5 Course Overview The purpose of the Umoja Inbound Goods Process (Non-Peacekeeping) course is to train the end users on how to support the Inbound Goods process using the Umoja ECC system. This process is used for activities performed when receiving goods from commercial/commodity vendors. 9 Key Terminology Key Term Description Purchase Order (PO) A buyer-generated document that authorizes a purchase transaction Invoice Goods Receipt Low Value Acquisition (LVA) Three-Way Matching A vendor-generated document that indicates the products, quantities and agreed prices for products delivered by the vendor A document generated to acknowledge the receipt of goods, against an Inbound Delivery, conducted at the point of first receipt or transfer of ownership A PO used for requirements that are up to $4,000 USD, issued without the direct involvement of Procurement. This replaces the Short Form PO process The comparison of information, such as, quantities, price per unit and terms appearing on the vendor s invoice with the information on the PO and the Goods Receipt. This is done through the Logistics Invoice Verification (LIV) process 9

11 Key Terminology Key Term Inbound Delivery Movement Type Virtual Goods Receipt Physical Goods Receipt Material Master Description A system document containing key delivery data required for triggering and monitoring the inbound movement of goods to the receiving location. It is similar to an Advanced Shipping Notice (ASN) A three-character field in the Umoja ECC system to describe the type of material movement that needs to be performed. It is used for all types of goods movement in Umoja, such as receipts and issues A Goods Receipt posted in Umoja when the terms of a contract specify that the delivery of goods by a commodity vendor to UN occur at a named place of delivery, other than the final destination A Goods Receipt posted in Umoja when the terms of a contract specify that the delivery of goods by a commodity vendor to UN occur at the intended receiving destination A Master Data record that contains all the information about the materials that UN procures, stores and ships. Specifically within Logistics, the Material Master incorporates valuation, batch management, serialization/barcode printing and quality inspection 11

14 Umoja Inbound Goods Process Review This course introduces the Inbound Goods process performed when receiving goods from commodity vendors and shipment from other locations. Inherent in this process is the tracking of inbound goods movement and, upon receipt, basic verification to affirm that goods being received conform to the Purchase Order/contract. It is also applicable for Goods Receipts resulting from Low Value Acquisitions (LVA s). The Material Master Data is a Master Data record that contains information about all products procured, stored and shipped by UN. It has a direct impact on the processing of transactions within the Inbound Goods process. Note: These processes are governed by IPSAS/OPPBA guidelines/procedures and documented in publications, such as the Procurement Manual, DFS Property Management Manual and other policies issued by UN. 14

15 Materials Management Terminology Materials: Everything the UN plans, procures, produces, transports, stores, or sells is defined by a Material Master record with a unique ID. Materials

16 Materials Management Terminology Within the set of Materials, we have subsets of features or settings that breakdown Materials for management purposes: Consumables, Equipment and Inventory. Materials Equipment: Individual, physical objects that are maintained as autonomous units and can be installed at a functional location or in part of a technical system. Equipment All equipment is serialized, meaning it is assigned a unique number for the Equipment Master. Items with an Equipment Master record can be tracked for issue to individuals, operational, maintenance and/or stewardship purposes.

17 Consumables Materials Management Terminology Consumables: In Umoja, consumable means that an item is bought for immediate use consumption and not held in stock for future use. Materials Equipment

18 Consumables Materials Management Terminology Some entities/plants manage Inventory in Umoja. For entities that do not, all materials will be consumed upon receipt. Materials Equipment Inventory: Materials in stock that are procured specifically for inventory/stock (decision at time of requisition) and not consumed immediately upon receipt, are stocked and managed centrally as part of Inventory Inventory Equipment which has not yet been issued out may be held in stock. While in stock, Equipment is considered part of Inventory as well.

19 Consumables Materials Management Terminology Umoja is also designed to track and report financially on Fixed Assets and Financial Inventory according to IPSAS requirements. Materials Equipment Fixed Assets Inventory Fixed Assets: Equipment that has a value above the IPSAS thresholds, is additionally designated as a fixed asset based on IPSAS 17 Guidelines. All Fixed Assets will be Equipment but not all Equipment are Fixed Assets. Materials classified as Fixed Assets can also form part of Inventory if they are not currently in use.

