SBAC - Sistema Brasileiro de Avaliação da Conformidade in which means Conformity Evaluation Brazilian System. 2 APPLICATION FIELD Applicable to all companies that apply for the grant of the license for the use of the Compulsory Conformity Marking on the products: NBR NM-247-3: Polyvinyl chloride insulated cables of rated voltages up to and including 450/750V- Part 3: Non-sheathed cables for fixed wiring (IEC , MOD) to grant and maintain the license to use of the conformity marking of SBAC, INMETRO and TÜV Rheinland do Brasil Ltda. NBR 13249: Flexible cables and cords of rated voltages up to and including 450/750V Specification to grant and maintain the license to use of the conformity marking of SBAC, INMETRO and TÜV Rheinland do Brasil Ltda. NBR 7288: Power cables with solid insulation extruded of polyvinyl chloride (PVC) or polyethylene (PE) for rated voltages from 1 kv to 6 kv to grant and maintain the license to use of the conformity marking of SBAC, INMETRO and TÜV Rheinland do Brasil Ltda. ABNT NBR 14898: Flexible cables insulated with ethylene propylene rubber (EPR) for special applications in connecting cords of electric household appliances in rated voltages up to 500V to grant and maintain the license to use of the conformity marking of SBAC, INMETRO and TÜV Rheinland do Brasil Ltda. ABNT NBR 14897: Flexible cables and cords insulated with polyvinyl chloride (PVC) for special applications in connecting cords of electric household appliances in rated voltages up to 500V to grant and maintain the license to use of the conformity marking of SBAC, INMETRO and TÜV Rheinland do Brasil Ltda. ABNT NBR 14633: Flexible cords with insulation extruded of chlorosulfonated polyethylene (CSP) for rated voltages up to and including 300 V Performance requirements - to grant and maintain the license to use of the conformity marking of SBAC, INMETRO and TÜV Rheinland do Brasil Ltda. 3 RESPONSIBILITY The responsibility for the revision of this Complement is from TÜV Rheinland do Brasil Ltda. 4 ACRONYMS AND ABBREVIATIONS The requirements of the clause 4 of the Rule of Certification 700-RC-001 are applicable. 5 DEFINITIONS The requirements of the clause 5 of the Rule of Certification 700-RC-001 are applicable, complemented by those as below. 5.2 License for the Use of the Conformity Marking The requirements of the clause 5.2 are: - The item a) is applicable with the text changed for: Corporate Name, ID Card Number or Registration Business Entry and Main Office Address of the Applicant and of the Manufacturer. Note: The companies located Abroad, with no representative person in Brazil, must present the updated articles of the incorporation registered in the Notary or a certificate from the Notary bearing the same information namely company's name, core business, representation's requirements, shareholders in the origin country; - The item b) is applicable, being the identification of the license, for the use of the Conformity Marking, the number of the certificate. Applicable the date of issue and the valid term; - The item c) is applicable Beyond the established requirements described in the item 5.2, the License must contain

