316 Somerset Street East SACL Project #SW18098 April 05, 2018 Page 1 1. Introduction At the request of TC United Group, Swallow Acoustic Consultants Ltd. (SACL) presents this Noise Impact Study (NIS) for the proposed 3-storey mixed-use building (Project) to be located at 316 Somerset Street East in Ottawa, Ontario. The building will consist of a commercial unit on the ground level and 4 residential units on the upper levels. All other buildings in the immediate area are residential or mixed-use buildings between 2 and 4-storeys. A site plan and satellite photo showing the site and surrounding area are provided in Appendix A. 2. Noise Sources This NIS will assess noise impacts from nearby surface transportation sources on the Project. The surface transportation sources impacting the Project are road traffic on Somerset Street East and Chapel Street which are both designated as Collectors by Schedule F of the City of Ottawa Official Plan [1]. There are no transit corridors, highways, or railway corridors that may impact the Project. Based on a review of satellite photos of the area and a site visit conducted by a representative of SACL on April 02, 2018, there are no significant stationary noise sources nearby that may impact the Project. 3. Noise Assessment Criteria The City of Ottawa requirements for environmental noise impact studies are outlined in the City s Environmental Noise Control Guidelines [2] (ENCG) and are based on the Ontario Ministry of the Environment and Climate Change (MOECC) document Environmental Noise Guideline: Stationary and Transportation Sources Approval and Planning [3] (NPC-300). 3.1 Surface Transportation Noise Assessment Criteria Sound level limits outlined in ENCG for road traffic noise impacting on noise-sensitive areas applicable to the Project are summarized in Table 1. Sound level limits are given in A-weighted, equivalent sound levels (L eq, dba), defined in both ENCG and NPC-300. Additionally, ENCG and NPC-300 provide requirements for building components, ventilation, and warning clauses to be used in sale and lease agreements. These requirements are based on calculated sound levels at OLAs and the plane-of-window of bedrooms and living/dining rooms. Sound level limits and associated requirements applicable to the Project are summarized in Tables 2 and 3. Warning clause types are defined in NPC-300 and are attached in Appendix B. Sound Level Calculations 4.1 Points of Reception Points of reception (PORs) were chosen at points on the Project that were determined to be most exposed to the noise sources identified in Section 2. The rear yard amenity space is the only outdoor living area assessed and the front yard is not considered to be an OLA. Site plans showing the locations of the PORs are provided in Appendix C. The locations of the PORs are summarized in Table 4. 4.2 Traffic Noise Parameters The ultimate road and traffic data information for the traffic noise sources identified in Section 2, including the Annual Average Daily Traffic (AADT), were obtained from the ENCG based on the road classification provided in the City of Ottawa Official Plan and are summarized in Table 5. Details of these calculations are provided in Appendix D. Calculated sound levels are summarized in Table 6. Noise Control Requirements 5.1 Building Component Requirements Based on the calculated plane-of-window sound levels for the residential units (PORs 2-5), the building components are not required to be specially designed to meet interior sound levels. Any construction meeting the requirements of the OBC is expected to achieve these interior sound requirements for all residential units. Because the interior sound level requirements for offices and retail stores are less strict than those for residences, this also applies to the ground floor commercial unit, which was calculated to have similar plane-of-window sound levels (POR1). 5.2 Ventilation and Warning Clause Requirements It is also determined from the plane-of-window sound levels for PORs 2-5 that all residential units should be designed with a provision for the installation of central air conditioning in the future, at the occupants discretion. Warning Clause Type C is also required to be included in agreements of Offers of Purchase and Sale, lease/rental agreements, and condominium declarations for all residential units. 316 Somerset Street East SACL Project #SW18098 April 05, 2018 Page 6 This dwelling unit has been designed with the provision for adding central air conditioning at the occupant s discretion. Installation of central air conditioning by the occupant in low and medium density developments will allow windows and exterior doors to remain close, thereby ensuring that the indoor sound levels are within the sound level limits of the Municipality and the Ministry of the Environment. Based on predicted levels at POR5, any residential units having exterior walls only on the east side of the building would not have any ventilation or warning clause requirements. However, current floor plans do not include any unit that this applies to. No noise control or warning clauses are required for the rear yard amenity area (POR6). 