Lang With over 350 years of Maritime History, it is no surprise that today New Bedford is one of the most important commercial Ports on the East Coast. From its Whaling days, to its current position as the largest per-dollar-catch-inthe-nation Fishing Port, to its future as a major Intermodal Shipping Center, the Port of New Bedford has always been, and will always be, a Working Port. Today, the busy Port of New Bedford is home to over 200 Maritime businesses, a commercial fleet of 500 fishing vessels, two-inter island ferry services, an active cargo shipping industry, a cruising industry, bulk and break-bulk cargo facilities, and numerous shipyards and vessel repair facilities. The Port of New Bedford is currently undertaking a more than $200 million commercial make-over: deepening channels and berths and repairing and enlarging Marine Terminals and Wharfs to accommodate the needs of the growing shipping industry. With excellent road, rail and vessel connections to New England, the Nation, and the World, New Bedford is poised to become a leading Intermodal Port into the 21st Century and beyond. Today New Bedford is an active Industrial Port servicing a wide range of commercial interests. Export: The Port is a major international shipper of frozen food products to destinations around the globe via large refrigerated cargo vessels. Import/Export: The Port is an active import/export hubreceiving 300 vessels calls. Annual amount of goods imported/exported: 123,000 tons (196.4 million lbs.) of fish (including landings); 400,000 tons (aggregate/sand); 134,000 tons petroleum bulk commodities [total of 657,000 tons bulk]; 55,000 tons of break bulk cargo. Value of goods (in dollars): $230 million of bulk, $60 million break-bulk, $441 million fish (including landings). Maritime Terminal: 28 freighters expected in , increased from 18 freighters in 2008, and 8 in Freighters this season will handle 33,000 pallets of fresh citrus from North Africa, 6,500 metric tons of frozen fish to West Africa, and 1,000 metric tons of general cargo to South Korea. The port handled over $70 million of commercial cargo with each vessel generating a $200,000 direct impact and employing 50+ people. State Pier: Shipping of household goods, autos, food, large trucks, and heavy equipment to Cape Verde, Portugal, Angola, and Haiti among other countries. 3 3 PROXIMITY AND CONNECTIONS Bulk Transport The Port is host to several major building materials transport businesses which ship sand, gravel, fuel, and other bulk materials to the offshore Islands and other Ports in the Region. Cruising: New Bedford hosts over 20 cruise ship visits per season, making it one of the most visited working Ports in Massachusetts. Vessel Repair: The Port is home to numerous facilities that specialize in the maintenance and repair of large vessels and has one of the largest concentrations of shipwrights and vessel craftsmen in the Northeast. Intermodal Transport: The Port currently has ship-to-truck access at multiple facilities supporting an active shipping industry, and ship-to-rail access is currently available at North Terminal. Vessel The Port of New Bedford is a deepwater commercial Port with easy access to the maritime corridor from the Massachusetts coast, located on the northwestern side of Buzzard s Bay approximately 9 nautical miles from the Cape Cod shipping canal, 83 miles south of Boston and 166 miles north of New York. With its location on the northern trans-atlantic ship-ping corridor, the Port is host to numerous International vessel Ports-of-call, welcoming vessels from South America, Canada, Europe, Africa, and beyond. As a major functioning commercial Port in the heavily populated Northeast corridor, the Port of New Bedford plays a key role in the movement of goods domestically. The Port is home to numerous shipping concerns that trade in everything from fruits and vegetables, to frozen seafood, bulk building materials and aggregate, petroleum product, dry goods, recyclables, and many other commodities. The Port of New Bedford is strategically positioned to serve as vital hub in the emerging short sea network because of its ideal central location on the New England coast, the business-friendly commercial/industrial nature of its protected deep-water Port facilities, and the fact that it has available land area within the Port.

4 4 SHIPPING ROUTES The Port of New Bedford is: Exempt from the Harbor Maintenance Tax. Has abundant affordable labor pool including: International Longshoreman s Association (ILA) Teamsters Pilots Stevedores Available 24/7 Is a Foreign Trade Zone # 28 International Trade Routes Short Sea Shipping Routes Rail Lines Major Highways Road The Port is at the cross-roads of the major highway system that serves the entire eastern seaboard. The Port has excellent highway (I-95, I-93, Mass Route 128, Route 140, Route I-195, and Route 24), rail, and air connections (New Bedford Regional Airport). While the surface routes in and around New Bedford offer convenient access to the main thoroughfares of I-95 and I-93, the immediately adjacent I-195 corridor offers a less congested more streamlined travel experience for freight shipping while at the same time providing direct access to the heart of the Northeast markets. New Bedford stretches to New England markets and provides an alternative that avoids major bottlenecking intersections along the I-95 Corridor (i.e, Hudson Crossings, Lower Connecticut Bottlenecks). In addition, New Bedford offers excellent distribution services including, local and regional distribution centers, shipping agencies, freight forwarding and stevedore services, and warehouse, cold storage capacity and truck-brokering facilities.

