POSITION TITLE DIVISION DEPARTMENT REPORTS TO POSITION DESCRIPTION REMUNERATION RANGE ORGANISATIONAL PURPOSE Manager Community Engagement and Capacity Building Programs and Policy Early Childhood Early Intervention Program Manager ECEI $85,000 $90,000 per annum (pro rata) plus superannuation plus an allowance in lieu of a vehicle. Established during the Great Depression, the Brotherhood of St Laurence was the vision and creation of Fr Gerard Tucker, a man who combined his Christian faith with a fierce determination to end social injustice. The Brotherhood has developed into an independent organisation with strong Anglican and community links. Today, we continue to fight for an Australia free of poverty. At the Brotherhood of St Laurence, we are defined by the people that make up our organisation. With 600 employees and 900 volunteers across more than 50 sites, together we strive to help people experiencing disadvantage through research and policy and services and advocacy. As well as providing services and programs for families and elderly on low incomes, refugees, young people and the unemployed, we research the causes and effects of poverty and advocate national and local policy solutions for people who are disadvantaged. The Brotherhood is currently focusing its work on strategies to alleviate and prevent poverty for those people most at risk at the four transition stages considered critical to their future wellbeing: the early years, the years from school to work, periods in and out of work and retirement and ageing. Our Strategic Plan for 2015 2020 identifies five organisational objectives: to demonstrate how to reduce disadvantage and increase social, civic and economic participation through quality, evidence-based policy, programs and practice to undertake quality research, gather knowledge and evaluate evidence to inform and support our work to work collaboratively and in partnership with others to influence policy and practice. to strengthen our organisational capability to support innovation and respond flexibly to changed circumstances to collaborate with Aboriginal and Torres Strait Islander peoples and ensure the Brotherhood supports their rights and aspirations. Each of these priorities is underpinned by well structured, researched and documented body of knowledge to support all elements of work within the Brotherhood. DIVISION AND DEPARTMENT PURPOSE The division of Programs and Policy comprises four services: Local Area Coordination Children, Youth and Families Employment and Training Retirement and Ageing The work of Programs and Policy in the Brotherhood is structured around the four life transitions (Early Years, Through School to Work, In and Out of Work and Retirement and Ageing) and three horizontal themes: Financial Inclusion, Refugees Immigration and Multiculturalism and people with disabilities, their family and carers. The integration of knowledge exchange across services and transitions supports innovation and the practical demonstration of social inclusion. Building stronger integration of our services knowledge with our research and policy capacity is the basis for our innovation and influencing work across the life transitions. The Children, Youth and Families Division focuses on the early year s transition as a time when children are most at risk of ongoing disadvantage and social exclusion. It takes an early intervention approach and builds family and community capacity to support their child (ren). The NDIS has engaged Early Childhood Partners around Australia to deliver the ECEI approach. The Brotherhood of St Laurence is the Early Childhood Partners for the North East Melbourne, Hume Moreland and Bayside Peninsula areas. The ECEI approach supports children aged 0-6 years who have a developmental delay or disability and their families/carers. The ECEI approach supports families to help children develop the skills they need to take part in daily activities and achieve the best possible outcomes throughout their life. The ECEI team is a team of experienced early intervention specialists who are responsible for delivering the range of ECEI functions including assessment, planning and interventions in line with the NDIA guidelines and ECEI best practice. POSITION PURPOSE The Manager Community Engagement and Capacity Building is a pivotal role engaging people with disability, local communities, local governments and the National Disability Insurance Agency to ensure a coordinated approach to ECEI community engagement across all regions. This position will be responsible for developing and implementing a coherent community capacity building framework and annual plan. The Manager Community Engagement and Capacity Building is responsible for overseeing a small team implementing the community capacity building plan across the following regions: North East Metropolitan Hume Moreland Bayside Peninsula This position will: work collaboratively with other parts of the organisation on the application of the BSL community engagement approach and cycle for engagement Page 2 of 6

make recommendations on training for staff and support processes that will equip our ECEI teams with the skills and capabilities they need to undertake community engagement work/community Capacity Building (CCB) assist ECEI staff to ensure that programs reflect the aspirations of target populations and communities contribute to broader discussion across the sector and within government about the importance of community engagement to building individual capabilities and stronger communities. KEY RESPONSIBILITIES AND DUTIES 1. Employee Management and Accountability work collaboratively within teams to achieve common goals demonstrate a commitment to the Brotherhood s quality framework and culture by participating in and promoting quality actions through continual improvement activities provide coaching and support to all direct reports in the performance of their duties, monitoring and providing appropriate feedback in accordance with Brotherhood policies and procedures in collaboration with the manager, set goals and objectives to ensure outcomes are met model the Brotherhood values and adhere to the Code of Ethical Behaviour in everyday work practices take responsibility for managing risk, safety, health and compliance in own area of responsibility and ensure steps are taken to prevent unsafe work practices in accordance with Brotherhood policies and procedures. 2. Community Engagement develop, implement and manage a strategic plan and key community engagement activities across ECEI regions develop and implement the ECEI community engagement practice framework attend innovation spaces and other reflective practice forums as required identify opportunities for community development and capacity building across all areas of responsibility and prioritise the associated actions efficiently and effectively work closely with local communities to build and deliver sustainable capacity building and stakeholder engagement activities plan, develop and deliver initiatives that promote diversity, inclusion and cultural awareness including people with disabilities and representatives of Indigenous communities review and audit the quality of documentation submitted by team members ensure that contractual and organisational KPIs for community capacity building are met conduct ongoing assessment and review of the community development with relevant LAC managers and implement reforms and process improvements as required report on community capacity building work undertaken across all ECEI regions based on tracked outcomes, provide advice regarding future planning of community engagement initiatives ensure community engagement initiatives are effectively monitored and evaluated Page 3 of 6

participate in the ECEI and LAC Community Engagement Steering Committee ensure that ECEI community engagement and community capacity building outcomes can be reflected in the outcomes measurement and program development develop and refine tools and resources utilised in community engagement activities 3. ECEI Team Capacity Building work with the ECEI team to build capacity in community engagement practice make recommendations on staff resources required to engage in partnerships that build capacity to work with different groups and communities to achieve their aspirations and build skills in inclusive practices provide tailored training opportunities for ECEI teams as required. 4. Stakeholder Relationships and Networking In partnership with ECEI Senior Managers coordinate CCB activities and network memberships Manage a team of Community Engagement Coordinators to respond and facilitate groups of families to action their aspirations. facilitate effective collaboration initiatives between families of children with a disability or developmental delay and mainstream communities develop and maintain, in conjunction with ECEI Senior Managers, internal and external stakeholder relationships oversee community events in collaboration with external stakeholders and where possible link with existing events assist community groups with governance support, grant writing, submissions and advocacy strategies. 5. Mainstream Services Capacity Building inform mainstream and community services about the scheme, its goals, activities and functions build awareness in mainstream and community services on the value and importance of accessibility via a strategic communication and community capacity building plan support mainstream services to take practical steps to being more inclusive advocate for positive approaches to disability in the broader community so that people with disability and their families and carers feel empowered and values manage records on the assessment of accessibility, attitude and availability of mainstream services to inclusion requests. 6. Multi-Skilling the incumbent may be directed to carry out such duties as are within the level of the position and scope of the incumbent s competence and training as directed by the manager.
