2 Service and team About the role NHS RightCare is a national NHS England supported programme, contributing to the financial sustainability of the NHS which is a key priority of its Five Year Forward View. NHS RightCare helps to ensure the best possible care is delivered as efficiently as possible which is essential for both patients and the NHS. Ensuring people access the right care, in the right place at the right time, means more people can be treated effectively, now and in the future. Using leading edge medical evidence and practical support, NHS RightCare helps local health economies to understand how money is spent to deliver the best care in different parts of the country. NHS RightCare actively works with every clinical commissioning group (CCG) and sustainable transformation partnership (STP) in England and comprises professionals providing delivery, analytical, clinical advisory and programme management resource both internally and externally to the programme. NHS RightCare supports Local Health Economies to: Make the best use of their resources by tackling over and underuse of these Understand their performance by identifying variation between demographically similar populations so they can adopt and implement optimal care pathways more efficiently and effectively Focus on areas of greatest opportunity by identifying priority programmes which offer the best means to improve healthcare for people. The team is rapidly expanding, with new staff coming on-board to support and provide direct delivery support to clinical commissioning groups in implementing the NHS RightCare approach. As a result, there is now a significant requirement to increase the levels of core support to ensure the The Delivery Fieldwork Support will provide the Regional Delivery Team with dedicated logistical support. The post holder will collect and analyse programme, financial and HR data to support the effective operation of the directorate. The post holder will undertake programme/project work as required involving planning, analysis and interpretation and assessment of options on behalf of the delivery team. The post holder will support the delivery team to ensure that the programme is managed effectively and assist in its successful delivery by: Work flexibly alongside own Delivery Partner(s) and other Delivery Partners across the North, according to resourcing need and own capacity Participate in and contribute to regional and national RightCare teamworking and development meetings and events Travel regularly within the region according to assignment requirements Report to Delivery Partner(s) in local geography Focussed field support for Delivery Partners (DPs), supporting preparatory work and the necessary logistics by managing contact, facilitation (remote and on site) and visits. Support DPs by taking a lead on corporate processes and managerial responsibilities, to enable DPs to maximise their focus on CCGs and STPs. Managing the team s business support function, including developing and assisting the development of the team s business plan, progress and reporting risk and issue management. Manage corporate business returns, including planning and workforce returns. Use a content management system to ensure information is properly managed and best practice is shared across the team, Directorate and the wider NHS organisation.

To ensure all public and patient contact with the office is of the highest professional standard. To embed patient and public involvement within NHS England at all levels of decision making. Key Functional Responsibilities Operational To oversee team members to deliver requirements listed above and engage and liaise with key stakeholders, in particular; o To support the delivery of day to day activities and projects o To manage team and drive delivery of a range of business initiatives and projects o To operate in a highly political and sensitive environment o Support the portfolio of initiatives in demonstrating value for money for the current spend o To monitor, interpret and quality assure progress against deliverables to NHS England that often require adjustments specifically in relation to the complex corporate business agenda, strategic objectives and the business planning process o To develop business plans and provide expert strategic and policy advice and guidance on all areas of the National Director s portfolio Project Management

Lead the team in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project. Pro-actively manage stakeholders, respond to and resolve conflict when this arises through facilitation or other appropriate mechanisms. Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost effective manner. Maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources. Demonstrate effective stakeholder management. Support other project managers as and when required. Take into account the impact of any change the projects will have on the business and oversee handover of any products to ensure full ownership and buy-in within the business Advocate the projects at senior and executive levels and ensure active engagement and sponsorship within NHS as a whole. Ensure that the projects maintain business focus, have clear authority and that the context, including risks, is actively managed in alignment with the strategic priorities of NHS. Financial and Physical Resources Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities, monitor expenditure on a regular basis. Budget holder for assigned function/team, budget setting with the Head of Department. Responsible for ongoing monitoring of expenditure against budget and ensuring the appropriate documentation is available for scrutiny.

Identify products, equipment, services and facilities for assigned activities, achieving stakeholder buy-in as required. Placing orders and signing invoices. People Management Directly manages the team of staff, responsible for day to day work assigned to Team. Responsible for recruitment. Forge close positive working relationships, in order to support an effective matrix approach to achieve NHS objectives. To support, motivate and develop people within the team. Managing third parties (such as consultants/interims) to ensure deliverables are met in a timely manner and within budget. Information Management Drafting reports summarising status on issues, appraising outcomes, and providing progress reports for the Head of Department. Collate as required, a range of information and lead appropriate analysis to develop robust business cases and contribute to project products. Analyse, interpret and present data to highlight issues, risks and support decision making.
6 Policy and Service Development Responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLA s) which may impact service. Proposes changes to own function making recommendations for other service delivery. The post holder will need to maintain a good knowledge of emerging policies from government departments for example pensions, change management, constitution. Research and Development Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information Co-ordinating Research & Development initiatives, delegating as appropriate. Planning and Organisation Contribute to the strategic planning of team projects, identifying interdependencies across projects/functions, potential impacts on the wider organisation, resource requirements and building in contingency and adjustments as necessary. Contribute to short, medium and long term business plans, achieving quality outcomes. Key Working Relationships Operate effectively in a flexible and demanding environment and proactively engage with key stakeholders. Work effectively with a variety of external consultancies working on other projects and programmes within other NHS directorates as required.

10 Person specification Criteria Essential Desirable Evidence* Qualifications Recognised project and programme management qualification such as Prince 2 or Managing Successful Projects. Knowledge and experience Educated to masters level or equivalent level of experience of working at a senior level in specialist area. In depth additional expert knowledge acquired over a significant period of time in the following area(s) Improvement methodology and/or programme management ideally in an NHS setting. Subject matter expertise across a number of key areas relating to healthcare e.g. health improvement, health economics, contracting, analytics. Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master s level equivalent. Evidence of post qualifying and continuing professional development. Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement. Should have an appreciation of the relationship between the Department of Health and individual provider and commissioning organisations. Member of relevant professional body. Skills and capabilities Ability to prioritise and manage competing demands, ensuring deadlines are met and utilising resources as necessary. Communication skills Excellent attention to detail and the ability to absorb information and identify errors in financial and staffing information.