5 5 Rail The Port of New Bedford is one of a rare few Ports that has both developable land within the Port, direct rail access to the water, and an active rail-yard that services cargo and freight rail. Rail connections service all of New England and the rest of the Nation and Canada via a well established interconnecting infrastructure. Currently, the rail-yard in New Bedford services the local community and the Port exclusively, avoiding costly delays and congestion that many other railways on the Northeast corridor experience. Currently Rail connects directly to the wharf-side bulkhead at North Terminal, allowing for direct Lo/Lo. Easily upgradeable rail lines also exist to two other Marine Terminals within the Port (State Pier Terminal), and planned expansions at those facilities include rail upgrades to allow for Lo/Lo and/or Ro/ Ro capabilities. Additionally, the City is currently in the midst of a multi-million dollar expansion of the Port s South Terminal, which will convert the current busy shipping terminal into a state-of-the-art Marine Park and Center. Concept plans for this major Port initiative include options for rail extension to increase overall connectivity. As evidenced by the recent multi-million federal TIGER Grant appropriation for repair and upgrade of bridges on the New Bedford Rail system, the freight-rail terminal in New Bedford is considered a major asset to both the region and the nation. Constant upgrades and improvements have been made to the system over the past decade, and recent investments and improvements have reduced transit times and increase flow volumes. Besides having convenient active rail, the rail-yard in New Bedford also has extensive sidings that allow for both shortterm and long-term storage of railcars. Additionally, adjacent leasable storage/lay-down area of considerable size exists within the rail-yard adjacent to the track-lines, allowing for secure storage of goods and containers if required.

6 6 Rail connections to/from New Bedford New Bedford offers a readily accessible uncongested exit off of America s Marine Highway. Air The New Bedford Regional Airport, located at the northern edge of the City, provides local flights and regional jet service to markets beyond the South Coast Region. The main air terminals are less than a ½ hour drive from the docks at the Port, providing for fast and efficient transfer of perishable and/or sensitive cargo. Planned expansions of the airfield will allow for large planes and more frequent flights, companioning the growth that the South Coast has experienced over the last decade and is expected to experience well into the next. New Bedford offers a readily accessible uncongested exit off of America s Marine Highway.

With Three full service Marine Terminals to support shipping, a strong Import/Export business, Rail Connections from the Port to all major Rail Corridors in the Northeast and to the rest of the Nation, and a major Regional Airport within 3.5 Miles of the Marine Terminals; The Port of New Bedford is Ideally Suited to play a major Role.

8 8 STAGING / DISTRIBUTION One of the things that distinguishes the Port of New Bedford as a shipping-friendly Port is that fact that, unlike many other urban Ports, New Bedford has ample existing Staging area and has an existing and very active Distribution business sector. Distribution New Bedford is home to over 100 active distribution centers, servicing everything from the building industry to the restaurant and food services industry. Thousands of trucks are navigating the highways around the Port of New Bedford on any given day, connecting the trade in the Port with customers through a distribution network that is the envy of the industry. Staging Unique in the world of shipping, the Port of New Bedford boasts numerous opportunities for the staging and storage of shipped goods and commodities. Staging areas exist at all three of the major Terminals in the Port. Additional staging is available within the Port at the Rail-yard and at staging areas that are supported by the Truck Transportation Network. Within 30 miles of the waterfront in the Port, over 100 acres of useable staging and lay-down area are available to meet the shipping industry needs, making the Port of New Bedford one of the most logistically friendly Ports in the Northeast. Assets unique to New Bedford are highlighted below: New Bedford is an active commercial and industrial Port with a multi-faceted commercial shipping sector; New Bedford offers a readily accessible uncongested exit of the marine highway New Bedford is an intermodal port with excellent high way (I-95, I-93, Rte 128, Rte 140 and Rte 195, Rte 24), rail, and air connections (New Bedford Regional Airport); New Bedford stretches to New England markets and provides an alternative that avoids major bottlenecking intersections along the I-95 Corridor; New Bedford offers an affordable, diverse and strong labor force; New Bedford offers excellent distribution services including, local and regional distribution centers, shipping agencies, freight forwarding and stevedore services, and warehouse, cold storage capacity and truckbrokering facilities; The City of New Bedford is the grantee and holder of Foreign Trade Zone (FTZ) #28 offering a competitive advantage to foreign businesses looking to trade in US markets. The Port, Regional Airport, and adjacent areas form the New Bedford FTZ #28, which provides duty-free manufacturing opportunities for importers and exporters; New Bedford is the most protected Port on the Eastern Seaboard by a hurricane barrier (150 foot entrance) that is constructed across the Port entrance and is equipped with an opening that can be closed during hurricane conditions and severe coastal storms, but which can still accommodate vessels with beams up to 120 feet and with drafts up to 30 feet; In the post 9-11 environment, New Bedford has a rigor ous security program: The USCG, State Police, and New Bedford Port Security Unit have a strong presence in the Port protecting the interests of maritime commerce; The Port of New Bedford is working with the EPA as the model Port for how to attain Green Port designation; Coastal shipping is an integral component of this initiative given the reduced pollution and carbon footprint benefits; and To support the development of the AMH, The Port of New Bedford actively participates in the American Association of Port Authorities, North Atlantic Ports Association (NAPA), the I-95 Corridor Coalition, and the Coastal Coalition; The Port Director is Chair of NAPA s Short Sea Shipping Committee and Co-Chair of the I-95 Corridor Coalition Short Sea Shipping Committee.