20 Consumables Consumables Equipment (in Use) Materials Management Terminology Consumables: Materials consumed upon receipt. Consumables are never stored as inventory, but they could continue to be tracked as Equipment Materials: Every material the UN plans, procures, produces, transports, stores or sells. Equipment, Consumables and Inventory are all Materials Materials Materials Equipment Equipment Equipment (In Inventory) Fixed Assets Inventory Inventory Inventory: Materials in stock that: are procured specifically for inventory/stock (decision at time of requisition) and not consumed immediately upon receipt, are stocked and managed centrally, and, if equipment/fixed assets, are not currently in use. 21 Material Master The Material Master Data is a Master Data record that contains information about the products procured, stored and shipped by UN. It determines how the material will be managed from initial requisitioning through to downstream processes such as receiving and inventory management. Some key components of the Material/Service Master include: Unique ID of a material/service Product ID Example: (Projector: Dig) Type of product or service. Matches the equivalent UNSPSC classification Inspection, Batch Management, Serialization criteria, Material Type Product Category Example: (Projectors, Supplies) Material Characteristics Example: Serialization Flag Material or Service Master GL Account Code derived from product category, Asset and/or Equipment Assignment, Valuation Class Financial Characteristics Example: General Ledger 21

22 Supply Chain Master Data The Material Master Data is related to two other Supply Chain Master Data elements: Equipment Master Data and Asset Master Data. Material Master All materials in Logistics Execution are procured using the Material Master Record and managed in Inventory How much do I buy? Where do I have in stock? What can I issue? What can I transport? Equipment Master Asset Master Materials that must be tracked, installed, maintained, operated, and managed are defined as equipment and tracked using an Equipment Master Record for that item What is due for maintenance? Where/with whom is the equipment? Fixed Assets are UN materials that have a financial value above the IPSAS thresholds and are tracked using an Asset Master Record for that item What is the depreciation expense for the period? Per IPSAS, equipment over IPSAS threshold are also considered fixed assets and would have both an Equipment Master and Asset Master Record for that item 22

24 Global Material Master Settings Besides general characteristics (e.g. Unit of Measurement), each Material has several other characteristic flags, which if set, will have an impact on how that material is treated during activities in Logistics, Finance, etc. Serialization Materials with the Serialization flag require serialization/bar coding upon receipt. This is necessary to create records in the Equipment Master Example: Servers Batch Managed Materials with the Batch Managed flag enable creating of batch numbers and enable Inventory control through batch characteristics (Shelf Life, Expiration date, Vendor Batch) Material is assigned to a specific batch upon receipt Example: Rations Quality Managed Materials with the Quality Managed flag have an inspection requirement at receipt (usually based on contractual terms) Example: Vaccines 24

25 Financial vs. Operational Inventory It is important to note that Financial Inventory, or inventory whose valuation is reflected on financial statements (as per IPSAS 12 Policy Framework Guidelines), is not the only inventory that is tracked in Umoja. Operational Inventory, or any inventory that needs to be tracked for management purposes, is also tracked in Umoja. For example, while lightbulbs would not be considered relevant to IPSAS, they can be essential to fulfill an office s mandate. Therefore, any lightbulbs not currently in use for this particular office would be managed as Inventory in Umoja and would be assigned a specific Storage Location. Operational Inventory Fin. Inv. 26 Inventory Valuation Inventory Valuation Principles: 1. Umoja will be guided in the valuation of Financial Inventories with IPSAS 12 guidance issued by the Office of Programme Planning, Budget and Accounts (OPPBA). 2. Fixed Assets as per IPSAS -17 which are managed in Inventory have zero value for inventory purposes. 3. Operational Inventory valuation in Umoja is tracked at the Umoja Plant level and is based on Moving Average Price Moving Average Price is calculated by dividing the total value of a material at a plant by it s total quantity. (Example: An Umoja plant has 3x Material A in inventory. 2x of this Material was purchased at $1000 USD, 1x was purchased at $700 USD. The MAP for Material A at this plant is $900 USD) 4. Finally, Split Valuation may be applied for new and used items. Any goods received in Umoja will have a new valuation price automatically populated based on the PO price. For certain Material Types (for example, ZERS Spare Parts, and ZSAA Supplies & Equipment), if they are issued and subsequently returned to inventory, they will be given a used valuation of 0. Because these materials can have split valuations for new and used status, having more used items should not dilute the MAP for that Material Transit Location (Virtual) 26

27 Serial Number Creation/Barcode Printing All trackable material requires a serial number to be assigned at the point of Goods Receipt. The serialization requirement is set at the Material Master level. In order to identify the uniqueness of an equipment, serial numbers can be system generated and printed on standard bar code labels. For vendor provided, or internally generated barcodes, there is a location on the Equipment Master to manually input that information (TechIdentNo.). System generated numbers ensure consistency of application globally and enable receipt at international origin locations against FCA contracts where there is no actual R&I. Barcode printing of SAP generated serial numbers reduces requirements for manual reentry of externally generated/provided barcode information after receipt. 27

