4 Introduction The need for electricity in Sudan is increasing rapidly for industrial, agricultural and domestic sectors at an average rate of 14%. Current installed capacity is 3025 MW (50% hydro and 50% thermal). The energy mix consist of; hydro power, steam turbines, gas turbines, combined cycle and diesel engines. Currently only 35% of Sudan population have access to electricity. Demand for electricity is expected to reach ~ 8500 MW by Sudan s National grid is connected to Ethiopia via a double circuit 220Kv T/L. Sudan plans to introduce nuclear power in
5 Status of Sudan Nuclear Power Program Project Schedule International consultant hired in May 2012 finalized detailed level 3 Scheduling (Schedule without resources loaded) for Sudan preconstruction activities and level 1 scheduling (Definition of major project components) for all other project stages. The schedule has been reviewed and is regularly being updated by a national team. Acceding to the schedule the construction will start in 2021, and the commercial operation will be in
6 Status of Sudan Nuclear Power Program General Advisory Services In 2012 Sudan has hired a consultant to act as General Advisor. General Advisor s duty is assisting Sudan to carry out its role as knowledgeable customer. The range of services delivered by the General Advisor covers preparation of Terms of references ToRs before contracting any service provider, reviewing technical proposals and reports with the national teams. 6
7 Status of Sudan Nuclear Power Program Site selection International consultant hired in Jun 2011 finalized site survey in May 2013 and selected 9 candidate sites. Uncertainty in the results of conducted studies, stemming from the poor national databases, necessitates conducting further confirmatory studies before starting detailed Site Characterization stage. Confirmatory studies, which will cover some of the selected candidate sites, is going to start in the 1 st quarter of A siting workshop has been conducted in Khartoum in May Three IAEA experts participated in the workshop. 7
8 Status of Sudan Nuclear Power Program Legislative Framework The Nuclear law bill was approved by the Council of Ministers on April 2015 and raised to the National Assembly for endorsement. A national team of experts (Independent Review Committee) has been formed under Sudan s NEPIO to draft regulations relevant to nuclear power generation. So far six regulations have been drafted namely: Site evaluation, Authorization process, Authorization procedures, Quality management, Construction and Design. Sudan has joined/signed a number of international conventions and treaties e.g. Non Proliferation Treaty (24/12/1968), Early Notification of Nuclear Accident (26/09/1986), Assistance in case of Nuclear Accident or radiological emergency (26/09/1986). In addition to that other international conventions relevant to nuclear technology were studied and recommendations were raised to the decision makers. 8
9 Status of Sudan Nuclear Power Program Human Resources Development (HRD) International consultant hired in May 2012 finalized HRD master plan. The plan covers the 1 st, 2 nd and third NPPs as well as the needs of the Regulatory Body and supporting organizations. 70 Sudanese candidates were trained in China in two batches; one in 2011 and the other in 2014; on nuclear power infrastructure development. 9
10 Status of Sudan Nuclear Power Program Human Resources Development (cont.) A workshop for reviewing Sudan s human resources development plan (HRDP) has been conducted in Khartoum, 16-19, February Two experts from IAEA have participated in the workshop. 10
11 Status of Sudan Nuclear Power Program Electric grid In Nov. 2011, MWRE hired an International Consultancy firm (Lahmeyer international) to update the Long and Medium Terms Power System Expansion Plans (LMTPSEP) , respectively. The Power System Expansion Plan has been updated to take into account major changes that took place in the country, e.g. separation of South Sudan in July 2010 which has led to a substantial loss of energy resources like hydro power, biomass and oil. 11
12 Status of Sudan Nuclear Power Program Electric grid (cont.) A national committee has identified nine electric grid studies needed for assessing required grid enhancement. Identification covers who will conduct each study and when. Implementation of grid assessment studies will start in
13 Status of Sudan Nuclear Power Program Funding/financing Sudan has done a preliminary estimation for the 1 st NPP cost by an International consultant and a National team within the frame work of the prefeasibility study. Sudan is investigating various mods for financing its 1 st NPP. Investigations will include commodity swapping and Independent Power Producer methods. Investigations will also include studying innovative financial-grantee methods e.g. using minerals, agriculture or tourism. 13
14 Status of Sudan Nuclear Power Program Procurement A national team is currently preparing the Bid Invitation Specification (BIS) for Sudan 1 st NPP with the aid of an international consultant. For the first NPP Sudan plans to introduce 2x600 MW PWR. 14
