10 Recent development 06/2010: Ratification of the Nuclear Safety Convention by the National Assembly 10/2010: Official signing of the Vietnam-Russia Agreement on the Construction of Ninh Thuan 1 NPP 10/2010: Vietnam Government decided to construct Ninh Thuan 2 NPP with Japan 04/2011: Establishment of the Ninh Thuan Nuclear Power Project Management Board (EVN NPB) under Vietnam Electricity (EVN) 09/2011: Official signing of the EVN-JAPC (Japan) Consulting Contract of 18 months on Site Approval Dossier Development & FS of the Ninh Thuan 2 NPP 11/2011: Official signing of the EVN-Consortium of E4 Group (Russia) Consulting Contract of 18 months on Site Approval Dossier Development & FS of the Ninh Thuan 1 NPP 11/2011: Official signing of Vietnam-Russia Agreement on Credit Support by the Russian Federation for the Construction of Ninh Thuan 1 NPP 10

11 After Fukushima 16 March 2011: MOST established the Working Group, led by the Deputy Minister to analyse the event and disseminate verified and reliable information to media and public March 2011: Representative of National Assembly said no change in the decision of Ninh Thuan NPP Project Response from Government in General Session of National Assembly: Emphasize the priority of nuclear safety Ninh Thuan NPP will use advanced & proven technology Siting activities take into account earthquake, tsunami & other factors to the safety of NPP Recalled about the preparation activities for the NPP Project Government will report to the National Assembly about the preparation of Ninh Thuan NPP Project Vietnam continues active cooperation with IAEA, vendor countries & other to develop the nuclear infrastructure for the NPP Project 11

Atomic Energy Law Art. 45: Requirements for NPPs Art. 47: Site for NPPs Art. 48: Investment project for construction of NPP Art.52: Radiation protection and environmental monitoring for a NPP 2. Decree 07 for guidance of implementing the Law Investment Owner of NPP project prepares Environmental Impact Assessment (EIA) report. EIA report must be prepared parallel with FS report MONRE responsibility + Cooperation with MOST to guide for preparing EIA report for NPP. + Establishment of appraisal council or selection of appraisal service organization for NPP + Approval of EIA report appraised 12

August 2010, Planning for National System of Environmental Radiological Monitoring and Surveillance up to 2020 approved by Prime Minister Objectives + Steering Centre for Environmental Radiological Monitoring and Surveillance located in MOST headquarter Regional stations Environmental Radiological Monitoring and Surveillance located in Hanoi, HCM, Danang, Da Lat. + Provincial stations for Environmental Radiological Monitoring and Surveillance located in some provinces and cities, in which without regional station and having ability of being impacted by radiation and nuclear incidents. + Military System of Environmental Radiological Monitoring and Surveillance 13

14 V. Conclusion Environmental protection is very important requirement in NPP construction and operation. Vietnam is following international requirements of environmental protection during implementing nuclear power programme. Enhancing cooperation with IAEA and countries to have international supports on experiences, science & technology, human resources development, information sharing, etc. 14