6. Impact of the Project on Surrounding Area Mechanical equipment within the Project may also be considered as a stationary noise source which may impact nearby noise-sensitive areas. Mechanical equipment selections have not yet been made, precluding a detailed analysis at this time. The final mechanical design will be required to comply with ENCG sound level limits from a stationary source at all nearby noisesensitive areas. 7. Concluding Comments The noise impact of Somerset Street East and Chapel Street on the proposed 3-storey, mixeduse development to be located at 316 Somerset Street East is expected to be such that building components meeting the Ontario Building Code minimum standard will be sufficient to achieve the interior sound level requirements of the City of Ottawa and MOECC. All residential units should be designed with a provision for future installation of air conditioning and should include Warning Clause C in sale and lease agreements. There are currently no significant stationary noise sources that impact the development and no stationary noise sources associated with the development that impact the surrounding area. ENVIRONMENTAL NOISE GUIDELINE Stationary and Transportation Sources Approval and Planning NPC-300 In Class 4 areas, where windows for noise sensitive spaces are assumed to be closed, the use of central air conditioning may be acceptable if it forms an essential part of the overall building designs. C7.9 Verification of Noise Control Measures It is recommended that the implementation of noise control measures be verified by qualified individuals with experience in environmental acoustics. C8 Warning Clauses The use of warning clauses or easements in respect of noise are recommended when circumstances warrant. Noise warning clauses may be used to warn of potential annoyance due to an existing source of noise and/or to warn of excesses above the sound level limits. Direction on the use of warning clauses should be included in agreements that are registered on title to the lands in question. The warning clauses would be included in agreements of Offers of Purchase and Sale, lease/rental agreements and condominium declarations. Alternatively, the use of easements in respect of noise may be appropriate in some circumstances. Additional guidance on the use of noise warning clauses is provided in Section C7.1.1, Section C7.1.2.1, Section C7.1.2.2, Section C7.3 and Section C7.4. C8.1 Transportation Sources The following warning clauses may be used individually or in combination: TYPE A: (see Section C7.1.1) Purchasers/tenants are advised that sound levels due to increasing road traffic (rail traffic) (air traffic) may occasionally interfere with some activities of the dwelling occupants as the sound levels exceed the sound level limits of the Municipality and the Ministry of the Environment. TYPE B: (see Section C7.1.1 and Section C7.4) Purchasers/tenants are advised that despite the inclusion of noise control features in the development and within the building units, sound levels due to increasing road traffic (rail traffic) (air traffic) may on occasions interfere with some activities of the dwelling occupants as the sound levels exceed the sound level limits of the Municipality and the Ministry of the Environment. TYPE D: (see Section C7.1.2.1, Section C7.1.2.2 and Section C7.4) C8.2 Stationary Sources This dwelling unit has been supplied with a central air conditioning system which will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the sound level limits of the Municipality and the Ministry of the Environment. It is not acceptable to use warning clauses in place of physical noise control measures to identify an excess over the MOE sound level limits. Warning clause (Type E) for stationary sources may identify a potential concern due to the proximity of the facility but it is not acceptable to justify exceeding the sound level limits. TYPE E: (see Section C7.6) Purchasers/tenants are advised that due to the proximity of the adjacent industry (facility) (utility), noise from the industry (facility) (utility) may at times be audible. C8.3 Class 4 Area Notification TYPE F: (see Section B9.2 and Section C4.4.2) Purchasers/tenants are advised that sound levels due to the adjacent industry (facility) (utility) are required to comply with sound level limits that are protective of indoor areas and are based on the assumption that windows and exterior doors are closed.