11 11 PORT SERVICES The Port of New Bedford has been a fully functioning International Trade Port of over three centuries. The fabric of the Port and the City have been interwoven for generations. As such, the Port boasts an almost inexhaustible talent pool of Marine and Maritime services. Many of the current Port businesses have been a part of the community for decades and are staffed by third and fourth generation purveyors. The Port of New Bedford is home to a number of ship repair yards and a full range of highly skilled marine specialty craftsmen that can handle virtually any vessel refit or repair. Dry dock facilities are available within the Port that can service vessels up to 1,100 long tons (displacement). Ships chandleries are spread throughout the Port, supplying all manner of vessel and maritime repair equipment, supplies, and provisioning. Additionally, because of the Intermodal nature of the Port, both truck/vehicle repair and heavy equipment maintenance and repair facilities, along with rail-yard maintenance services, exist in abundance in the Port. Piloting services are a mainstay activity in the Port, which is serviced by the Northeast Marine Pilots Association. Escort vessels and tugs ply the waters of the Harbor and the Bay beyond, providing safe passage for any vessels requiring or requesting services. Marine cranes and crane operators in the Port are available 24/7 to accommodate all manner of unloading and lifting, both on the Terminals and in the Harbor. Stevedoring has been a way of life in New Bedford for generations, and (unique to New Bedford) many of the Stevedore craft live within walking distance of the Port, making them available within a moments notice. The Port has active local Teamsters and ILA representation which service the Port 24/7. New Bedford offers excellent distribution services including, local and regional distribution centers, shipping agencies, freight forwarding and stevedore services, and warehouse, cold storage capacity and truck-brokering facilities. 12 12 SAFE AND SECURE PORT The Harbor of New Bedford is one of the most well protected harbors in the region, this is partly through its position and shape, but in large part due to the hurricane barrier constructed and operated by the U.S. Army Corps of Engineers at its entrance. The structure includes closable gates to prevent the penetration of storm surge, protecting the entire downtown and industrial waterfront. The City takes the issue of port security very seriously and has a specially trained port security unit as a part of its regular police force. The Marine Unit of the New Bedford Police Force contains dedicated officers whose primary function is to provide policing for the Port. The team includes police divers, vessel operators, and law enforcement personnel that are specially trained in protection and public safety associated with our nations Ports. The Port of New Bedford is an International Port, and has a posting of Coast Guard, Homeland Security, State Police and Immigration officials that monitor and oversee all aspects of security related to visiting foreign vessels. New Bedford Port Security Unit operates several law enforcement vessels in the Port, and is equipped with state-of-the-art above-water and underwater monitoring and imaging equipment. The Port of New Bedford is blessed with a unique geography, a deep embayment that protects the Harbor from rough seas and severe weather. Adding to the natural protection of the Harbor is the fully encompassing Hurricane Barrier, which protects the seaward end of the Harbor from even the most severe storms. Because of these protections, the Port of New Bedford has been designated as a Port of Safe Refuge, and often hosts passing vessels seeking refuge during severe storm events. The Port of New Bedford Understands that a secure port is key to business growth and expansion. As such, the Port has aggressively sought and received Port Security Grants that provide funds to continually upgrade the Ports security status. A recent example includes funding of $3.5M to deploy a port-wide surveillance system and bring new security infrastructure on line.

