7 WILSONS LEATHER C-TPAT SECURITY INSPECTION CHECKLIST Facility Name: Facility Location: Date of Inspection: Individual/Company Inspecting Subject Description YES NO COMMENTS Perimeter fencing should enclose the areas around cargo handling and storage. Interior fencing should be used to segregate international, high value, and hazardous cargo. Gates through which vehicles and/or personnel enter or exit should be manned or monitored. The number of gates should be kept to a minimum necessary for access and safety. Physical Security Access Controls Private passenger vehicles should be prohibited from driving through or parking in or adjacent to cargo handling and storage areas. Buildings must be constructed of materials that resist unlawful entry. The interior and exterior structures must be maintained by periodic inspection and repair. All external and internal windows, gates, and fences must be secured with locks. Management or security must control the issuance of locks and keys. Adequate lighting must be provided inside and outside the facility including the following areas: entrances and exits, cargo handling and storage areas, fence lines, and parking areas. Alarm systems and video surveillance cameras should be utilized to monitor and prevent unauthorized access to cargo handling and storage areas. An employee identification system must be in place for positive identification and control purposes. Employees should only be given access to those areas required for the performance of their duties. Company management or security personnel must adequately control the issuance and removal of employee, visitor, and vendor badges. Procedures for the issuance, removal, and changing of access devices (such as key cards, etc.) must be documented. Visitors must present photo identification for documentation purposes upon arrival and be escorted at all times and display temporary identification. Proper vendor ID and/or photo identification must be presented for documentation purposes upon arrival by all vendors. Arriving packages and mail should be periodically checked before being disseminated. Procedures must be in place to identify, challenge, and remove unauthorized persons from the facility. Access to areas where cargo is handled and/or stored should be channeled as much as possible in order to control access. Procedures must be in place to ensure that all information used in the clearing of merchandise/cargo is legible, complete, accurate, and protected against the introduction of erroneous information. Documentation control must include controls regarding computer access and information. To help ensure the integrity of cargo received from abroad, procedures must be in place to ensure that information received from business partners is reported accurately.
8 Subject Description YES NO COMMENTS Procedural Security Personnel Security Arriving cargo should be reconciled against information on the cargo manifest and should be accurately described, and the weights, labels, marks, and piece counts should be verified. Departing cargo should be verified against purchase or delivery orders and delivering or receiving cargo must be positively identified before cargo is received or released. All shortages, overages, and other significant discrepancies or anomalies must be reported and/or investigated appropriately. Customs and/or other appropriate law enforcement agencies must be notified if illegal or suspicious activities are detected. Applicant information, such as employment history and references must be checked prior to the offer of employment. Consistent with foreign, federal, state, and local regulations, background checks or investigations should be conducted for prospective employees. Once employed, it is recommended that such checks and investigations be performed based on cause. Companies must have procedures in place to remove identification, facility, and systems access for terminated employees. Employees must be made aware of the procedures the company has implemented to address a security situation and how to report it. Education and Training Awareness Container Security Additional training should be provided to those employees working in the shipping and receiving areas as well as those delivering mail. Specific training should be offered to assist employees in maintaining cargo integrity, recognizing internal conspiracies, and protecting access controls. A high security seal must be affixed to all loaded containers bound for the U.S. All seals must meet or exceed the current PAS ISO standards. Container inspection procedures must be in place to verify the physical integrity of the container structure prior to stuffing, to include the reliability of the locking mechanisms of the doors. A seven point inspection process is recommended for all containers including: front wall, left side, right side, floor, ceiling/roof, inside/outside doors, and outside/undercarriage. Written procedures must stipulate how seals are to be controlled and affixed to containers - to include procedures for recognizing and reporting compromised containers to U.S. Customs and Border Protection or the appropriate foreign authorities. Only designated employees should distribute container seals for integrity purposes. Containers must be stored in a secure area to prevent unauthorized access and manipulation. Procedures must be in place for deterring and reporting unauthorized access into containers or container storage areas.
9 Subject Description YES NO COMMENTS Business Partner Requirements Information Technology All vendors or service providers in the global supply chain are C-TPAT certified or they are in possession of a letter from a senior executive/partner attesting to security compliance for those vendors or service providers not eligible for C-TPAT certification. Reviews of business partners' processes and facilities should be conducted to ensure that security standards are maintained. Additional criteria should be considered in selecting business partners such as financial soundness, ability to meet delivery requirements, and the ability to identify and correct security deficiencies. Automated systems must use individually assigned accounts that require a personal password. IT security policies, procedures, and standards must be in place and communicated to employees. A system must be in place to identify the abuse of IT including improper access or the altering of business data. Specific training should be offered to assist employees in maintaining cargo integrity, recognizing internal conspiracies, and protecting access controls.
