Consip Corporate profile Consip S.p.A. is a public stock company set up in 1997 and owned by the Italian Ministry of Economy and Finance (MEF), its sole shareholder. Consip s mission is to make the use of public resources more efficient and transparent, by providing tools and skills to public administrations, in order to allow them to perform public purchases and at the same time stimulate a competitive participation of enterprises to public tenders. Consip obtained the ISO 9001:2008 quality certification for the design, implementation and launching of framework contracts and e-marketplaces for the procurement of public Goods and Services, in its role as central purchasing body. 2

Consip s Main Activities Consip s activities involve three main areas: Implementation of the Program for the rationalization of public spending on goods and services through the use of ICT (Information and Communication Technology) and innovative procurement tools: framework contracts, emarketplace for public administration, framework agreements, dynamic purchasing system, ASP tenders (Central Procurement Area). Support to individual administrations along the entire procurement value chain, as well as in its role as the central purchasing body, according to specific bilateral agreements (Vertical Procurement Area). Implementation of specific tasks assigned by law or by ad hoc administrative acts (Other Initiatives Area) 3

Consip s Methodology Consip offers consultancy and project design services. The company handles projects including strategic designs. These projects have developed over time technical, legal and project management skills Consip is a competence centre specializing in all phases of the procurement value chain; it stands beside public administrations both in the procurement strategic planning phase and in the real purchasing phase, by providing eprocurement tools, assistance and consultancy Consip relies on about 300 employees, with an average age of 43 years. 83% of the employees are university graduates and 50% of them are women The entire action of Consip is based on core values such as innovation, transparency, competence and competition 4

Implementing art 6 of the Energy Efficiency Directive The Italian Legistlative Decree n. 102/2014 is the transposition of EU Directive 2012/27 EU Directive 2012/27 Art 6 par. Member States shall encourage public bodies, including at regional and local levels, with due regard to their respective competences and administrative setup, to follow the exemplary role of their central governments to purchase only products, services and buildings with high energy-efficiency performance. Member States shall encourage public bodies, when tendering service contracts with significant energy content, to assess the possibility of concluding long-term energy performance contracts that provide long-term energy savings Legislative Decree n. 102/2014 Art 6 This article states that Consip S.p.A. the Italian Central Purchasing Body (CPB) has to align both criteria and procedures for the purchasing of goods and services to ensure highly energy efficient products and services 5

The Integrated Energy Service FC The Integrated Energy Service is a performance-based contract for the management of heating, cooling and electrical systems through which the supplier has to guarantee the following: a pre-determined comfort situation ; energy saving and carbon dioxide reduction Energy Service A Fuel Supply (oil, gas,..) The Public Lighting Service FC The Public Lighting Service is a contract that entails the integrated management of Public Lighting as well as the supply of electrical energy. Results achieved 1. Overall Improvement of approximately 13,000 public buildings and 1,000,000 street light units 2. Energy consumption reduction 3. Raising awareness of the benefits of sustainable heating production and renewable sources 4. Improved comfort of public buildings (i.e., building comfort temperature, humidity control.) 5. Further development and growth of the energy efficiency market by an increased use of sustainable and renewable sources 6. Contract bond increase between workers and ESCOs vis à vis the duration of the contracts, fighting illegal and a-la-carte labor 9

Consip s European Experience Consip is involved in several European projects having as target enhancing energy efficiency in particular: PRO-LITE Procurement of Lighting Innovation and Technology in Europe is a novel partnership project cofunded by the European Commission to support the development of guidance for public sector authorities on how they can: consolidate their procurement power to create economies of scale; procure innovative products/technologies; and, drive the European economies. PRO-LITE aims to exemplify how public sector organisations can overcome organisational and procurement barriers to deliver innovative, efficient and cost-effective products/technologies for their organisations. PRO-LITE s partners are based across five European Countries: UK, Italy, Spain, Germany, Nederland. www.prolitepartnership.eu Green ProcA The main objective of ProcA is the promotion of green public procurement (GPP) among public authorities The project primarily focusses on signatories of the Covenant of Mayors (CoM) addressing GPP in their Sustainable Energy Action Plans (SEAP). Furthermore, local authorities that are on the brink of becoming CoM signatory or have other voluntary targets for enhancing energy efficiency or reducing CO 2 emissions may also qualify for receiving support in ProcA. Green ProcA provides information and assistance to public procurers in the implementation of Green Public Procurement (GPP) in seven European countries (Germany, Poland, Italy, Slovakia, Bulgaria, Romania, and Hungary). http://gpp-proca.eu 10