2 Page: 2/16 d) The system of certification is of Model 5, or when it is certification per lot, the system of certification is of Model 7. e) The effected date of the certificate; f) The product description; g) The technical standards applicable to the certified product; h) The grant for the use of the marking (License for the use of the Conformity Marking of TÜV Rheinland do Brasil) The license for the use of the Conformity Marking for Wires, Cables, Cords and Adhesive Tapes is of 2 years. Note: the expiry date can suffer adjustment in order to allow that in the valid term, all the activities supposed to be finished in the period, be concluded. 3 Page: 3/16 8 EVALUATION MECHANISM OF THE CONFORMITY The Evaluation Mechanism of the Conformity is of Certification. The model of the Certification to be used is of the model with type tests, evaluation and approval of the quality system of the manufacturer, surveillance through the audits in the manufacturer and tests on the samples taken from the commerce and in the manufacturer - Model 5. The steps described in the clause 8 of the Rule of Certification RC-001 are applicable, complemented as follow ahead Initial Audit The items checked in the initial audit are the established in the annex A of this Complement Type tests The type tests are the established in the annex B of this Complement Maintenance of the Certification The evaluation of the quality system of the manufacturer is through surveillance audits carried out according to the established in the annex A of this Complement The surveillance tests will be carried out according to the established in the annex B of this Complement Renewal The renewal (certificate s renewal) is carried out when the presentation of the processes to the Technical Commission of TÜV Rheinland do Brasil, with test results and of the surveillance audits. 9 RECOGNITION OF THE ACTIVITIES OF THE CERTIFICATION The requirements of the clause 9 of the Rule of Certification RC-001 are applicable. 10 APPLICANT S OBLIGATIONS (LICENSED COMPANY) The requirements of the clause 10 of the Rule of Certification RC-001 are applicable. 11 CERTIFICATION BODY S OBLIGATIONS The requirements of the clause 11 of the Rule of Certification RC-001 are applicable. 12 EXTENSION OR REDUCTION OF THE CERTIFICATION S SCOPE The requirements of the clause 12 of the Rule of Certification - RC-002 are applicable. 13 APPEAL The requirements of the clause 13 of the Rule of Certification RC-001 are applicable. 14 VALIDITY AND MAINTENANCE OF THE CERTIFICATION The requirements of the clause 14 of the Rule of Certification RC-001 are applicable. 15 COMPLAINTS AND DENUNCIATION The requirements of the clause 15 of the Rule of Certification RC-001 are applicable. 16 UNDUE USE OF THE CERTIFICATION The requirements of the clause 16 of the Rule of Certification RC-001 are applicable. 17 SUSPENSION OF THE CERTIFICATION The requirements of the clause 17 of the Rule of Certification RC-001 are applicable. 18 CANCELLATION OF THE CERTIFICATION The requirements of the clause 18 of the Rule of Certification RC-001 are applicable. 19 RESIGNATION

5 Page: 5/16 ANNEX A EVALUATION OF THE QUALITY CONTROL SYSTEM OF MANUFACTURING A.1 The evaluation, initial and periodic, of the quality control system of manufacturing, will be carried out by TÜV RHEINLAND DO BRASIL. A.2 The evaluation, initial and periodic, of the quality control system of manufacturing must check if the requirements established below, when applicable in the scope of the Quality Management System of the Manufacturer: 1. Control of records - (*) fulfill the item of the Standard 2. Control of production - (*) fulfill the item and Identification and traceability - (*) fulfill the item of the Standard 4. Preservation of product - (*) fulfill the item of the Standard 5. Control of monitoring and measuring equipment - (*) fulfill the item 7.6 of the Standard 6. Monitoring and measurement of product - (*) fulfill the item of the Standard 7. Control of nonconforming product - (*) fulfill the item 8.3 of the Standard 8. Corrective action - (*) fulfill the item of the Standard 9. Preventive action - (*) fulfill the item of the Standard Note: For this evaluation, will be used, as reference, the content presented in the standard NBR ISO 9001: Quality Management System - Requirements. A.3 In the evaluation, initial and periodic, of the quality control system of manufacturing will be checked the correct functioning of the spark tester, as to its effectiveness and as to its calibration in the range of the electrical voltage applied by the manufacturer within the specified conditions by the respective standards. A.4 In the evaluation, initial and periodic, of the quality control system of manufacturing will be checked carried out, by the manufacturer, of the routine tests established in the respective standards and their results. Note: see paragraph B.2.3 for the routine tests. A.5 If the manufacturer has its quality system certified by one SCB (System Certification Body) accredited by Inmetro, according to NBR ISO 9001:2008, TÜV RHEINLAND DO BRASIL will analyze the documentation related to the certification of quality system, assuring that the requirements described above were evaluated focusing the product to be certified. Otherwise, TÜV RHEINLAND DO BRASIL must check the fulfillment of the requirements described in the items A.2, A.3 and A.4. A.6 The periodic evaluation of the quality control system of manufacturing will be carried out, at least, once a semester (6 months) after the grant of the license for the use of the Conformity Marking.

