For this reason Merton have chosen, in this revision, to retain a number of the advisory statements from the Skills for Care Adults ASYE documentation.

Purpose of the record of support and progressive assessment The record of support and progressive assessment is one of the two key documents that are linked together to support the NQSW and the assessor in evidencing the requirements of the Assessed and Supported Year in Employment (ASYE). These requirements now include assessment against the Knowledge and Skills Statement (child and family social work) 2014. They also include the Standard for Employers of Social Workers in England. These documents were originally developed by a group of employers in adult services who consulted widely across the sector, and have now been adapted for use in child and family settings with the agreement of Skills for Care. They have been developed as guidance documents with the intention that they support progressive development and assessment, streamlining previous documentation and taking a step forward by focusing the assessment on the development of the NQSW s critical reflection. Responsibility for the overview of the whole assessment process and completion of the record of support and progressive assessment lies with the assessor. Responsibility for meeting the requirements of the assessment process and for the completion of the critical reflection log rests with the NQSW. The record of support and progressive assessment includes in a single document the support and assessment agreement, plus assessment reviews at three, six and twelve months. Employers and assessors have the flexibility to include an additional assessment review at nine months if they wish to do so. This may be an organisational decision or an individual assessor may wish to include an additional review in the event of concerns about the NQSW s progress. An optional template is included at the end of this record and the critical reflection log. The assessment reviews at three, six and twelve months focus on the NQSW s developing practice the NQSW evidences this through the critical reflection log which is presented to the assessor in advance of the review points. In using this guidance it is essential that both NQSW and assessor are fully conversant with this document and with the critical reflection log. They need to understand how the latter supports and informs the progressive assessment process, and use it as the basis of discussions within supervision and in the progress review meetings. Managing concerns The record of support and progressive assessment establishes a link with the employer s capability processes, by providing prompts at review points and space to record any concerns or issues. However, whenever capability issues emerge, the assessor will also be expected to inform both the ASYE co-ordinator and HR. Any employment issues that arise during through the ASYE will be managed separately through performance management procedures. Assessor support Support and guidance for ASYE assessors can be found in the assessors and supervisors toolkit. It provides guidance and resources on effective professional supervision and holistic assessment. There are sections on: roles and responsibilities, holistic assessment, professional supervisor relationship, recording progressive assessment, supervision support and assessment, CPD and leadership. Completing the record Completion of all sections of this template electronically will assist internal and external moderation processes. The record may also be downloaded for supervision purposes. It is recommended that, for consistency in the internal moderation process, highlighted sections are pre-populated by the organisation. If this is not the case, the assessor should check organisational guidelines before completion. The holistic assessment outcomes and the final assessment decision The Chief Social Worker s (children and families) expectations about the ASYE outcomes and the final assessment decision are laid out in the Knowledge and Skills Statement (child and family social work) 2014. To support the assessment process and decision a guide to the holistic assessment outcomes is included. These outcomes incorporate the Knowledge and Skills Statement (child and family social work) 2014 underpinned by the PCF capabilities. At the end of the ASYE, the assessor makes a professional recommendation about the final assessment decision which is then scrutinised and confirmed by the employer through an internal moderation process. Details of this process are included in appendix 1 of this record. Holistic assessment outcomes mapped against the Knowledge and Skills Statement (child and family social work) 2014 and the Professional Capability Framework (PCF) The following is a schedule of key assessment outcomes that have been mapped against the Knowledge and Skills Statement (child and family social work) 2014 and the Professional Capabilities Framework (PCF) to assist in the construction of the PDP, the structure of the evidence and the final assessment. The final assessment is against the KSS and the PCF. All NQSWs need to demonstrate progression whatever their level of capability at the start of the year. Refer to further level descriptors of the Professional Capabilities Framework where the NQSW is demonstrating capability beyond the ASYE. 2.

