After team introductions, Jeff of GSBS Architects gave a brief description of the contents of the C101 Excavation Plan. He also set the schedule for clarification submittals and responses. All questions regarding Bid Package #3 must be submitted no later than Wednesday, April 13 th at 2:00pm. After review by the team, the Architect will produce responses Thursday for posting on BidSync on Friday, April 15 th. Chad Jones of MOCA Systems (Owner s representative) noted that MocaManage software will be used for online payment processing. All payment applications must come through Okland Construction. This public bond ($125 million) will receive much public attention, scrutiny and press. Please make sure to funnel all press through the proper channels. Permits must be processed through Okland Hydrocarbon ground contamination exists under an old gas station pad across the street at the intersection of 500 South and 300 East. Currently the plume has been detected under the intersection and doesn t pose a problem. However, PSI will be performing groundwater testing and will inform the proper parties if the plume begins to migrate to the building site. Joel Harrison of Salt Lake City gave a brief overview of the bidding process. Items to note follow: Only prequalified bidders will be allowed to bid Any questions and/or clarifications regarding the bid documents must be resolved through the Addendum process prior to bid. Bid proposals with qualifications or clarifications will be rejected. Okland Construction had to go through the same prequalification and bidding process to win the construction manager at risk Bid document clarification and plan questions should be directed to Ben Nilsen by Wednesday, April 13 th at 2:00 p.m. Bid proposal may be submitted up to 1:50 p.m. to the City Recorder on bid day. If bids are submitted after 1:50 p.m, on bid day, you will have from 1:50 to 2:00 pm to turn bid in directly at the City Council Chambers (otherwise bid won t be accepted). Although APWA plans & specifications aren t included in the contract documents, they must be adhered to as a part of the overall contract. As per 1.4 DE and 2.6 E, there are to be no deviations from the contract Bid Schedule requires a Lump Sum bid and Unit Prices. Be sure to review Geo Tech Documents Physical conditions Process of Bidding is described in 3.2 D of the contract Contract will be awarded to the lowest cost, most responsible bidder Your contract will be with Okland Construction Bid Form shows which submittals are required Must work to obtain required permits major work permits will be paid by the city, other permits must be included in bid

Note that there has been one addition and one revision to the required Unit Prices Document #005200 is Okland Construction s contract with the city must review to guarantee conformance Document #007310 Payment & Performance Bonds are no longer required due to Okland s Subguard Be sure to carefully review Article 5.2 A&B to guarantee the insurance requirements are met they differ from the typical requirements Process to Award: April 20 th Obtain numbers from Bidders Okland/MOCA/City Review for any irresponsibleness of bids Okland will then ask the city for concurrence to award after which the city will respond Okland will then draft documents to be signed Okland will obtain bond rider and forward copy of such to the city Letter of Intent is scheduled for April 22 nd 2 weeks are allowed for Subcontractors design and submittal of Excavation Support and Protection System Permits are to be obtained (permitting period is defined in the Bid Documents) May 23 rd we expect to have shovels in the ground GSBS has already submitted this Bid Package and DD drawings to the city, and are waiting for shop drawings to be submitted Ben Nilsen Gave overview of Scope of Work and Instruction to Bidders 01 11 00 Scope of Work and language to be in master agreement must be understood well if not clear, questions must be submitted by Wednesday We are looking for a single proposal submitted by one company using prequalified subcontractors. Tower Crane foundation excavation will be similar in configuration and thickening as the elevators Truck wash, street cleaning, dust control, flagmen must all be included in proposal Excavation Support and Protection must allow the Concrete Subcontractors a single sided forming system. If sheet pile system will be used, you must provide means whereby that system will be a single plane Excavation Support system shall allow no more than 4 increase in thickness in concrete walls Foundation dewatering system must be fully operable except for the electrical which will be brought to the system by Okland Garland Brinkerhoff gave an overview of the scheduling for this project Insurance requirements are different than usual please review Contract execution required before arriving on site Documents are needed prior to execution of contract Submit information to Garland for permitting, he will then go to Chad for submission to the city

Construction offices will be available on the 3 rd floor of the Barnes Bank Building please notify if you would like to utilize the space prior to bidding Okland construction office is located on 4 th floor Mike Johnson addressed some additional issues to consider If you have site questions, don t hesitate to call Include complex questions in RFI by Wednesday We don t have the room to stage the entire shoring system on site limited lot size There will be a small parking area for foremen, no off site parking is arranged please make arrangements for construction personnel Temporary power will continue to be a challenge until easement is established by Rocky Mountain Power for Salt Lake City hoping for 1 central location for power and this issue will be addressed in an addendum Subcontractor shall monitor power supply to dewatering pumps such that in the event of a power outage, the footing and foundation work is NOT compromised. Subcontractor shall have a means to supply a generator for power should this be the case. This shall continue through the installation and start up of the permanent system. Working hour limitations per the city ordinance is defined as 7am 10pm Please notify Okland in advance if your company will have personnel working after 6pm to assure Okland presence on site City approved haul route has been established Entrance corner of 500 S. 300 E., Exit 300 E. North to 400 S. Anticipating excavation of 1700 to 1800 yards per day to meet schedule Must conform with city ordinance of ZERO TRACK OUT Gary Albert is the city inspector and will be heavily enforcing this ordinance Project sequence will be South to North, and there is expected to be an overlap of excavation and concrete which could cause some logistics issues Tower crane will be positioned approximately in the middle of the site Shoring full height / full length along grid 2.5 cut outs will be required in the shoring to allow for entrances into the garage Deep excavations such as the elevator / tower crane / etc. plan on an extra 3 thickness Layout Survey will be conducted by Okland we will provide grade, gridlines, foundation corners and popouts bidder must determine type of shoring Site visits All site safety rules must be followed such as the utilization of hardhats, safety glasses, safety vests, proper footwear, etc. Please notify Mike Johnson prior to all site visits by calling 801 870 7652 Troy Thompson reminded the group that APWA documents must be reviewed since conformance is required.

QUESTIONS: Question: Wheel washing will cause additional needs for dewatering. Where will the water be discharged? Answer: Must comply with Salt Lake City ordinances Comment: Must have sediment pond or other method of filtering water prior to it entering the storm drain. Question: What is the capacity of the storm drain? Answer: Information will be obtained from the public utility system and will be addressed on the website. Question: If contamination plume enters property, who is responsible for cleanup? Answer: If it enters the property and you become aware of it prior to being notified, be sure to notify Okland staff. Subcontractors are not responsible for the cleanup. Question: Will 3 phase power be available? Answer: We are currently in the process of determining the power availability. We will be providing 3 phase power, but the location, capacity and utility fees once the sub ties into it are all items that will be addressed by addenda and will be made available on the website. Question: What is the deflection criteria for shoring: Deflection criteria is a requirement of the Subcontractor s system design. Do not encroach the building envelope.