28 Quality Inspection An inspection is required based on Material Master requirements and only for goods undergoing a Physical Receipt. When these goods are posted, the Inspection Lot is automatically generated in Umoja ECC. The goods are placed in the Quality Stock. Invoice is blocked until inspection is cleared. If the inspection fails, the goods can be returned to the vendor. 28

31 Virtual and Physical Receipt for Common UN Incoterms The transfer of ownership that occurs between the seller and buyer is dictated by the Incoterm. A Virtual Goods Receipt can occur at any location prior to the final receiving UN location. 32 What is a Virtual Goods Receipt? Virtual Goods Receipt Vendor Delivers at Origin or Other Named Place (e.g. Port of Delivery) Vendor Delivers at Destination IPSAS requires goods to be received at the point of transfer in ownership from the commodity vendor to UN, as dictated by the appropriate Incoterms. This can occur before goods are physically received by the UN office/location, for example when they are placed at the disposal of a UN-designated freight-forwarder. In Umoja, this is considered as a Virtual Goods Receipt. Within the Virtual Goods Receipt process: Inbound Deliveries are updated with relevant information provided by commodity vendor to confirm delivery of goods The Virtual Receiving User receives the goods against the Inbound Delivery Umoja ECC will automatically perform three-way match and clear the payment for processing 32

Vendor Delivers at Origin or Other Named Place (e.g. Port of Delivery) Physical Goods Receipt Vendor Delivers at Destination Physical Goods Receipt refers to the process where commodity vendors deliver directly to the UN office/location, as dictated by the appropriate Incoterms. Within the Physical Goods Receipt process: The Receiving User receives the goods against the Inbound Delivery in Umoja For a standard Goods Receipt, Umoja ECC will automatically perform three-way match and clear the payment for processing If discrepancies are found, goods can be moved to a blocked status and the invoice for payment cannot be paid until resolved Requisitioners are notified by a system-generated upon Goods Receipt (underdeliveries and blocked goods are indicated) 34

36 Direct Receipt Direct Receipt refers to goods delivered by the vendor to, and received by, the requisitioning entity instead of being delivered and received by the designated central receiving unit. Direct Receipt should be considered an exception to the standard process in which all goods are to be delivered to the entity designated central receiving area where the receipt will occur prior to subsequent collection by, or onward delivery to, the requisioning entity. Direct Receipt will require the requisitioning entity to confirm receipt of goods in Umoja. The steps to perform a Direct Receipt are covered in the Direct Receipt Job Aid. 36

37 Logistical Structure within Umoja A plant is the location where materials are produced, purchased, stored, inventoried, shipped, received and valuated or from which services are provided. A storage location reflects the inventory owned by a particular Funds Center in a plant. It also reflects the geographical locations that fall within the same plant. One Funds Center can therefore have multiple storage locations. However, no two Funds Center can share the same storage location. 38 Structural Elements for Logistics: IM & WM There are two types of storage locations: Transit Storage Locations (Virtual Goods Receipt & Transit Locations) Transit locations have been created to indicate where goods are geographically located prior to arrival to final destination. They support the Virtual Goods Receipt process and have no financial derivation (no correspondence to Funds Center). Stocking Storage Locations (ex. Medical Section, Facilities Management, etc.) Material/Inventory is physically stocked and managed at these storage locations Linked to one Funds Center/Plant, reflecting ownership and deriving financial postings Note: For technical reasons, fixed assets always require receipt into a storage location (even when they are not procured for inventory/stock and are procured for consumption/immediate use). Accordingly, a specific storage location (A000) is available for this purpose in each plant 38

39 Umoja ECC Stock Type As you recall, Umoja ECC uses movement types to perform the receiving actions taken. When a movement type is used, goods are received to a certain stock type. A stock type defines the system state that classifies goods. Stock types used in Umoja are Unrestricted Stock, In Transit Stock, Quality Stock and Blocked Stock. Unrestricted Stock In Transit Stock Material available for use upon receipt This stock type allows full financial posting and invoice processing Material in transit to receiving location Material has already been withdrawn from storage at the issuing plant, but has not yet arrived at the receiving plant It is included in the valuated stock of the receiving plant 39

48 Inbound Delivery Overview An Inbound Delivery is a system document used to collect all shipment/delivery details (similar to an Advanced Shipping Notice provided by freight forwarders). 53 Inbound Deliveries and Purchase Orders Let s examine the Purchasing Documents for this scenario. There are several methods to find a PO. The most common is to use the ME23N (Display Purchase Order) transaction. You can also review all PO s for a vendor using the ME2N transaction. The steps to view a PO in Umoja ECC are: 1 Enter ME23N in the Command field and click the Enter icon. The initial screen displays the last PO that the user opened 1 53

