1 Date: April 17, 2015 Position Description Position Title: Apprentice Lineman 1A, 1B, 2 and 3 Reports To: Region Line Manager Revision Date: May 2015; May 2016 Performance Factors Level: Safety 2 Innovation 1 Quality Focus 2 Customer Focus 1 Communication 1 Leadership 1 Teamwork 1 Initiative 2 Development/Learning Curve: Time 12 months per Step If an Apprentice cannot be advanced to the next step in the Apprentice Program, the individual may be continued in his present classification for an additional period not to exceed 6 months, provided there are indications that future training and experience can lead to advancement. At the end of this time, if advancement has not been made, one of the following actions must take place: A. Transfer to another job in the Cooperative, providing the employee has necessary qualifications and an opening exists; or B. Dismissal without prejudice. Training time credit may be given to an individual at the time of initial employment for schooling or other experience as an Apprentice Lineman. Should it be determined between time of employment and six months of employment that an individual's skills do not meet standards set within the Cooperative we will refer back to items A & B. All activities to these positions relate to one specific objective - the provision of the specialized craft skills necessary for the construction, operation, and maintenance of a reliable electric system for the benefit of the member/consumer. The Apprentice Lineman has the full authority to carry out the duties and responsibilities of their positions, in conformity with established policies and procedures.
2 This position is accountable to the Region Line Manager and higher management of the Cooperative at all times for the efficient performance of individual responsibilities. The Apprentice Lineman is to be available for overtime for outage and emergency situations. Responsible for: The Apprentice Lineman is responsible for assuring maximum results in providing efficient and reliable service in power line construction, operations and maintenance. Key Accountabilities & Duties: Broad Scope Observe all safety rules and regulations adopted by the Cooperative. Observe all work rules adopted by the Cooperative. Provide the specialized technical skills necessary for the construction, operations and maintenance of a reliable electric system for the benefit of the member/consumer. Make recommendations for changes needed to improve the operations of assigned department as it relates to the position of Apprentice Lineman. Carry out emergency service restoration duties that will require after-hours availability or extended work hours over several days. Coordinate and cooperate with other personnel in performing assigned responsibilities. Assist Region Line Manager in the implementation of position objectives. Specific Focus APPRENTICE LINEMAN 1A (0- Six Months) Unless a person has demonstrated previous experience in electric power distribution line construction and maintenance, he/she shall start as an Apprentice 1A. This position is a learning job only, enabling the individual to determine if he/she wants to enter training in line work and enabling the Cooperative to determine whether the individual has the basic skills, interest, and abilities for lineman training. Nature of Work - The Apprentice Lineman 1A will climb in a learning situation on a regular basis; but only when another qualified lineman is present. He/she may be assigned to an on-call crew with a Journeyman Lineman. Line Conditions - Under no conditions will an Apprentice Lineman 1A have a work assignment which will place him/her in contact with an energized line. Materials and Equipment - The Apprentice Lineman IA shall be introduced to the RUS Specifications and Drawings for Line Construction and will be expected to work
3 with all basic materials and equipment used in line construction. He/she will be responsible for learning, while an Apprentice Lineman 1A, the proper care of all equipment used by his/her assigned crew(s). He/she must learn to: o Frame poles properly on the ground; o Install poles, anchors, and guys; o Cut and clean right-of-way properly, using power equipment as necessary; o Assist other crew members, as requested and directed. Safety Practices and Training - The Apprentice Lineman 1A will receive training in safe practices of performing all of the above duties and of handling all tools and equipment, which he/she uses. In addition, he/she will receive basic training in first aid and CPR. Electrical Theory - The Apprentice Lineman 1A will begin learning basic electrical theory, learn the voltages of lines worked on, and should begin to develop an understanding of the distribution system layout. Records, Reports, and Related Information - The Apprentice Lineman 1A should learn basic work order procedures and should gain an understanding of the Cooperative s commercial and residential rates. Supervision, Training Period, and Progression - The Apprentice Lineman 1A will work under the general supervision of the Region Line Manager and the direct supervision of an assigned Crew Leader for six months. At the end of that time, a decision will be made by the Region Line Manager and the assigned Crew Leader as to whether he/she can be advanced to the next training step. Before advancement, he/she shall demonstrate that he/she has developed the skills and acquired the knowledge expected of an Apprentice Lineman 1A. APPRENTICE LINEMAN 1B (7-12 Months) At this time, this position becomes one of active training in line work with the focus upon line construction. Before entering this phase of his/her training, the person shall have demonstrated elementary ability to work effectively on a pole. At this time, he/she shall obtain a complete set of lineman's personal tools. Nature of Work - The Apprentice Lineman 1B shall climb in a learning situation on a regular basis; but only when another qualified lineman is present. He/she may be assigned to an on-call crew with a Journeyman Lineman. Line Conditions - The Apprentice Lineman 1B should never work on a pole which has energized lines. Pole work should be limited to new construction and completely de-energized poles. Materials and Equipment - The Apprentice Lineman 1B shall be expected to perform any of the duties of a Groundman and, in addition, must learn to: o Frame erected poles and install guys on the pole; o Make service connections, transformer and other equipment connections on de-energized poles; o String and tie-in de-energized conductor.