6 Page: 6/16 ANNEX B TESTS AND SAMPLINGS B.1 The tests described in this CRC are established in the specific standards, any amendment, or update in the version of these standards, will be able to use only with the authorization of TÜV Rheinland do Brasil. B.2 General The collect of samples for the tests is carried out by TÜV Rheinland do Brasil. B.2.1 Initial or Certification Tests The certification tests and the respective samplings for each product established in this Complement are defined in the annexes B.3.x.1. In case of prototypes, the manufacturer can collect and forward the necessary samples to the Laboratory and/or TÜV Rheinland do Brasil, in accordance with them, and under responsibility of TÜV Rheinland do Brasil. The approval on the tests does not exempt TÜV Rheinland do Brasil about validating the products after the beginning of the operation of the line of production. B.2.2 Surveillance tests The conduction of the surveillance tests will be carried out by TÜV Rheinland do Brasil, being taken from the commerce (or from the factory s logistics) and from the stock of the manufacturer, alternately. The periodicity of the tests performance will be at each 6 months, after the grant of the license for the use of the Conformity Marking. At the end of the cycle of 04 (four) semesters, the sequence must be restarted. The collected samples must be sent to the laboratory within a term of 15 days after the collect. If these samples are not sent within the established term, the certificates will be able to be suspended. The surveillance tests for the products established in this Complement are established in the annexes B.3.x.2. One section of each conductor class will be collected, 1 and 2, made, and for the conductor classes 4, 5 or 6, just on one unique sample (except for standard NBR 247-3, that have a collect according rule nº 85/2003), of its highest conductor class, preferably. For each surveillance test of one kind of product, will be collected one different section, preferably. The necessary quantity is of 1 unit of logistics, if coil of 100m, or if reel, or length of 30 meters, at minimum. For the vertical burning test, when applicable, the quantity will be established considering the requested/selected section. For the electrical resistivity and copper elongation tests, when applicable, will be carried out on the samples collected in the manufacturing process, after the annealing process of the drawn wire and before of the next process. The necessary quantity is of 10 meters, at minimum. B.2.3 Routine tests The routine tests for the products established in this Complement are, at minimum, the tests of marking checking, construction checking, dimensional checking, conductor electrical resistance at 20ºC, high voltage test, insulation resistance at 20ºC or, when it is not specified, the maximum temperature of operation, and spark test. The tests will be carried out by the manufacturer and must include all the lots (batches) of the made materials and approved for the stock /commerce. The samplings will be as established in the respective standards of the product. B.2.4 Periodical tests The periodical tests are not established, however, we recommend that the following tests be carried out as: mechanical characteristics for insulation and sheath (if exists): tensile strength and elongation at break, before and after ageing, at minimum at each development of new suppliers / raw-materials. B.3 Particularities The tests and samplings for the products established in this Complement are described in B.3.1 to B.3.6.

B Surveillance tests The following tests must be carried out on each one of the samples: Marking checking; Construction checking; Conductor and insulation dimensionals; Conductor resistance at 20ºC; Insulation resistance at 20 C; Oxigen index. B a Beyond the tests mentioned in the previous item, the tests described as below must be carried out, according to the established periodicity, having as reference the grant of the license for the use of the Conformity Marking. 1º Semester: electrical resistivity, pressure at high temperature, loss of mass test; 2º Semester: mechanical characteristic of the insulation, cold bending/elongation of the insulation, copper elongation; 3º Semester: heat shock, insulation resistance at 70 C; 4º Semester: water absorption, mechanical characteristics of the insulation.