68 Inbound Delivery Key Date An Inbound Delivery contains information regarding several key dates to support the goods movement and delivery process for UN locations. It is a living document, which is updated as delivery and shipping information becomes available and/or changes. The Material Document number appears at the bottom of the screen when the goods are posted. 103 View Material Document A material document is generated with each Goods Receipt action performed in Umoja ECC. Users can view Material Documents by selecting Display and enter the corresponding Material Document number in the Goods Receipt screen (T-Code MIGO). The Display Material Document screen has the same fields and tabs as the Goods Receipt screen, in addition to a Doc info tab and an Output tab. However, the information cannot be edited. 103

On the Display Material Document screen, click the Where tab in the Item Details section and for each line item, click the Stock Overview (postcard) button. This is equivalent to opening the Stock Overview report. Alternatively, review the Stock Overview report or Warehouse Stock report using the corresponding T-codes. The reports will show the quantity increase in the Unrestricted Stock after Goods Receipt. 104

108 Receiving Serialized Materials The serialization requirement for certain items is set at the Material Master level. The Receiving User can print the bar code labels based on Umoja numbers or enter custom labels on the Equipment Master record to finalize the Goods Receipt process. If the serial number is system-generated, the Equipment Master s TechID field automatically adopts this serial number preceded by 3 stars (***) in order to indicate that this is an automatically generated ID. The user can overwrite this number if an external barcode already exists. The Inventory Count reports reference both the system-generated serial number and the TechIdentNo. fields to facilitate the count. 108

The goods are to be picked up at the manufacture s warehouse by a freight forwarder for direct delivery to the receiving location. The plant is US00 (UNHQ) and the storage location is 7501 (Medical). The materials be ordered are: Material (Test Kit), which requires match management and quality inspection Material (Dental Xray Machine), which requires serialization The freight forwarder confirmed pickup, and informed the Inbound Coordinator to update the Inbound Delivery accordingly and attached the delivery documents. 123

129 Viewing Inbound Delivery Report The Inbound Delivery report is the initial screen from the T-code VL06I. The report view will be essential in the follow-on Goods Receipt processes (that is, Virtual Goods Receipt). The first view is the Header-Level View (used as a general report layout to show the header-level and overall Inbound Delivery details) The second view is the Item-Level View (must be used for Virtual Goods Receipt as it shows the item-level details, including the item-level Incoterms and quantities). 139 Structural Elements for Logistics: IM & WM There are two types of storage locations: Transit Storage Locations (Virtual Goods Receipt & Transit Locations) Transit locations have been created to indicate where goods are geographically located prior to arrival to final destination. They support the Virtual Goods Receipt process and have no financial derivation (no correspondence to Funds Center). Stocking Storage Locations (ex. Medical Section, Facilities Management, etc.) Material/Inventory is physically stocked and managed at these storage locations Linked to one Funds Center/Plant, reflecting ownership and deriving financial postings Note: For technical reasons, fixed assets always require receipt into a storage location (even when they are not procured for inventory/stock and are procured for consumption/immediate use). Accordingly, a specific storage location (A000) is available for this purpose in each plant 139

140 Perform Virtual Goods Receipt Consumption When performing a Virtual Goods Receipt for consumption (as opposed to inventory), a storage location is not required. This means that shipment is no longer tracked in the system from the Transit Location to the final destination. Therefore, we would need to use the shipping contract in order to monitor that freight has been successfully completed. The follow-on freight PO number can be found in the TrnsIDCode (Transport ID Code) field in the Shipment tab of the Inbound Delivery. 140

141 Perform Virtual Goods Receipt Fixed Assets When performing a Virtual Goods Receipt for Fixed Assets (in locations without Inventory Management), a virtual storage location will be required (9000/X). This means that shipment is no longer tracked in the system from the Transit Location to the final destination, however, the Fixed Assets can be issued from the virtual storage location. 141

163 Blocked Stock Handling After the Receiving User reports the issue to the Requisitioner, the buyer would collaborate with the Vendor and Requisitioner to resolve the discrepancy. A decision will be made to either accept the goods or return the goods to the vendor. If the goods can be accepted, the Receiving User uses the T-code MIGO, selects Goods Receipt in reference to a PO and uses movement type 105 and the related PO number to release the goods from Blocked Stock to Unrestricted Stock. 163

164 Return To Vendor If the material cannot be accepted, the Receiving User uses the T-code MIGO and a movement type to indicate the return to vendor status. Note: If the payment has already been processed, the Receiving User needs to notify the Requisitioner that the reversal action is complete. The Requisitioner then works with Finance and other relevant offices to reverse the payment (offline). 166