15 Development of Sudan National Position Formation of Steering and Technical Committees for Sudan Nuclear Power Programme in Sudan Strategy Report for NPP has been prepared in 2009 by the technical committee. Formation of a National Committee for Drafting Nuclear Act in Formation of a National Committee for Studying International Treaties and Conventions related to Nuclear Power in Signing a number of MoUs and agreements between Ministry of Water resources, Irrigation & Electricity (MWRIE) and China National Nuclear Corporation (CNNC) ( ) concerning the NPP project. 17 Development of Sudan National Position (cont.) Signing of the agreement concerning Peaceful Uses of nuclear Energy between the Government of the People's Republic of China and the Government of the Republic of the Sudan. Sudan s president has endorsed the agreement. A summary of the Feasibility Study for Introduction of 1 st NPP in Sudan was presented in 2013 by the Minister of Water Resources and Electricity and the NEPIO Director in a Presidential Meeting which included the President, the two Vice Presidents, President Assistants, President Advisors, Head of the National Assembly, Minister of Foreign Affairs, Minister of Defence and General Manager of National Security and Intelligence Services. The meeting decided to embark on nuclear power. Endorsement of the Nuclear Act by the council of ministers in April
18 Role of Sudan s NEPIO Sudan s NEPIO is headed by the Undersecretary of Ministry of Water resources Irrigation and Electricity. The NEPIO includes national teams for handling various nuclear power infrastructure issues. The national teams currently working under Sudan s NEPIO are ; siting team, Human Resources development team, Planning team, Public consultation and stakeholders involvement team, Electrical grid team, Legislative Frame Work team, nuclear safety team, NPP Finance team and Bid Invitation Specification (BIS) team. 18
19 Role of Sudan s NEPIO (cont.) The Independent Review Committee has been reformed in June 2015 by a decision of Sudan Nuclear and Radiological regulatory Authority (SNRRA) Director under the Name of Technical committee for drafting regulatory Documents. The NEPIO Director holds follow-up meetings with the heads of all working teams every two weeks. Nuclear Power Directorate supervises the daily work of the teams. The NEPIO teams include members from around 15 different stakeholders such as Sudan Atomic Energy Commission, SNRRA, Geological Research Authority of Sudan (GRAS), Sudan Metallurgical Authority, Ministry of Justice, Ministry of Finance, Universities, MWRIE,...etc 19
20 Pre-Feasibility Study Pre-Feasibility Study for Sudan first NPP has been carried out by a national team supported by an overseas consultant. The pre-feasibility study consist of 18 chapters and the final report. The chapters of the pre-feasibility study are; National Infrastructure Evaluation, Cost Estimate and Financial Requirements for NPP, Project Compatibility and Position of NPP within Sudan Electric Power System, WASP study report least cost power development plan , Gap Analysis, Selection of Technologies and designs, Project Risk assessment, Lead time for Construction of Nuclear Power Plant, Options for the National Policy on NFC and RWM, Ranking of the Vendors, Legal and Regulatory Framework Evaluation, National position, Licensing structure and Licensing process, Information on the available sites in Sudan, Realization of the nuclear power plant project, Public Information, Environmental impact consideration, Human resources Assessment. 20
21 Pre-Feasibility Study (cont.) The main outcome of the Feasibility Study is that introduction of nuclear power plant in Sudan electricity production and respectively construction of the first NPP in the country is feasible and possible. However the introduction of nuclear power within Sudan energy production sector will require substantial efforts to address key issues relevant to the implementation of nuclear program in a country. Sudan is currently working to fill-in the identified gaps. 21
22 Stakeholders Involvement International consultant hired in May 2012 finalized stakeholders management and public consultation plan for Sudan Nuclear Power Program. The above plan is being reviewed by national team supported by international experts. The governor of the state supposed to host the NPP have been contacted by the president and the NEPIO Director. The governor agreed to issue the necessary permits for siting works in his state. The NPP major stakeholders organizations currently have representatives in all NEPIO committees. 22
23 Stakeholders Involvement (cont.) The NEPIO Director and the key NEPIO members hold meetings from time to time with some stakeholder organizations and update them of the progress of the NPP. The minster of Water Resources, Irrigation and electricity reports about the progress and schedule of the first NPP to the national assembly, council of ministers and media. 23
24 Challenges Lack of trained and competent human resources. Brain drain and retention Finance and Financial Guarantees Implementation of "Stakeholders Management, Public Consultation plan to enhance the public awareness. Public acceptance (Awareness). Efforts are needed for ratifying the legal- binding instruments. Need to draft a large number of regulatory documents (regulations, codes, standards etc.) during a limited time. 24
25 Future Plans Completing Site Selection stage and conducting the site characterization. Enhancement of the National Electrical Grid. Secure and finalize nuclear power plant financing. Enactment of the Nuclear Law. Implementation of the human resources master plan. Enhancement of the country s regulatory authority and set the national regulations, codes, standards and licensing procedures. 25
