Risk Assessment to assess severit vs frequenc need for benchmarking interactive checklists collision frequenc Proposed > scheme Once a uncontrolled Between crossing, ear RA = high 1-3 ears Between 4-7 ears Between 8-20 ears severit Fatal Ver high High High Medium Proposed solution use towpath and bridge, RA = low Serious High High Medium Medium Slight High Medium Medium Low Damage Medium Medium Low Low
How should safet Auditors respond? HD 19/03 does not include RA use RA on innovative schemes use RA on MfS schemes use RA in client meetings use RA as part of Safet Assessments additional cost implications
RSA and development control more discussion later toda Guidelines inc sample planning conditions
Qualit Audit is a series of assessments including RSA managed b LA in conjunction with developer facilitated b consultant? to include comparative assessments of risk? Qualit Audit
Safet Assessments sometimes a need for comparative assessment which option or user is safest? Scenario scheme stage decision When there is a choice between design options, e.g. different b-pass routes, different junction tpe. The client wishes to know which option is safer Comparative risk assessment of road user safet, e.g. an examination of elderl pedestrian road safet compared to cclist safet in a shared use street. The client wishes to have a overview of how safe this will be for all road users Feasibilit Preliminar Design, occasionall detailed design Road Safet Assessment of each option followed b Road Safet Audit at design and postconstruction stages for preferred option Road Safet Assessment of road user safet in addition to Stage 1 (or 2) Road Safet Audit
Legal implications Legal concerns Corporate Manslaughter Legislation RDIM (2007) Civil proceedings for breach of dut of care or negligence
Legal implications Case law demonstrates Highwa Authorities ma be liable for a failure to maintain Highwa Authorities should not create traps Highwa Authorities can defend themselves b showing the have acted reasonabl road users are largel responsible for heir own actions and should take the road as the find it
How to minimise risk Legal implications write local polic and appl consistentl document RSA process in each case consistent approach to problems through all stages use appropriate language in reports client to appoint competent auditors, respond to reports agree how long to keep records
How should the Guidelines be used?
Chapters 1-5: information and context 1. General introduction 2. Safet Audit in context 3. Safet Audit in practice including interactive checklist 4. Safet Audit outside the UK 5. National Standard for RSA
Chapters 6-9: main recommendations 6. Safet Audit on local streets 7. Issues for local highwa authorities 8. Local procedure and polic 9. Legal implications
What are the main recommendations?
Recommendations permissive flexible approach, not rigid 13 main recommendations in Executive Summar: Purpose, Scope, Audit Team, Process, Polic, Developer Audits, Private Sector, Risk Assessment, Safet Assessment More detailed recommendations in individual chapters
Principles of RSA RSA should be done b experienced staff in teams of two Independent of design team with a consistent report format and a formal response the client retains control HD 19/03 is not a legal requirement LHAs can var from HD 19/03 the should produce local policies
Local variations Road Safet Audit Principle HD 19/03 advice Can local highwa authorities var from this advice? IHT Guidelines advice to local highwa authorit Which schemes should be subject to RSA? All schemes that involve an change to existing laout Yes, if resources do not permit all schemes to be audited, or if HD 19/03 is considered inappropriate for some schemes Review schemes carried out b tpe, cost, and impact on the highwa network. Differentiate internal schemes from development schemes designed outside the authorit. Develop criteria for judging level of RSA required for different schemes. It ma be appropriate to develop 2 categories of RSA (HD CAT, and local CAT), and possibl a further categor of safet checks with less onerous procedures
Local variations Road Safet Audit Principle HD 19/03 advice Can local highwa authorities var from this advice? IHT Guidelines advice to local highwa authorit What experience in Road Safet Engineering is required? 4 ears for Team Leader, 2 ears for Team Member,1 ear for Observer, recent experience desired Not for Team Leader in most circumstances Some scope for others For local CAT schemes the Team Member should have a min 1 ear experience, and the Observer ma not need an initial experience Or The combined experience should add up to 5 ears, with a minimum of 1 ear for the Team Member What Road Safet Engineering Training is required? 10 das for Leaders, Members and Observers Not for Leaders and Members Observers on local CAT schemes should have at least 2 das training
Does our local polic state? which schemes to Audit at what Stage? differences with internal vs external schemes? who does Audits and their competenc? RSA process roles and responsibilities? RSA report writing template and pro-formas? the response required to RSA? how to monitor RSAs? how to gain internal/ developer acceptance? that this is Council Polic?
What makes a good Safet Auditor?
attributes of a good auditor. co-ordinate tasks, liaise with others within deadlines write clear, concise reports visualise schemes from plans, from the point of view of ALL road users good attention to detail understanding of complex schemes, memor of standards, control data Problem Summar: risk of vehicle collisions Drivers at the side road give wa with poor visibilit to the right (less than 45m), and emerge up a hill. Despite the 30mph speed limit on the main road, 85%ile speeds are around 41mph, as the 30mph speed limit boundar is located 80m to the right of the junction. Vehicles that emerge slowl due to the hill could be struck b fast moving traffic on the main road, leading to occupant injur. Recommendation Speeds on the main road should be reduced. Visibilit to the right should be improved.
attributes of a good auditor. experience of existing road safet issues evaluate likel collision frequenc and severit defend a position without appearing domineering accept innovation without prejudice
