1 Golden Rule #3: Vehicles & Mobile Always use mobile equipment and light vehicles for the purpose they were designed and adhere to site pedestrian / vehicle traffic rules.
2 Skill / Experience to Operate Operations of vehicles and mobile equipment requires developed skill and experience for each type of equipment to manage the risks associated with their operation. Qualification requirements must be defined, implemented and managed by the site. People are not to operate equipment for which they are not qualified or authorized. Separation of Mobile Equip. / Vehicles / People Whenever possible separation of: large scale mobile equipment from light vehicles is to be maintained. vehicle and mobile equipment from personnel is to be maintained. Where this is not possible pedestrians are to yield way to equipment. Operating within Limits is to be only operated to perform work it is designed for and operated within the limits of the design. These limits, defined by the manufacturer, are to be understood and followed by the operators.
3 Traffic Plans Traffic plans are required in order to manage required separation controls and to define limits of safe operation, such as speed and site / area access. Regular monitoring of vehicle and mobile equipment movement is required to audit adherence to traffic plans. Maintenance Inspection Operation must be maintained in accordance with manufacturers requirements to maintain safe functionality. must be inspected prior to use in order to identify any deficiencies that might preclude it from being operated safely. must be operated: within speed limits, on authorized roadways, within design limits. while wearing of seat belts. without any distractions.
4 The following key questions are suggested for management who must provide the supporting systems for risk control for vehicle and mobile equipment operation. Five Key Questions for Management Has a traffic plan been defined for the organization, based on identified risks, with an emphasis on the separation of people / vehicles / mobile equipment where-ever possible? Are formal processes in place to monitor and provide feedback on traffic activity? Have traffic standards been formally shared with the those operating and interfacing with vehicles and equipment on site? Have formal programs been established to ensure the required competence of those who will be operating vehicles and mobile equipment on site? Are planned inspections and maintenance programs in place for equipment that is used on site?
5 The following key questions are suggested for a supervisor who may have to assign critical task work. Do I understand the conditions of site traffic plan controls and vehicle / mobile equipment operation requirements while on site? Five Key Questions for Supervisors Have I ensured that the risks and controls associated with operation of a vehicle / mobile equipment have been defined and shared with the persons prior to operation or working in an area with mobile equipment? Have I checked that the persons operating a vehicle are qualified, authorized and able to operate vehicles / mobile equipment? Have I made sure that only equipment designed to do the work of the assigned task is being applied? Do I ensure that equipment is maintained in safe working order prior to anyone operating it?
6 The following key questions are suggested for an employee who may have to operate vehicles / mobile equipment or work in an area where there is the possibility of interaction. Do I know the risks associated with operation of, or interaction with, a vehicle or mobile equipment at the site? Five Key Questions for Employees Do I know (and follow) the traffic rules for operation of vehicles / mobile equipment and any access restrictions on site? Do I know the limits of the vehicle or equipment I am operating and do I work within those limits? If I am on foot, do I yield right of way to the vehicles and equipment and do I inform mobile equipment operators when I am entering their work area? Prior to, and when, operating any vehicle do I: Check that the vehicle is fit for purpose? Do a pre-check of the equipment? Secure any loads that will be transported? Operate a vehicle without any distractions?