The necessary quantities of the samples for the tests are described in the standard NBR and correspond as indicated in the table. B Surveillance tests At each semi-annual surveillance, the correct functioning of the spark tester will be checked, as to its effectiveness and as to its calibration in the applied electric voltage range by the manufacturer, according to the conditions specified by the standard NBR Beyond of that, the following tests must be carried out the type tests on each one of the collected samples: Label marking; Product marking; Conductor construction; Dimensional checking; Separation of cores (for the parallel cords); Insulation resistance at 20ºC. B a Beyond the mentioned tests in the previous item, the tests as described below must be carried out, according to the established periodicity. 1º Semester: electrical resistivity, pressure at high temperature, flexing test; 2º Semester: mechanical characteristics of the insulation/sheath, cold bending/elongation, copper elongation, cold impact test (for sheath in ST1); 3º Semester: heat shock test, flame resistance test, high voltage on cores test; and 4º Semester: water absorption, insulation resistance at 70 C, mechanical characteristics of the insulation/sheath.

B Surveillance tests At each semi-annual surveillance, the correct functioning of the spark tester will be checked, as to its effectiveness and as to its calibration in the applied electric voltage range by the manufacturer, according to the conditions specified by the standard NBR Beyond of that, the following tests must be carried out the type tests on each one of the collected samples: Cable construction checking; Insulation resistance at 20ºC. B a Beyond the mentioned tests in the previous item, the tests as described below must be carried out, according to the established periodicity, having as reference the grant of the license for the use of the Conformity Marking. For the insulation in PVC and sheath in PVC: 1º Semester: conductor electrical resistivity and pressure at high temperature; 2º Semester: mechanical characteristics of the insulation and sheath, cold bending, cold impact test and copper elongation; 3º Semester: long term high voltage test, flame resistance test (in case of PVC compound with no special characteristics of non-propagation of fire) or vertical burn and heat shock test; and 4º Semester: water absorption, insulation resistance at 70ºC and non-contamination test. For the insulation in PVC and sheath in PE/ST3: 1º Semester: conductor electrical resistivity, carbon black content and pressure at the high temperature test; 2º Semester: mechanical characteristics of the insulation and sheath and copper elongation; 3º Semester: long term high voltage and heat shock; and 4º Semester: water absorption, insulation resistance at 70ºC and non-contamination test.

10 Page: 10/16 B.3.4 NBR 14633:2000 B Initial tests The initial tests are the established type tests: Marking checking; Construction (dimensional) checking; Adherence of the insulation on the conductor; Electrical resistance test; Separation of cores; Insulation resistance at 20ºC; Long term high voltage test; Insulation resistance at the maximum temperature of operation; Mechanical characteristics; Flame resistance; Resistance to heat B a Sampling The necessary quantities of the samples for the tests are described in the standard NBR and correspond to the highest and lowest conductor sections of each conductor class made. B Surveillance tests At each semi-annual surveillance, the correct functioning of the spark tester will be checked, as to its effectiveness and as to its calibration in the applied electric voltage range by the manufacturer. Beyond of that, the following tests must be carried out the type tests on each one of the collected samples: Marking checking; Conductor construction checking; Insulation dimensional checking; Adherence of the insulation on the conductor; Separation of the cores; and Insulation resistance at 20ºC. B a Beyond the mentioned tests in the previous item, the tests as described below must be carried out, according to the established periodicity, having as reference the grant of the license for the use of the Conformity Marking. 1º Semester: Resistance to heat; 2º Semester: Tensile strength of the insulation before and after ageing; 3º Semester: Flame resistance and long term high voltage test; and 4º Semester: Insulation resistance at (90ºC or 105ºC).

