1 INTEGRATED PEST MANAGEMENT SERVICES Pre-Proposal Meeting Ronald Reagan Washington National Airport June 23, 2010 Highlights of the Statement of Work RFP 1-10-C138 DCA Pest Control
2 INTRODUCTION The Metropolitan Washington Airports Authority (the Authority) is responsible for the operation, maintenance and repair of Ronald Reagan Washington National Airport. The Airport served over 18 million passengers in The contractor shall perform comprehensive Integrated Pest Management (IPM) services at all locations listed on the price schedule and as shown on Appendix A (with the exception of leased Food and Beverage space) in accordance with the Schedule of Services described in Appendix B. The contractor shall perform these services daily Monday through Friday 7AM through 3:30 PM with 24 hour call-back response 24/7/365. The contractor shall determine if pests are existent, perform necessary treatment and/or make recommendations to eliminate or control pests.. The job site consists of 601 acres of which there are approximately 5.1 million square feet of interior facilities. The term of this requirement is intended to consist of a one (1) year base period with two (2) one (1) year Options.
3 Introduction - Continued The primary objective of the IPM program is to achieve long term, environmentally sound pest control through the use of a wide variety of technological and management practices. These practices include inspection/surveillance, identification, exclusion, trapping, communication, sanitation, mechanical means of control, and where appropriate, application of pesticides as well as recommendations for structural and procedural modifications intended to eliminate the food, water and shelter available to pests. The contract that will be awarded by this solicitation is intended to provide for comprehensive IPM Services between the hours of 7:00 AM through 3:30 PM Monday through Friday with 24 hour emergency call back services 365 days a year at Ronald Reagan Washington National Airport. The contract shall also require performance of supplemental services on an as needed and reimbursable.
4 BASE SERVICES DESCRIPTION OF PESTS A. The contractor s IPM Program shall address abatement of the following pests: 1. Indoor and outdoor populations of cockroaches, mice, rats, ants, fleas, ticks, mites, spiders, silverfish and other insects, arachnids, and arthropods. 2. Indoor and outdoor populations winged stinging insects including nests. 3. Individuals of all excluded pest populations that are incidental invaders inside the specified buildings, including winged termite swarmers emerging indoors. 4. Mosquitoes B. Populations of the following pests are excluded from this contract: 1. Birds, bats, cats, dogs and snakes. 2. Termites 3. Pests that primarily feed on outdoor vegetation.
5 Integrated Pest Management Plan (IPM) The contractor s IPM plan shall address the following: Methods for inspection, monitoring and detection. The contractor shall describe methods and procedures to be used for identifying sites of pest harborage and access, and for making objective assessments of pest population levels throughout the term of the contract. Materials and Equipment for Service The contractor shall submit the current labels and Material Safety Data Sheets (MSDS) for all pesticides to be used, and brand names of pesticide application equipment, rodent bait boxes, insect and rodent trapping devices, pest monitoring devices, pest detection equipment and any other pest control devices or equipment that may be used to provide service.
6 B. SUPPLEMENTAL SERVICES The Authority may, during the term of this Contract, request that the contractor perform supplemental services which are outside the requirements of the Base Contract, i.e., special pest control services and technical consulting services.
7 C. CONTRACTOR'S PERSONNEL The contractor shall have a licensed pest control manager assigned to support this contract. Persons applying pesticides must possess a current Virginia Department of Agriculture and Consumer Services Commercial Pesticide Applicator Certificate/License At a minimum, the contractor shall have three individuals SIDA badged and certified to perform services at the airport, one acting as a regular service representative and the other acting as an alternate. Contractor personnel shall be certified to operate Authority provided and/or contractor rented man lifts necessary for the performance of IPM services.
8 D. RESPONSE TIME The contractor shall be available, when requested by the Authority, to respond to and remedy all emergency pest related issues at the Airport 24 hours, 365 days a year for the term of the contract. This service shall be provided as part of Base Services and shall not be an additional cost. Contractor shall respond to all requests for service with 30 minutes during duty hours and within two hours outside of duty hours. Response time is defined as from the time the contractor receives the call from the Authority to the time the contractor arrives at the area requiring service.
9 DAILY REPORT The contractor shall submit to the COTR, via , a daily pest control inspection and treatment report at the conclusion of each workday. The contractor shall list on this report all areas that were to be inspected that day as per the Schedule of Services (Appendix B) as well as report on all issues identified per area and the corrective actions taken by the contractor. The daily report shall include time and date stamped pictures depicting all relevant information of areas that were inspected. RODENT ACTIVITY LOG The contractor shall maintain a log on the Authority s intranet (Livelink) which documents all reported mice and rat activity throughout the airport. The contractor s proposed format for this log shall be provided to the COTR for his review no later than 5 business days after award of the contract. The COTR shall have final approval rights of the format. After approval, the log shall be updated daily by the contractor.