Holistic assessment of practice Over the course of the ASYE, the NQSW has: Consistently demonstrated proficient practice across a wide range of tasks and roles. Become more effective in their interventions. Assessment outcomes The critical reflection log and the record of support and progressive assessment provide evidence of: Confident application of the law and statutory guidance to include the Children Act 1989, Children and Families Act 2014, Working Together 2015 and other legislation relevant to the role, across a variety of cases and settings. Skilled demonstration of child centred practice. Effective communication with children and young people of different ages and abilities, their families, carers and other professionals across different contexts and overcoming a range of possible barriers. Working practice that demonstrates the active participation of children and young people, their families and carers wherever possible. Progressive development of knowledge and skills in identifying, assessing and responding to risk, balancing this with family strengths and potential solutions. Capacity to work effectively with a range of professionals in multidisciplinary teams and in multi-disciplinary settings. Ability to lead investigations of allegations of significant harm. Progressive development of practice skills and knowledge. Skilled application of social work methods and theories. Skilled demonstration of effective and empathic relationships with children and young people to ensure that the best possible outcomes are achieved for them. Ability to analyse and demonstrate reasoned, robust decision making. Use of professional curiosity and authority while maintaining a position of partnership. Developed confidence and earned the confidence and respect of others. Confident demonstration of the social work role. Active participation in team and multi-disciplinary settings with appropriate use of authority. Maintenance of personal and professional credibility through effective working relationships with peers, managers and leaders both within the profession, throughout multi-agency partnerships and public bodies, including the family courts. Ability to act in ways that protect the reputation of the employer organisation and the social work profession, whilst always prioritising the best interests of children and young people. Ability to recognise and manage conflict. Authoritative professional practice drawing on knowledge and evidence based practice. 3.

The assessed and supported year in employment in child and family social work Record of support and progressive assessment Part 1: Beginning the ASYE 1. Support and assessment agreement The NQSW should submit part one of the critical reflection log for scrutiny before the support and assessment agreement meeting. It may be helpful to agree a date for this submission when setting the date for the meeting. 2. Supervision The supervision section may be pre-populated in line with the employer s ASYE scheme. Workload management Expectations of workload management may be pre-populated in line with the employer s ASYE scheme although some assessors/supervisors may wish to input this. How will workload be agreed and allocated? This section is likely to include: how work/cases will be selected and allocated what level and type of work is suitable for NQSW how workload will be monitored and reviewed how decisions will be taken about the allocation of increasingly varied and complex work. 6.

4. Protected development time Expectations of protected development time may be pre-populated in line with the employer s ASYE scheme. 10% of the NQSW s time should be set aside for undertaking learning and development activities (this equates to 0.5 day per week or 2 days per month). This section is likely to include: details of any mandatory courses, workshops, and action learning sets that are part of the scheme (note dates/learning objectives here) whether time for completing the critical reflection log is included in the 10% expectations of how time is recorded. other expectations of how the time will be used. 5. 6. Assessment, review and quality assurance This section may be pre-populated to address questions in line with the employer s ASYE scheme. How will ASYE reviews and assessment be linked to employer s probation and appraisal processes? What are the contractual implications of failure to complete, or failure of, the ASYE year? What arrangement does the employer use internally and externally (e.g. in partnerships etc.) to quality assure assessment? How will the employer and NQSW deal with any disagreements over decisions? How is successful completion of ASYE recognised by the employer? 7. Additional considerations Have any reasonable adjustments been agreed to the arrangements due to the NQSW having a medical condition, disability, or specific learning need? Have any other factors been identified that may affect the progress of the NQSW? If the NQSW agrees it may be appropriate to view relevant assessment reports, in order to ensure that the available support is reflective of the NQSW s needs. For example A delay in starting the ASYE or carer responsibilities. 8.

8. Record of discussions re expectations of NQSW Taking into account the NQSW s context and previous experience what areas should the NQSW address in their initial ASYE PDP? This review should explore the progress being made towards developing the knowledge and skills outlined in the Knowledge and Skills Statement (child and family social work) 2014. NB this statement lays out minimum expectations whatever their starting point all NQSWs should show progression across the course of the ASYE. Refer to the PDP, how far have the identified learning outcomes been realised and is this reflected in the log? Refer to practice evidence to support your interim assessment judgements. The assessor should be mindful that their assessment judgement is accurate, valid and robust. Areas for development and focus for next PDP three - six months Identify areas for further development. Use the Knowledge and Skills Statement (child and family) 2014 and the holistic assessment outcomes (pages 2-4) to audit knowledge and skills and identify learning needs/areas of professional development. 10.