11 Page: 11/16 B.3.5 NBR 14897:2002 B Initial tests The initial tests are the established type tests: Marking checking; Construction (dimensional) checking; Insulation resistance at 20ºC; Separation of cores (only for parallel cords); Insulation resistance at 105ºC; Mechanical characteristics (insulation and sheath); Non-contamination test; B a Sampling High voltage test on cores; Flexing test; Thermal stability (sheath); Heat shock (insulation and sheath); Cold bending / elongation (insulation and sheath)*; Flame resistance; Pressure test at high temperature (insulation and sheath); Loss of mass test (sheath)*; Cold impact test*. (2) The table is applicable for the smallest conductor class in the requested scope by the manufacturer. For the other conductor classes of each family are carried out all the tests denominated in the standard as routine tests and flexing test followed by high voltage test denominated as type tests in the standard, on the sections and conductor classes as established in the table above. The tests complement the range of the scope. (3) The insulation will be in polyvinyl chloride of type PVC/EB and the sheath of type PVC/ST10. B Surveillance tests At each semi-annual surveillance, the correct functioning of the spark tester will be checked, as to its effectiveness and as to its calibration in the applied electric voltage range by the manufacturer, in the conditions established by the standard NBR Beyond of that, the following tests must be carried out the type tests on each one of the collected samples: Marking checking; Construction (dimensional) checking; Conductor electrical resistance at 20ºC; Insulation resistance at 20ºC; and Separation of cores (only for parallel cords). B a Beyond the mentioned tests in the previous item, the tests as described below must be carried out, according to the established periodicity, having as reference the grant of the license for the use of the Conformity Marking. 1º Semester: pressure test at high temperature of the insulation/sheath and high voltage test on the cores; 2º Semester: tensile strength of the insulation / sheath before and after ageing and thermal stability of the sheath; cold impact test *; 3º Semester: heat shock test, flame resistance test and flexing test followed by high voltage; loss of mass test (sheath)*; and 4º Semester: non-contamination test and insulation resistance at 105ºC; cold bending/elongation (insulation and sheath)* *Additional requirement, not established in the INMETRO rule, however belonging as part of the standard.

(2) The table 1 is applicable to the lowest conductor class among the ones requested by the manufacturer. In the other conductor classes routine and flexing tests are performed in the sections and constructions established in the table above. (3) The insulation must be in EPR and the sheath in thermosetting compound ES 130. B Surveillance tests At each semi-annual surveillance, the correct functioning of the spark tester will be checked, as to its effectiveness and as to its calibration in the applied electric voltage range by the manufacturer, in the conditions established by the standard NBR Beyond of that, the following tests must be carried out the type tests on each one of the collected samples: Marking checking; Construction (dimensional) checking; Insulation resistance at 20ºC. B a Beyond the mentioned tests in the previous item, the tests as described below must be carried out, according to the established periodicity, having as reference the grant of the license for the use of the Conformity Marking. 1º Semester: ozone resistance test and insulation resistance at 130ºC; 2º Semester: mechanical characteristics (insulation and sheath); non-contamination test; water absorption (insulation - gravimetric); 3º Semester: flame resistance test, hot set test of the insulation/sheath and flexing test followed by high voltage; 4º Semester: Tensile test after ageing in the air bomb of the insulation/sheath, high voltage test on cores and immersion in oil test.

13 Page: 13/16 ANNEX C ACTIONS AGAINST THE NON-CONFORMITIES C.1 In one initial certification, eventual non-conformities must be corrected before the conclusion of the process. C.2 Identified any non-conformity in anyone of the surveillance tests, this test must repeated on two samples new, counterproof and witness, for the attribute non-conform, not being admitted the identification of any non-conformity. Note: If TÜV Rheinland do Brasil deems suitable and in agreement with the manufacturer, the nonconformity might be confirmed without the execution of the counterproof and witness tests. C.3 When the non-conformity confirmation, TÜV Rheinland do Brasil will suspend immediately the license for the use of the conformity marking, requesting the manufacturer the relevant treatment, with the establishment of the corrective actions and implementation deadlines. Note: If the non-conformity found, does not put at risk the safety of the user, under TÜV Rheinland do Brasil s analysis and responsibility, the manufacturer can not have its license for the use of the conformity marking suspended, since it has assured TÜV Rheinland do Brasil through corrective actions, the correction of the non-conformity on the existing products in the market and the implementation of these actions of the production line.
