GS1 Standards: Enhancing Patient Safety, Regulatory Compliance and Operational Efficiency David Weatherby, Consultant, GS1 UK 3 November 2016
Agenda GS1 and GS1 standards Importance of global standards GS1 and the regulators GS1 and healthcare in England Is GS1 just another initiative? GS1 UK 2016
Who are GS1?
An international standards organisation Serving over two million companies 2,500 people helping us to achieve our vision Across 150 countries Over 20 sectors 112 Member Organisations More than 6 billion barcodes read all over the planet every day GS1 UK 2016
Helping the NHS save thousands of lives and millions of pounds We work with healthcare providers and suppliers to provide improved patient safety, greater clinical productivity and to drive operational efficiencies GS1 UK 2016
What we do in healthcare GS1 standards are the global language of business, allowing systems to be interoperable We re a member owned, not-for-profit, global organisation The Department of Health has mandated that all NHS Trusts must adopt GS1 standards and all their suppliers must become GS1 compliant At its simplest, it s a barcode GS1 standards provide the foundation for integrated patient care in the NHS by enabling the globally unique identification of every person, every product and every place GS1 UK 2016
A global system of standards to ensure visibility Identify: GS1 standards for identification Capture: GS1 standards for automatic identification and data capture Share: GS1 standards for automated data exchange GS1 UK 2016
Importance of Global Standards
and with global organisations International Organisation for Standardisation European Committee for Standardization Health Level 7 International International Health Terminology SDO Clinical Data Interchange Standards Consortium Integrating the Healthcare Enterprise World Health Organization World Customs Organization International Hospital Federation International Society for Blood Transfusion International Society for Quality in Healthcare GS1 UK 2016

GS1 and the Regulators
Unique Identification UDI Unique Device Identification GS1 is an accredited UDI issuing authority for the US FDA 90% of 675,000 primary UDIs in the FDA datapool use GS1 All other regulators also accept GS1 standards UDIs will be used in patient information, medical records, product recalls and post market surveillance FMD Falsified Medicines Directive GS1 standards accepted by the US FDA, the EU and other regulators Over 90% of UK pharmaceuticals already have GS1 barcodes Pharmacies will be required to scan GS1 DataMatrix barcodes GS1 UK 2016
UDI and FMD Examples GS1 UK 2016
GS1 and healthcare in England
Department of Health Mandate Applies equally to the NHS and its suppliers: NHS Terms and Conditions of Contract (August 2013) suppliers must place product data in a GS1 GDSN datapool NHS Standard Contract (April 2014) healthcare providers must comply with eprocurement guidance GS1 UK 2016
NHS core enablers: impact on suppliers Location Numbering Catalogue management Patient Identification GS
NHS use cases Primary use cases Inventory management Purchase to pay Product recall DH Leading the nation s health and care GS
GS1 implementations Derby All products, staff, patients, surgical instruments and medical equipment identified and scanned in the theatre at the time of the surgical procedure Gives a complete and accurate record of the operation. Estimated savings of nearly 1.2m in 2016/17 Barking Track and trace of medical records around the hospital case notes using GS1 RFID standards Predicted a saving of 1.4m+ across three years Planning to track medical equipment next Portsmouth Introduced new inventory management system using GS1 standards across 27 theatres with 40 supporting locations The return on investment was calculated as 8.5:1 Stock has been reduced by 20% Plymouth GLNs as a common identifier for all locations and applications Now have a complete record of spaces with governance to ensure future compliance Barcodes on locations for recording movements etc GS
Other GS1 based applications Ward tracking Extension of theatre tracking application Barcodes for improved scanning to EPR Managing patient meals Medical equipment tracking Barcodes, active & passive RFID GS
GS1 standards in Scotland We re looking to create a much more integrated medical equipment management system, not just in our hospital but also across Scotland. To maintain the integrity of our data, we have to be sure that our unique identifiers are truly unique now and in the future. GS1 standards are already being used in this way in parts of Scotland and across the globe, they were the obvious solution for us. Dr Malcolm Phillips, Head of Medical Equipment Management, Royal Infirmary of Edinburgh GS1 2016
Implications for Facilities Management Master Location Database Common across all systems Barcode relevant locations WiFi, RFID readers and barcode scanners Staff identification Common identifier across all systems Single staff badge Logistics Goods receipt and electronic despatch advice GS1 UK 2016
Is GS1 just another DoH initiative?
Why GS1 Standards in Healthcare GS
Clinical productivity Benefits to clinical productivity More time caring for patients Better understanding of costs Better comparison of clinical performance and optimisation around the best improving care quality through greater standardisation Exposing variation in clinical practice and enabling the difficult conversation about why it exists => Source: Derby Teaching Hospitals NHS Foundation Trust GS1 standards in delivering efficiency and productivity programmes
Take Away GS1 standards are helping providers around the world deliver safe, efficient and effective healthcare UDI and FMD regulations will make GS1 standards even more vital The DoH Mandate is successfully driving GS1 adoption in England Facilities management has a key role to play in implementing GS1 standards While England is playing catch up with Scotland on procurement, it is leading the way on clinical productivity GS1 UK 2016
