Army Program Brief CAD / PAD Industrial Summit 28 October 2015 Precious V. N. Njemanze Army Customer Advocate, CAD / PAD JPO
Sponsors/Customers Project Director, Joint Products (PD-JP), Picatinny Arsenal, NJ Project Manager, Close Combat Systems (PM-CCS), Picatinny Arsenal, NJ Deputy for Munitions & Logistics Readiness Center (MLRC), Joint Munitions Command (JMC), Rock Island Arsenal, IL Security Assistance Management Directorate (SAMD), Joint Munitions Command, Rock Island Arsenal, IL 22 FMS Countries supported Project Management Offices (PMOs) for AH-64, CH-47, OH-58 & UH-60, Redstone Arsenal, AL Approximately ~ 200 US field units supported Commander, USA Redstone Test Center (RTC), Redstone Arsenal, AL 2
Funding Profile PD-JP Program Objective Memorandum (POM) FY16-21 Appropriation FY16 FY17 FY18 FY19 FY20 FY21 FYDP Total PAA ($M) FY17 funding cut by $1M due to poor obligation rates in FY15 With introduction of AH-64 Under Water Emergency Egress System (UEES), funds increase by $1M is anticipated starting FY18 PM-CCS Projected POM FY16-21 Appropriation FY16 FY17 FY18 FY19 FY20 FY21 FYDP Total PAA ($M) Reduced use of M500 (Cutters) since 2012 led to surplus in inventory and resulted in zeroing of POM through FY17 FY18-FY21 projections would be validated in FY17 3
Funding Profile Continued MLRC JMC Planned Ordnance Assessment Costs FY16-21 Appropriation FY16 FY17 FY18 FY19 FY20 FY21 Total OMA ($M) Decrease in FY18 is because fewer items are scheduled for test Redstone Test Center Planned Procurement Costs FY16-21 Appropriation FY16 FY17 FY18 FY19 FY20 FY21 Total PAA ($M) RTC is not a program office but receives funding from PEO Aviation PMOs and other Customers SAMD s FMS yearly funding averages about $2.3M AH-64 PMO FY16 UEES Qualification Support Funding - $64K 4
Significant Contractual Notes JMC s database, Worldwide Ammunition-Data Repository Program (WARP), requires that an ammunition data card (ADC) be assigned per DODIC - and not per Lot - for traceability ADC entry only allows 1 DODIC/NSN in the DODIC/NSN field T-6 requirements are exempted because T-6 is not managed by JMC Shipments for Army must include the Army MILSTRIP on the Material Inspection and Receiving Report, Form DD250 Shipments have been found late because they were receipted into Navy account (likely because they were under Navy contracts) Contractor timely response to solicitations and data requirements from our contracting agencies is critical Untimely responses led to PMO not meeting OSD obligation goals Untimely responses led to reduction in FY17 funding 5
Urgent Programmatic Needs Contract delivery schedule is now a major focus for the Army Delivery of low or out of stock items on Contracts Most contracts are more than 12 months late on delivery CH-47, AH-64 and AH-1 are impacted Service Life Extensions are exhausted Army aviation platform mission readiness and safety is at risk to be compromised 6
Future Programmatic Goals AH-64 Underwater Emergency Egress System (UEES) Procurement of sustainment parts expected to start in FY18 Plan is to switch from current system starting with aircrafts operating in coastal environment Support Army RTC T-6 Aircraft NSWC IHEODTD is providing programmatic, acquisition, engineering and logistics support US Army is retiring OH-58D with last divesting in 3 rd QTR, FY17 Currently, 140 OH-58s are in Type 1000 storage at Aerospace Maintenance and Regeneration Group (AMARG) 13 potential interested countries totaling ~220 possible OH-58D for FMS cases or they ll become excess defense articles (EDA) We would support FMS for the Gas Generators if sale occurs Get industrial source for M21 Reefing Line Cutter, M500 in