13 13 GREEN PORT The Port of New Bedford is making every effort to become the first green port on the East Coast. As part of this campaign, New Bedford partnered with the National Oceanic Atmospheric Administration (NOAA), the National Fish and Wildlife Foundation, and private industry and became the first port in the continental U.S. to roll out the Fishing for Energy program where derelict fishing nets are collected and burned for fuel. The Port is pursuing several other measures to earn the Green Port designation including shoreside power, waste oil collection, bilge water storage, treatment and transfer services, development of recycling stations, installation of solar trash cans, use of lower content sulfur and alternative fuels, implementation of conservation practices, and storm water management. MOVING INTO THE FUTURE In order to build on its rich Maritime History, New Bedford is undertaking a broad economic development initiative to upgrade and improve its marine infrastructure. Dredging: A major dredging initiative is underway that will re-establish authorized depths at all of the major channels and fairways in the Port as well as deepen many channels and berths to accommodate larger vessels. The Port is beginning Phase IV of its dredging program after having removed more than 250,000 cubic yards of sediment in Phases I through III. In all, nearly 2 million cubic yards of dredging is slated as part of the deepening and maintenance efforts. Marine Terminals: The Port boasts four major Marine Terminals: North Terminal, State Pier, and South Terminal. Significant enhancements and enlargements are planned for all four of the Port s principal shipping terminals. Many elements of terminal rehabilitation have already been completed, including extensive fendering replacement at South Terminal, the creation of additional land area at North Terminal with a new bulkhead, and the reconfiguration buildings at State Pier to allow for more efficient use of the Terminal. Planned buildouts of these facilities will further enhance the Ports ability to service the Intermodal shipping industry.

14 14 INVESTING IN THE FUTURE. Marine Terminal Expansion: South Terminal: The planned extension to South Terminal will add over 22-acres of useable commercial space to the existing facility. The 800- foot bulkhead extension will add to the existing 1,500-foot long bulkhead, and create extensive docking and berthing space for large vessels. Planned associated dredging will deepen the berth in front of the bulkhead to accommodate vessels with drafts of up to 30-feet. Existing roadways servicing the Terminal will be improved to allow for additional traffic flows, and paved lay-down and indoor storage structures are planned. Track and tire mounted cranes are envisioned for the facility, allowing for both vessel unloading and movement and staging of materials upland. Eventual extension of the existing rail line that services the rail terminal in the City is included in the conceptual models of the future facility, and options for a Roll-on/Roll-off ramp, dry dock and travel lift have been incorporated into the concept plans, the exact location of which will be determined to meet the needs of commercial interests that will use the facility. 15 15 Marine Terminal Expansion: North Terminal: North Terminal currently has a multi-track rail spur that extends to the newly constructed bulkhead at the south end of the Terminal, and a new Ro/Ro ramp for truck-to-barge transfer at the north end of the Terminal. Planned expansion of the facility includes an extension of the bulkhead linking the new bulkhead at the south end of the Terminal to the Ro/Ro ramp at the north end of the Terminal, providing a continuous bulkhead 1,200-feet long and adding 5-acres of useable land to the existing 10-acres that currently exists at North Terminal. The facility is located immediately adjacent to the City s existing main commercial rail-yard, and additional train staging and storage is available at that facility. Additional rail spurs at the northern end of the new bulkhead and extending to the water s edge are planned, allowing for additional vessel/rail Intermodal opportunities, including Loadon/Load-off and rail-barge Ro/Ro. Track and tire mounted cranes are envisioned for the facility, allowing for both vessel unloading and movement and staging of materials upland. Existing roadways servicing the Terminal will be improved to allow for additional traffic flows, and paved lay-down and storage areas are planned. State Pier: State Pier is utilized for a variety of shipping and maritime commerce. State Pier currently houses a Ferry Terminal, Cruise docking facilities, and cargo facilities. As an important transfer facility for the City and the State, it currently handles bulk and break-bulk cargo including wood and fruit imports and scrap and heavy recycled goods export. Development plans for the Pier include reconfiguration of buildings and surface infrastructure to increase utility and efficiency, bulkheading of the pile supported apron around the perimeter of the facility, and re-habilitation of the unused rail line that services the Pier. Planned rail rehabilitation includes extension of the replaced rail lines to allow for Lo/Lo transfer, and may be adopted for rail-barge Ro/Ro operations. The concept plans also include the addition of mobile cranes and an additional mobile Ro/Ro ramp for expansion of the vessel/truck Intermodal shipping opportunities.
