Service Purpose To provide a professional, value-added and trusted partnership advisory and management support service across the Council to help Directorates deliver effective and efficient procurement, contract management and value for money. General Description of the job The focus of the role is to work with the assigned directorates and services to evaluate and understand their procurement and contract management performance, and to highlighting risks and opportunities, making strategic, tactical and operational recommendations for improvement. This will involve working collaboratively with services to show, share and co-create commercially robust, consistent and compliant procurement and contract management systems and practices that are effective and efficient. Help the Service Manager to target, drive and manage procurement and contract savings requirements within the assigned directorates, in support of the Council s financial challenges. Main Accountabilities of the post 1 To provide effective procurement and contract management business partnering support across the Directorates. 2 To provide strategic, tactical and operational insight to Strategic Directors regarding their procurement and contract management performance and position to enable management control and informed decision making. 3 To co-create, recommend and help implement effective short, medium and long term planning and strategies in respect of procurement and contract management for Directorates, reflecting specific Directorate needs but ensuring good common commercial principles, best practice and appropriate compliance is applied in all cases. 4 To provide support and challenge as appropriate for local procuring and contract managers to ensure application of consistent processes based on best practice, compliance with procurement regulations, and value for money. 5 To drive improvements and efficiency across all Directorate contracts in conjunction with contract managers. 6 To ensure that systems are developed and effectively maintained and reported including; procurement data (including a central contracts register), contract performance, benchmarking, commercial analysis and ongoing procurement savings progress. 7 To ensure the Council discharges its legal responsibilities whilst exploring innovative procurement cost reduction solutions. 1 2 3 4 5 6 Additional Corporate Responsibilities Professional Development: To ensure the continuous professional development of self through effective performance improvement, coaching, career planning and continuous professional development.
