2 NERC COMPLIANCE FOR TRANSMISSION & DISTRIBUTION UTILITY COMPANIES; INTEGRATING HENDRIX AERIAL CABLE SYSTEMS and West Coast Utility Solutions, California and Western Nevada May 5, 2017 ABSTRACT NERC penalties vary with the severity of the violation, and officially run from $1,000 to $1 million per-incident per-day. As more utilities use LIDAR to map their transmission and distribution from $1,000 to $1,000,00, per-incident per-day. systems to identify problem locations, they will need to resolve ground and tree clearance issues in order to be in compliance with NERC regulations. Hendrix Aerial Cable Systems is the perfect fit for these situations. H.A.C.S. can mitigate these problems at these locations, hardens the infrastructure against vegetation, animals, brush contact and dramatically improves SAIDI, & SAIFI metrics. Installing this system will have an immediate impact; cost savings through reduced customer outages and improvements in safety metrics will be recognized immediately. INTRODUCTION Blackouts caused by vegetation encroachment on power lines and improperly rated lines have cost utilities and businesses billions of dollars. As a direct result, the North American Electric Reliability Corporation (NERC) issued two alerts requiring U.S. and Canadian utilities to regularly monitor the continent s 450,000 miles of transmission lines for vegetation encroachment and line rating assessment. Utilities are utilizing new technologies from LIDAR to Drones to map and measure existing infrastructure to identify critical areas in the grid. Much of the overall project cost is attributed to airborne LiDAR operations. Utilities can expect to spend $1,500 to $4,000 per linear mile, depending on the terrain, configuration and width of the transmission line corridor. Until recently most of this technology has focused on the transmission system, however increasingly utilities are including their distribution system circuits also. As more of a utility s system is mapped and trouble spots identified, it is imperative to develop a plan of action to ensure compliance with NERC regulations. 2

4 When deciding on converting from bare wire to spacer cable it is important to understand that 90% of faults come from 10% of the circuits. Spacer cable will provide significant improvements in SAIDI/SAIFI/CAIDI/MAIDI metrics by converting the worst circuits. Costly? What is the cost of penalties, deploying personnel on outage restoration operations overtime, double time, equipment costs PUC fines, etc. Service Improvements Better V regulation total Z ~25% lower than bare wire, voltage drop 25% less than bare wire. Less need for capacitor banks and voltage regulators, so Improved power factor Completely eliminates temporary faults due to tree contact and incidental animal/bird contact. Reliability, SAIDI and SAIFI indices improve. Reduce sustained/permanent faults, as messenger will hold trees and branches off phases conductors. FLEX BRACKET Benefits: 360 Flex For use in heavily treed areas Bracket flexes under impact or heavy loads Effective in minimizing cascading due to ice storms Application: Gains approximately 6 inches of pole space If permanent deformation occurs, circuit stays intact If load does not exceed the yield strength of the material, bracket will return to original position when the Energy Savings Less leakage or I(squared)R losses, as conductors will not be releasing leakage current to trees. Less total I(squared)R losses due to the fact that the voltage will be more properly regulated and the need for higher current at the head of the feeder eliminated. 4

5 Total Savings Improved reliability, less outages, reduced loss of revenue related to outages (reduced loss of billing on meters) Cost of Reliability SAIDI/SAIFI or industrial contract penalties Reduced tree trimming both in tree trimming cycle and foliage removed Reduced O&M expenditures - less linemen related trouble calls. Lower expenditure for equipment such as capacitors and voltage regulators Changes in construction practices lead to savings. Use of multiple circuits, ROW req s, etc. EMF COMPARISONS (Brian Trager- Hendrix) 1. EMF Comparisons A chart is attached. These calculations come from an EPRI program and have been run for numerous scenarios. Long story short, spacer cable reduces EMF by 80% compared to bare wire, and 90-95% compared to UG. Note that UG has high EMF since you are essentially standing right on top of it, and the E field is a 1/r relationship. 2. Losses there really isn t a reduction in (I**2) x (R) losses, since regardless of the phase conductor configuration, the R does not change. There is a slight reduction in R when going from ACSR or AAAC (bare wire) to AAC (spacer cable), so this would factually be a reduction in line losses, but not perhaps one which would be decisive. Example: 336 kcmil AAC vs ACSR R (ACSR Merlin) = ohms/1,000 ft. at 75C R (AAC) = ohms/1,000 ft. at 75C 5

6 Description: MESSENGER WIRE SPACER CABLE SYSTEM Messenger wire is the support member of the Hendrix Spacer Cable System. Two types of messenger wires are available. Alumoweld-Aluminum (AWA) messenger wire has aluminum clad steel strands and 1350-H19 all aluminum strands. Alumoweld (AW) messenger wire has all strands made of aluminum clad steel. Benefits: Provides protection from falling branches May be used as the system neutral Provides lightning protection when properly grounded Better corrosion resistance than galvanized steel wire Application: AWA messenger is recommended in most cases because it has high strength and high conductivity. AW messenger is recommended when a higher strength messenger is needed. Messenger wire is pulled in and tensioned prior to conductor installation. Physical and electrical data: 6

7 G.O Rule 57 Messengers and Insulated Cables California s GO95 also has a rule for Messengers and Insulated Cables, Rule 57. Farther down, Rule 57.4C Clearances between Conductors in Cables states: No specified clearance is required between the individual conductors of suitably insulated cables, whether single or grouped, and therefore the clearances specified in Table 2, Cases 15,16, and 17 do not apply between such conductors. Any such multiple- conductor group shall be treated as a single conductor in the application of other clearance requirements (State of California Public Utilities Commission). The two important points to take away from 57.4C are: (1) The clearances specified in Rule38, Table 2, Cases don t apply to messengers and insulated cables, and further, no clearance between the individual conductors is required. (2) The conductor group should be treated as a single conductor, just like in NESC 235A1. 7