4 Safety Practices and Training - The Apprentice Lineman 1B shall receive training in the use of hot line tools, grounds, and personal protective equipment. Electric Theory - The Apprentice Lineman 1B should receive additional instruction in basic electrical theory, including circuits and grounding connections. Records, Reports, and Related Information - The Apprentice Lineman 1B should begin to learn to read staking sheets to determine types of construction and needed materials. Supervision, Training Period, and Progression - The Apprentice Lineman 1B is under the direction of the Crew Leader of the crew to which he/she is assigned. The Crew Leader is responsible for his/her training activities. He/she shall remain in the Apprentice 1B classification for a period of 6 months. At the end of that time, a decision will be made by the Region Line Manager and the assigned Crew Leader as to whether he/she can be advanced to the next training step - Apprentice Lineman 2. Before advancement, he/she shall demonstrate that he/she has developed the skills and acquired the knowledge expected of an Apprentice Lineman 1B. APPRENTICE LINEMAN 2 (2 nd Year) At this time, this position becomes one of active training in line work with the focus upon line construction. Before entering this phase of his/her training, the person shall have demonstrated elementary ability to work effectively on a pole. Nature of Work - The Apprentice Lineman 2 shall by this time be qualified to climb poles and will continue to climb in a learning situation on a regular basis; but only when another qualified lineman is present. He/she will do some work on secondary voltages under the close supervision of a qualified lineman. He/she may be assigned to an on-call crew with a Journeyman Lineman. Line Conditions - The Apprentice Lineman 2 should now be able to work on poles with only secondary voltage (i.e. security light, meter poles); he should never work on a pole, which has voltage above secondary level. Materials and Equipment - The Apprentice Lineman 2 shall be expected to perform any of the duties of a Groundman and continue to develop skills in the handling of safety equipment and the various materials used in line construction and maintenance Safety Practices and Training - The Apprentice Lineman 2 shall receive training in techniques of working on hot lines, pole-top/bucket rescue, emergency use of radio, use of Personal Protective Equipment, proper grounding of single and three-phase lines (both overhead and underground). Electric Theory - The Apprentice Lineman 2 should gain basic working knowledge of the feeds throughout the region, theory relating to low voltage connections, distribution substations, underground distribution systems, and two-way feeds.. Records, Reports, and Related Information - The Apprentice Lineman 2 should learn specifications for single-phase and three-phase line construction and maintenance..
5 Supervision, Training Period, and Progression - The Apprentice Lineman 2 is under the direction of the Crew Leader of the crew to which he/she is assigned. The Crew Leader is responsible for his/her personal safety and your training activities. He/she shall remain in this classification for a period of twelve months. At the end of that time, a decision will be made by the Region Line Manager and assigned Crew Leader as to whether he/she can be advanced to the next training step - Apprentice Lineman 3. Before advancement, he/she shall demonstrate that he/she has developed the skills and acquired the knowledge expected of an Apprentice Lineman 2. APPRENTICE LINEMAN 3 (3 rd Year) As well as being a step in a training progression, this position is one of increasing responsibility for the construction and maintenance of the Cooperative's distribution system. The Apprentice Lineman 3 learns during this time to perform work on both secondary and primary voltages on energized lines. By the end of this period he/she will have developed the skills necessary to use most of the equipment utilized by a Lineman. Nature of Work - The Apprentice Lineman 3 continues to work at all times under the supervision of another qualified lineman. He/she will do routine work on secondary voltages and some work on primary voltages on energized lines. Line Conditions - The Apprentice Lineman 3 can be expected to work regularly on secondary voltages under the direction of a qualified lineman and to work occasionally on primary voltages under the close supervision of the Crew Leader. He/she may work off-system but shall not be permitted to climb energized poles or structures. Materials and Equipment - The Apprentice Lineman 3 shall be expected to perform any of the duties of his/her previous positions; and, in addition, will become able to: o Install transformers and reclosers, and make connections on transformers under the close supervision of a qualified Lineman o Operate and work from aerial bucket trucks on energized work only under the close supervision of the crew leader o Properly operate and maintain all types of vehicles used in line work. Safety Practices and Training - The Apprentice Lineman 3 should gain continued skill in the use of safe practices in all line work. He/she should understand the purposes for the use of all protective equipment and demonstrate the ability to use such equipment properly. Electrical Theory - The Apprentice Lineman 3 should receive advance training in electric theory and should understand transformers, transformer bank connections, substations and underground distribution systems. Records, Reports and Related Information - The Apprentice Lineman 3 should, during this period, become familiar with the important provisions of EnergyUnited EMC and RUS Specifications for three-phase line of construction and maintenance.
