4 AIM & OBJECTIVES Aim To provide residents with information about our current broadband setup and the options that are available to develop a faster and more reliable infrastructure. Objectives To inform residents of the research that has been completed by the Broadband Committee and the information that has been established To outline the options our community has to improve our broadband speeds To explain the strengths and weaknesses of various broadband technologies To outline the criteria for using the CDS voucher To explain the reasons for the recommended provider To provide information about contracts and the associated pricing conditions To gauge the level of commitment by residents to sign-up to a new contract

6 BROADBAND IN THE UK Openreach owns the infrastructure connecting most UK premises to the national broadband network Openreach is a subsidiary of telecommunications company BT Ofcom is the regulator for telecommunications in the UK The Government s policy on superfast broadband consists of 3 stages: Provide basic broadband (2Mbps) to all UK premises by Dec 2015 ( Phase 1 ) Provide superfast broadband to 90% of UK premises by early 2016 Provide superfast broadband coverage to 95% of UK premises by the end of 2017 ( Phase 2 ) Explore options to provide superfast coverage to the remaining 5% of UK premises (equates to approximately 1.5 million homes)

8 WHY WE NEED FAST BROADBAND Children and students require it for their education House prices will be affected by our broadband infrastructure It is a requirement of everyday life for most residents Our current infrastructure will not cope with future demand Local businesses need it to survive and remain competitive Future technology and services will be built for fast broadband

10 THE TECHNICAL OPTIONS Fixed Cable Probably the most reliable option but can be expensive to install and distances from cabinets influence the speeds received at properties Fixed Wireless A fairly new technology that links to a fibre network from an exchange cabinet and transmits a wireless signal to a community Cellular The same technology as used by mobile phones but suffers from erratic signals and is not recommended for streaming music or films due to high data usage Satellite A last resort option that suffers from high latency loss and restricted by expensive data packages and download speeds

14 OUR RESEARCH & FINDINGS Completed a survey of the community to establish the demand to improve our broadband and how important this was to residents Submitted a Freedom of Information request to establish if we were/or would be, incorporated into an upgrade to Superfast Broadband Submitted details of our survey to the Community Fibre Partnership Scheme to request a connection plan and costing model for our community Contacted providers through the CDS scheme to assess their product and services

16 THE CDS SCHEME Created to deliver faster broadband to areas where the market had failed to invest Offers a 500 voucher to residents that cannot receive more than 2Mbps Opened 1 st April 2016, closes for enquiries 30 th Nov 2016, must be used by 31 st March 2017 Vouchers can be used to fund the installation of an alternative broadband solution through a selected provider The CDS vouchers CANNOT be used to fund the development of a fixed cable solution due to prior investment in our exchange Vouchers CAN ONLY be used by residents who sign-up to a contract Vouchers must be submitted separately to fund a solution

18 TALATON BROADBAND COMMITTEE (TBC) DISCLAIMER The TBC has identified a recommended provider following extensive research and profiling of providers that are approved by the Connecting Devon & Somerset scheme The collective value of CDS vouchers has assisted with the negotiations and agreements between the TBC and recommended provider, but can only be used individually by the awarded resident A CDS voucher belongs to the awarded resident and the decision on how this should be used is at the discretion of the resident and not the TBC The TBC is not responsible for the future performance of the recommended network solution The TBC is not responsible for coordinating the servicing and maintenance of the new network Although the terms and conditions of the recommended provider have been reviewed by the TBC, it is the responsibility of individual residents to understand and comply to the details stated within this document The TBC has acted as a mediator for the community and has worked in the interest of residents to get the best available broadband solution and service through the recommended provider TBC members have no personal connection with the recommended provider and do not receive any commission or monetary reductions from the proposed contracts or agreements
19 THE RECOMMENDED PROVIDER
20 WHY VONEUS? They have demonstrated a high level of professionalism during our communications and have worked closely with us to design a package that supports the whole community They have experience in this market and have worked with similar communities to address broadband speeds Their wireless product offers the best coverage for our community and ensures all properties will be able to benefit from the service, no matter where they live or what exchange they are currently connected to The wireless-fibre to the premise (W-FTTP) product they install does not degrade or lose speed over distances The contract arrangement is unique to our community and offers excellent value for money in comparison to other providers and fixed cable installations
21 THE PROPOSED NETWORK A fibre broadband connection is established at Whimple Cricket Club and beamed wirelessly to a mast at New Barn Farm The New Barn Farm site transmits a signal across the community ensuring all residents can receive the service no matter of their location or the exchange they are connected to 100Mbps download/upload speeds delivered to the community Signal received at properties through external receiver and directed to devices through a new wireless router

23 THE CONTRACTS (Broadband Service Only) Essential Package Designed for the average user who uses the internet on a casual basis to surf the web and/or to send s. Additional data can be purchased if monthly allowance has been used. Freedom Package Designed for the user who wants to stream music/watch movies or reviews YouTube videos and multi-media online.
24 COST ANALYSIS Not forgetting the obvious benefit of 100x faster broadband speed
25 INSTALLATION APPROVAL As part of the CDS terms & conditions a voucher will only be approved after Voneus have submitted the following installation evidence: 4 x photos of installation taken (Front, Side, LoS, AP) Signal level screenshot taken (web GUI for radio) Download & upload speed test screenshot taken & shown to customer System shown working to customer (Web Page Demo)

27 COMMITMENT THRESHOLDS 146 residents completed the broadband survey Of the 146 residents surveyed, 100% expressed a desire to improve their broadband with 89% stating is was a very important issue 117 residents have been awarded a CDS voucher with others pending The current combined value of voucher holders is 58,500 In order to make the project commercially viable we require 55% of voucher holders to commit to a contract In order to qualify for the discounted rates we will require 77% of voucher holders to commit to a contract before 21 st October There are almost 20% of surveyed residents who have not claimed their CDS voucher which have a combined value of 14,500
28 SUMMARY Residents emphatically expressed a desire to improve their broadband The new network will be up to 100x faster Contracts are unique to our community and superb value for money Minimum of 65 residents to sign a contract No foreseeable upgrade to fibre cable broadband You are currently paying for something you can t get Unique opportunity to improve our broadband performance
