JOB DESCRIPTION Job Title: STP Programme Manager Department: Hertfordshire and West Essex Sustainability and Transformation Partnership. Location: Base Hatfield, Hertfordshire, but required to work agilely. Salary Band: 8b tbc Reports to: STP Programme Director Accountable to: Workstream SRO and/or Director. Appointment Type: (Permanent, fixed term): Fixed Term Job description last updated: July 2017 Key Purpose of Job: The role of Programme Manager is to support the STP workstream SRO, clinical lead and responsible Directors in delivery of the stated objectives of the STP workstreams. The post holder will contribute complex project management expert knowledge and experience in guiding others through the challenges of service transformation projects with complex stakeholder management. The aim will be to give programme managerial leadership to the workstreams forming a cooperative engagement with key stakeholders across the Sustainability and Transformation Partnership. The post holder will define a clear strategic direction, setting out plans for project delivery and coordinating redesign and commissioning development. Success in the role depends on promoting excellent teamwork with workstream SROs, clinical leads and colleagues across the STP. Key Responsibilities: To support on the development and delivery of designated work streams as agreed with the STP Programme Director. To work in partnership with the clinical leads to form and sustain effective clinical collaboration for the workstreams. 1
To be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost effective manner. Maintain and update the project plan with regular reporting to monitor progress and resources. To pro-actively manage stakeholders, responding to and resolving differences between them when this arises, through facilitation or other appropriate mechanisms. Including in the senior capacity offering a route for escalation and resolution with other programmes when necessary. To ensure public and patient involvement in the workstreams. To actively promote prevention of ill-health and self-management within the workstream plans. To take into account the impact of any change the projects will have on the system and ensure wide engagement to secure full ownership and buy-in. Advocate the projects within the workstream at senior and executive levels and ensure active engagement and sponsorship within STP as a whole. To ensure a communications strategy is progressed for the workstreams. To ensure the flexibility of the programme and projects, if required to meet conflicting/changing requirements. To contribute to the strategy, policy, development, governance and performance management of the STP. To plan and organise numerous events/meetings. Ensuring communication tools are used to their maximum value for circulating the minutes, agenda and presentations in a timely manner. Develop and maintain constructive relationships with a broad range of internal and external stakeholders. Support other members of the STP PMO team. To provide expertise and knowledge to the process of programme management, service transformation and stakeholder engagement. Key Working Relationships Senior clinical and managerial colleagues and stakeholders across the STP. In particular teams from CCGs, providers, locality authorities, NHSI, NHSE, third sector, General Practice and other primary care providers. Nurture key relationships and maintains networks internally and externally, including national and regional networks. Established PMOs working in the STP system. Close liaison with the Communications and Patient Engagement teams on engaging with the public, staff and stakeholders. Matrix work across all other teams to address inter-dependencies and ensure alignment of mutual objectives. Establish good working relationships with colleagues to ensure delivery workstreams. Programme Management Be responsible for the design, project management, and development of a range of workstreams across the STP. Develop clinical reference/working groups for workstream areas to ensure clinical collaboration and delivery of stated objectives. Ensure workstreams meet stated objectives, embracing innovation and best practice. 2
Understand blockages in pathways and workstream delivery, identifying solutions and developing ideas to overcome them. Understand activity and finance information, identifying impact of changes and benefits of making the change. Ensure that performance indicators are reported in a timely and accurate fashion as required to meeting the requirements of the workstream and PMO. Production of Programme and Project Documentation as required by the PMO. Design and implementation of evaluation plans to review the impact, risks and success of workstreams. Communications Communicate highly complex, highly sensitive or contentious information at all levels using negotiation skills, persuasion and diplomacy and communication information where it may not be well received. Having the ability to deal with potentially contentious and/or antagonistic situations and behaviours, applying a high level of emotional intelligence and maintaining personal resilience. Develop and manage effective working relationships with a wide range of organisations service providers and service user representatives. Prepare and present reports to a range of audiences. Analytical and Judgemental Utilise analytical skills to reflect on and interpret highly complex information, facts or situations which require analysis, option appraisal and generation of solutions. Undertake benchmarking against best practice when considering projects to include effectiveness, productivity and performance when proposing changes. Provide and receive highly complex, sensitive and contentious information, presenting information, to a wide range of stakeholders in a formal setting. Collate and interpret appropriate quantitative and qualitative data in order to prepare reports, communication complex information to a wide range of stakeholders. Co-ordinate hard data and soft intelligence ensuring it is visible and utilised by the workstream. Support the use of research material on good practice and benchmarking in delivering the workstreams. Policy and Service Lead on the interpretation and implementation of local, national and organisational policy and guidelines within the workstream area. Identify new areas of service redesign and development in specific work stream area, which will improve quality, productivity and efficiency. Develop a high level knowledge and awareness of national policy and best practice in relation to designated workstream areas. Research and Development Reflect on benchmarking information and considering impact and potential opportunities. 3
Explore innovative ways of working and consider application to local context. Freedom to Act Be responsible for managing and prioritising own workload independently. Ensure that all duties are carried out to the highest possible standard and in accordance with current quality initiatives within the area of work. Deputise for the STP Programme and Associate Programme Director as required, expanding on the knowledge, skills and experience for personal professional development.
