1 Position Description TEAM LEADER, COMMUNITY CONNECTIONS, NEMA / LODDON Leisure Networks - Connecting people with their communities THE POSITION Position Title: Team Leader, Community Connections: NEMA / LODDON Reports to: Manager, NDIS Service Development Award: Social, Community, Home Care and Disability Services Industry Services Award ( the Award ) Classification: The position has been assessed at Level 3 in the Community Sector Capability Framework 2010 Award Classification Range Level 6.1 to Level 6.3 Full Time or 0.8 FTE considered Remuneration: Salary range from $35.67 to $37.22 per hour plus 9.5% Superannuation Access is provided to organisational fleet car for work related travel Work Location: This position will work between the two NEMA Hubs located at: Epping Hub, 713 High Street Epping, Heidelberg West Hub, Shop 48 Harmony Centre, West Heidelberg Frequent travel is required across various metropolitan and regional locations as the expansion of this service is implemented in the Loddon Region. POSITION OVERVIEW As the Team Leader for the Community Connections NEMA / LODDON team, you will be responsible for providing leadership and management support for team members working across multiple sites, ensuring outcomes are delivered in line with Leisure Networks overall business strategy. The position requires someone with strong experience and effective skills in leadership and the ability to manage people working in isolated settings and across multiple sites. A solid understanding of the disability sector and the reform agenda, community development principles and a passion for building a positive and proactive organisational culture, during time of growth and change is critical to the success of this role. The successful incumbent must be comfortable with uncertainly, will enthusiastically empower others to achieve organisational outcomes, model excellence in customer and client service and stakeholder engagement and have a willingness to learn in an organisation that is continually evolving. This position will operate in an autonomous way and will be required to establish new policies, procedures and operational guidelines as new services are developed. As this is a newly emerging business area for the organisation, the role may overtime be modified and amended to ensure it is meeting the business needs. KEY RESPONSIBILITIES AND DUTIES People Leadership and Management (direct reports will increase as services expand) Leadership of team and accountability for building positive organisational culture Provide day to day team management support Monitor and coordinating team capacity and resource management Identify and mitigate OH&S risks and track accident/incident management Develop and implement training and development program Develop and support delivery of team and staff work plans Oversight and management of team budget in collaboration with Manager Oversight and direction in developing client intake system and processes Provide organisational-wide on call support Effectively manage staff performance aligned with our mission and trademark behaviours Recruitment and Networking Attend external industry forums, meetings, etc. for the purpose of networking, business development Forecast recruitment needs PD Team Leader, Community Connections NEMA/LODDON Leisure Networks December 2016 Page 2 of 6
3 Support Management and HR in recruitment processes Lead the induction and development of new recruits Engage regularly with staff, clients and their networks to gather feedback about our services and to develop improvement strategies Daily Team Support General enquiries for Community Connections Team Support and coordination of crisis intervention and management Quality Implement and imbed continuous quality improvement processes for the team/s Monitoring and Reporting complaints/compliments and adhering to Leisure Networks polices and processes Tracking team outcomes and Key Performance Indicators (KPI s) Support the development and implement of the outcomes framework Work collaboratively with other LN services to ensure continual quality improvement processes Information Management and Communication Model and actively engage in building an organisation that strives for excellence in organisational culture Use Leisure Networks IT systems to keep up to date with organisational information and communication about work and staff related issues Attendance and contribution to meetings, scheduled workshops and training opportunities Maintain accurate comprehensive records and documentation Ensure staff engage and utilise Leisure Networks IT systems as required Organisational Deliver work plan goals which are developed in conjunction with your manager Abide by Leisure Networks Code of Conduct, trademark behaviours and LN policies and work practices Ensure that management are immediately informed of any client issues that arise and ensure appropriate reporting mechanisms have been followed ORGANISATIONAL RELATIONSHIPS Internal Relationships External Relationships All employees of Leisure Networks including Leadership Team, Disability Inclusion & Support team, Community Connections team and Sport Recreation and Health team. 4 ACCOUNTABILITY AND AUTHORITY The position holder (worker) is accountable for working in a manner that is not harmful to the people we support (Duty of Care) and is accountable for operating in the role as follows; While working under the direction of others the worker uses skills and discretion to complete duties and meet established outcomes has the authority to respond to client requests where there is full confidence that the worker has all the required and factual information shall not commit the organisation to any obligations beyond the scope of the duties, for example shall not commit to working with a client outside the direction of management checking and actioning their own work roster and immediately alerting management to any discrepancies or reasons that would limit their capacity to complete their duties notifying management immediately of any worker or client related issues or incidents that occur during working time providing high quality services with clients and accurately recording progress and outcomes works collaboratively to continuously improve work practices and processes within and across the organisation through open and honest communication and feedback mechanisms must have an operating phone on them at all times and be contactable whilst working by Management JUDGEMENT AND DECISION MAKING In order to achieve the duties and responsibilities of the position the worker is expected to; use initiative to identify, or predict an issue may arise and assess or think through resolution options using sound problem solving skills; and apply judgement in making day to day decisions considering appropriate procedures to determine the best course of action to take in completing tasks, particularly in regard to working autonomously within community settings. Operational and staffing issues/decisions will be guided by policy and procedure under the guidance of the Manager. Guidance and advice may and will be sought as required from the Manager. The worker is expected to actively keep abreast of current professional knowledge in the areas of disability, working within the National Disability Insurance (NDIS) guidelines and community inclusion. ENVIRONMENT, HEALTH AND SAFETY Complies with Leisure Networks OH&S policies and procedures and cooperates and participates with activities (such as meetings or training) as undertaken by Leisure Networks to comply with OH&S and environmental legislation. Takes reasonable care for the safety of his/her own health as well as others who may be affected by their conduct in the workplace and does not willfully place at risk the health or safety of any person in the workplace or interfere with or misuse anything provided in the interest of environmental health and safety or welfare. 5 KEY SELECTION CRITERIA EXPERIENCE, SKILLS & KNOWLEDGE The Key Selection Criteria (KSC) provide the critical experience, skills and knowledge required to undertake a Team Leader position with Leisure Networks. Leadership within a changing environment will be highly regarded. Significant experience working within the disability sector, including excellent knowledge of disability standards, the legislative environment and the National Disability Insurance Scheme reforms. The ability to effectively manage competing priorities and the resources of the team to ensure customer centric services and program delivery within a continuous quality improvement framework. Exceptional interpersonal and stakeholder engagement skills and the ability to initiate and develop key relationships both internally and externally. The ability to collaborate and contribute the strategic directions of the organisation and identify and implement opportunities for improvement and innovation. Qualifications and Experience Relevant Degree allied health / disability / community development / health or post graduate qualifications, or associate diploma with significant experience Substantial experience within the disability sector attained through previous leadership roles, service and/or study with a combination of experience, expertise and competence sufficient to perform the duties required at this level.