6 He/she should be able to read and follow system maps and should become familiar during this time with all electrical codes, which apply to the work of the distribution system. He/she must become able to prepare and maintain all necessary transformer and meter records. Supervision, Training Period, and Progression - The Apprentice Lineman 3 is under the direction of the Crew Leader of the crew to which he/she is assigned for both work and training activities. He/she shall remain in this classification for a period of twelve months. At the end of this time, a decision will be made by the Region Line Manager and the assigned Crew Leader as to whether he/she can be advanced to the next training step Lineman 1. Before advancement, he/she shall demonstrate that he/she has developed the skills and acquired the knowledge expected of an Apprentice Lineman 3.
7 Position Specifications NOTE: Repeating a previous statement, it is EnergyUnited EMC's intention that all apprentices will become qualified as linemen. Apprentices who are unable to qualify, in fact, as linemen will be terminated if no other legitimate position vacancy can be found for them to fill. Normally, an apprentice not working out should be detected long before this time. EDUCATION - Must be high school graduate or equivalent. handwriting and be able to read comprehensively. Must have legible EXPERIENCE - Experience with electric utility highly desirable. KNOWLEDGE - Knowledge of operations of electric utility is highly desirable. ATTITUDE Must have a positive, open mind and considerate attitude toward the responsibilities of the position. Must be a self-starter; must have attitude of neatness, orderliness and accuracy toward the job; and must possess attentive attitude toward safety on the job. PERSONAL CHARACTERISTICS Must have pleasing personality. Must be able and willing to work and get along with others. Must be able to present and work with public in a pleasant, courteous manner. Must have highest personal integrity and have a sense of accuracy toward record keeping. ABILITIES AND SKILLS - Must have the ability to make sound decisions from observations and carry out instructions. Climbing skills are highly desirable. Must have North Carolina Commercial Driver's License - Class A or be able to attain one in 90 days with good driving record. Must have the ability to be responsible for the supervised work assignment and work safety.
8 GENERAL PHYSICAL REQUIREMENTS - Lifting and moving weights in excess of 100 pounds is frequently required. Position requires the individual to be capable of stooping, bending, reaching, climbing and grasping and frequently walk long distances. The position requires walking in all types of terrain, sitting, standing, and driving/riding in vehicle. Good hand to eye coordination is necessary as is the ability to read electronic displays and screens, printed materials, maps and tools materials. Must be capable of utilizing hand held and manually operated tools that are coincident with the duties of the position. Motor vehicles, computers, small hand held or mobile electrical instruments and devices, customary office and business communications equipment are utilized in this position. The individual should be familiar with and capable of operating equipment utilized in the construction operation. WORKING CONDITIONS The duties of the position are performed outside with exposure to extreme weather conditions. The position requires walking in all types of terrain, sitting, standing, and driving/riding in vehicle. May be asked to be on call and perform duties in an overtime situation. Must be available for work in adverse weather conditions. WORK REQUIREMENTS Some overtime work will be required. Must be available to emergency work during all weather conditions. All employees who are subject to oncall duty must make their domicile within twenty statute road miles from their respective assigned district, regional or headquarters office, with the exception of those on-call employees who have been approved with remote capabilities must make their domicile within one of the nineteen counties served by the Cooperative. SAFETY - Performs all assignments safely assuring compliance with all Safety related rules, regulations and policies. SALARY RANGE Trades & Craft Wage Schedule GENERAL - A performance appraisal of this individual will be made at the completion of three and six months in the beginning and annual thereafter. Apprentice Lineman IA (0-6 months) Apprentice Lineman IB (7-12 months) Apprentice Lineman II (2 ND Year) Apprentice Lineman III (3 rd Year)
9 This is a Region and/or operations position. Responsible for performing diversified work of erection and repair of distribution and transmission lines of all classes and voltage, including energized lines, and on structures and equipment involved in the distribution of electricity. The progression schedule represents the minimum training time requirement for advancement from one to another. This schedule will be followed for the first 36 months, unless employee's supervisor determines that the individual is not demonstrating satisfactory progress, and therefore, should be delayed in progression. Such action must be made in writing and approved by the Region Line Manager responsible for this position. The performances of an employee, whose progression has been delayed, will be made in 6 months following notice of delay in progression; if satisfactory progress has not been made, action in one of the following ways will be taken: Transfer to another job in Cooperative, providing the employee has necessary qualifications and an opening exists; or Dismissal without prejudice.
